Performance Work Statement for Corrosion Control Equipment Maintenance and Repair Services
1.0. Description of Services. The contractor shall provide all tools, parts, equipment, materials, transportation, personnel, labor, supervision, and management necessary to perform corrosion control equipment maintenance and repair services on at Andersen AFB (AAFB), Guam. The aforementioned equipment consists of:
· One (1) each Riveer RTS3000 Walk in Water Blasting Paint Coating Removal Booth and associated generator and closed loop filtration system. This is a product of Riveer and is a 40,000PSI system with integrated software and filtration units to remove heavy metals.

| • | One (1) each Riveer 1,500 gallon triple-axle Aircraft Waste Water Recovery Trailer with associated Vacuum Curbing System. |
| • | Two (2) each Portable Closed Loop Wash Platforms with Integrated Riveer Components |
The contractor will be required to troubleshoot the most advanced touch screen wash systems on the market today. Contractor will need to own a copy of Allen Bradley RSI 500 software and be trained on how to use the PLC control systems that are integrated into the wash equipment that the 36 MXG currently owns.
Wash equipment servicing items include but are not limited to filters, membranes, pump oil for water blaster, belts, pressure washer hoses, pressure washer wands, nozzles, pressure washer pump rebuild kits, generator filters/oil, electrical boards and wiring for corroded items such as float switches, and air compressor components/fluids.
Cabinet blaster consumable and servicing items will be required by the contractor to stock and replace include but are not limited to: Lights, replacement windows, media/air hoses, gloves, door seals/safety switches, latches and filters.
All hazardous materials associated with PM requirements will be provided by the contractor. Owning government agencies of the supplied equipment will assist with disposal of any hazardous waste generated from PM maintenance requirements.
Consumable items such as soaps, de-foaming agents, plastic media, and other items consumed by the Government during normal operation of the equipment WILL NOT be required to be stock or replaced by the contractor.
1.1. Scheduled Preventive Maintenance. The contractor shall inspect and perform preventive maintenance as recommended by the manufacturer, on all items listed in Appendix 1, Scheduled Preventive Maintenance Requirements. The contractor shall ensure the equipment operates properly and safely while minimizing disruptions and inconveniences to users, until the next scheduled maintenance.
1.2. Maintenance Schedule. The contractor shall develop and submit a preventive maintenance schedule to the Contracting Officer for acceptance, to include all the services listed in Appendix 1, prior to contract start date. The contractor shall submit an updated schedule when changes are necessary, prior to implementing the changes.
1.3. Repair Service Calls. The contractor shall respond to repair service calls, placed by designated Government representatives, and perform necessary repairs to return the equipment to operational condition. The Government representative will designate the repair category (routine or emergency) when placing service calls. The contractor shall determine the cause of the equipment malfunction and provide the cost and estimated time for repairs to the Contracting Officer Representative. The contractor shall not begin repairs until authorization is given by a Government representative.
1.3.1. Routine Calls. The contractor shall respond to routine repair calls within 6 hours after notification during normal business hours and within 12 hours after notification outside of normal business hours. Telephone contact is sufficient to meet this requirement. This requirement quantifies within normal business hours.
1.3.2. Emergency Calls. The contractor shall respond to emergency repair calls within 4 hours after notification during normal business hours, or within four hours of the next business day, if the call is placed outside of normal business hours.
1.4. Contract Manager. The contractor shall designate a primary contract manager (CM), who will be responsible for contractor-performed services. Upon contract award, the contractor shall submit the names and 24 hour telephone number of the CM, in writing, to the CO. The CM shall have full authority to act for the contractor on all matters relating to daily execution of the contract. The CM must be available by phone 24 hours per day, 7-days per week including holidays, to respond to Government service calls and to discuss. The CM shall be present and available within 2 hours of notification to meet on the installation with Government personnel designated by the Contracting Officer to discuss any contract issues or problem areas.
1.5. Equipment Availability. The equipment will be available to the contractor during the hours of 7:00 a.m. – 4:00 p.m., Monday through Friday, except Federal Holidays and PACAF down days, to perform maintenance and repair services. To preclude scheduling conflicts the contractor shall contact the Contracting Officer Representative to schedule the specific time for performing equipment maintenance services within the above listed days/times.
1.6. Location of Maintenance and Repairs. The contractor shall perform all equipment maintenance and repair services at the permanent site of the equipment, at the following locations:
a. The Riveer RST3000 Walk in Water Blasting Paint Coating Removal Booth is located in building 18004.
b. The four (4) Pauli Systems Ram 31 Media Blast Cabinets with attached HEPA Units are located in building 18006 and the Temporary Corrosion Control Structure behind building 18006.
c. The two (2) Riveer 500 gallon twin-axle Total Aircraft Wash System (TAWS) Trailers are located in building 18006.
d. The Riveer 1,000 gallon twin-axle Aircraft Rinse Cart (ARC) Trailer is located in building 18006.
e. The Riveer 1,500 gallon triple-axle Aircraft Waste Water Recovery Trailer is located in building 18006.
f. Vacuum Curbing System, as associated with item e, is located on the AAFB flight line Restricted Area.
g. One Portable Closed Loop Wash Platforms with integrated Riveer components is located adjacent to building 18004.
h. One Portable Closed Loop Wash Platforms with integrated Riveer components is located adjacent to building 51104.
1.7. Contractor Arrival and Departure. The contractor shall contact the Contracting Officer Representative, at 362-4239, upon arrival and prior to departing AAFB after maintenance and/or repair services are complete.
