MEMORANDUM FOR ALL INTERESTED PARTIES

SUBJECT: Responses to Questions/Requests for Information Submitted FA524019Q0051:

The following questions have been submitted by interested parties. All questions and answers are included as follows:

1. Will it be possible to schedule a second site visit?

A: A second site was held as stated in Amendment 1.

2. In release Amendment 1, there are completely different CLINs compared to the original CLINs and locations. Is this an error?

A: This is not an error. The CLIN structure in Amendment 1 is correct.

3. In Amendment 1 it states “16 September 2020 at 10 A.M. Chamorro Standard Time” as the due date, but in the Beta.sam description it says “15 Sep 2020 at 8:00 P.M. EDT” – which time is correct?

A: These are the same time. The end user is located in Guam, which is in Chamorro Standard Time Zone. Guam is 14 hours ahead of EDT, so 10 A.M. 16 Sep ChST is the same time as 8:00 P.M. 15 Sep EDT. However, please note the newly extended closing date.

4. Are there plans available for the building and rooms?

A. Unfortunately these cannot be provided prior to the solicitation closing.

5. Description of services state there are not conduit and back boxes, however at the site visit our team noticed that there was infrastructure in place with existing BMSes. Is the government’s intent to have the infrastructure reused or to install all new infrastructure?

A: Reuse the infrastructure if possible. The government’s intent is to have an upgraded system that is fully operational.

6. What are the hours available for the installation?

A: Available hours for each work center are as follows:

Mon-Fri 0800-1600 (TCF 23002) Mon-Fri 0600-1800 (NCC 20011) Mon-Fri 0730-1600 (DCO 2508) Mon-Fri 0730-1630 (COMSEC 23002)

7. Does the existing system have to be currently running while the new one is installed?

A: Yes, the existing system will be running while the upgrades are being installed.

8. Can the government provide an equipment listing and floor plans for the COMSEC building?

A: The equipment listing is provided in Appendix B in the Statement of Work.

9. What completion date are we going to follow (under Combo Synopsis/Solicitation, section V.

Shipping and Delivery Information Delivery: FOB Destination 90 Days ARO, then on Attachment 1 Performance Based Work Statement, Section 1.2.4 Installation Timelines)?

A: We would like to follow the FOB destination 90 days ARO.