1.8. Contractor Report. Upon completion of maintenance and/or repairs, and prior to departing AAFB, the contractor shall provide a report to the Contracting Officer Representative with the following information:
a. Date and time preventive maintenance and/or repairs were performed
b. Maintenance and/or repairs completed
c. Test results
d. Condition of the equipment inspected
e. Parts replaced
f. Warranty terms and conditions
g. Name of technician
h. Notes or recommendations from the service technician
1.9. Non-Routine Maintenance. If during scheduled maintenance, repairs require work considered over and above routine maintenance, the contractor shall notify Contracting Officer Representative for appropriate decision and course of action.
1.10. Consumables and Non-Warranty Replacement Parts. The Government will provide or reimburse the contractor for consumables and non-warranty replacement parts directly related to para 1.9, at cost.
1.11. Contractor Warranty. The contractor shall provide a minimum 90 day warranty for all parts and labor.
2.0. Government Furnished Property and Services
2.1. Government Furnished Facilities. The Government will furnish an area on AAFB for equipment preventive maintenance and repairs. Locations for equipment are as listed in para 2.1.1, unless equipment breaks during use at an alternate location and cannot be safely returned to storage location. Contractor will be escorted for each service call if equipment is located in a Restricted Area.
2.2. Government Furnished Materials and Equipment. The Government will provide all fuel required to operate the equipment identified.
2.3. Facilities for Disposal of Used Motor Oil/Liquids. The Government will provide the contractor with facilities for disposal of used motor oil and other liquids.
2.4. Government Furnished Services. The Government will provide the contractor with a source of water and electricity as required for contract performance.
3.0. General Information
3.1. Contractor Personnel Qualifications. The contractor shall ensure only fully qualified certified technician(s) perform preventive maintenance and repairs to the equipment. The contractor shall provide proof of technician qualifications upon Government request.
3.2. Replacement Parts. The contractor shall only use new, genuine, replacement parts and materials that conform to the original equipment manufacturer’s specifications, of equal or better quality, unless otherwise approved by the Contracting Officer or a designated representative. Rebuilt assemblies/subassemblies may be used if the item meets the manufacturer’s specifications for reconditioning and the item is standard to industry practice, and carries the same warranty as a new assembly or subassembly. Any replacement parts and materials not included in routine maintenance will be identified by the contractor. Additoinally, the contractor shall provide a cost estimate for the replacement parts and material. The contractor shall dispose of all used parts at a site outside of AAFB.
3.3. Maintenance and Repair Records. The Government will provide access to all previous equipment maintenance and repair records. The contractor shall maintain all maintenance and repair records for contractor-provided services and make them available to the Government upon request.
3.4. Warranties. The Government will provide existing equipment warranty information to the contractor and the contractor shall take advantage of all existing warranties.
3.5. Maintenance/Repair Delays. If the contractor is unable to perform maintenance or repairs due to circumstances beyond their control (e.g. awaiting parts), the contractor shall notify the Contracting Officer Representative of the delay and provide the estimated downtime estimated repair date. Equipment downtime shall be kept to an absolute minimum. If maintenance or repairs cannot be completed by the estimated date, the contractor shall provide a new estimated maintenance or repair date.
3.6. Safety. The Contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.
3.7. Safety Equipment and Clothing. The contractor shall provide contractor employees with all safety equipment and clothing necessary/required to perform maintenance and repair services, at no additional cost to the Government. These item(s) shall meet all Federal and OSHA safety guidelines.
3.8. Normal Duty Hours. Normal duty hours for 36th Maintenance Group are 7:00 a.m. - 4:00 p.m.
3.9. Recognized Holidays. The following federal holidays and PACAF Family Days are observed at AAFB:

3.10. Continuation of Essential DoD Contractor Services During Crisis. This requirement has been determined NOT to be essential and does not require continued support during a crisis, as defined in the Department of Defense Federal Acquisition Regulation Supplement (DFARS), Subpart 237.76, Continuation of Essential Contractor Services.
3.11. Security Requirements
3.11.1. List of Employees. Upon contract award, the contractor shall provide a list of employees that will perform services on AAFB, with each employee’s name, social security number, driver’s license number and state of issue to the Contracting Officer and the 36th Maintenance Group Security Manager. The contractor shall provide an updated list when an employee's status or information changes.
3.11.2. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles.
3.11.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.
3.11.4. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Failure to adhere to base traffic regulations may result in the loss of base driving privileges, debarment from the base, or other administrative action. Seat belt use is mandatory for all vehicle occupants. The use of cell phones is strictly prohibited while driving on AAFB, except hands-free cell phones.
3.11.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on AAFB.
3.11.6. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
3.11.7. Reporting Requirements. Contractor personnel shall report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
3.11.8. Physical Security. The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
3.11.9. Emergency Services. The Government will provide security forces services (call 911, for emergencies only), and fire protection services (call 911, for emergencies only). There are no emergency medical services available on AAFB, therefore the contractor must dial 911 for emergency medical services. If the contractor calls 911 from a base phone, tell the 911 operator that the call is being placed from AAFB.
3.11.10. Military Exercises. No compensation will be claimed for any delays resulting from re-entry procedures due to exercises.
4.0. Appendix
4.1. Appendix 1 – Scheduled Preventive Maintenance Requirements
4.1.1. Riveer RST3000 Walk in Water Blasting Paint Coating Removal Booth Maintenance Plan
a. Inspect the system for proper operation, minimum of two hours of system operation, and identify any repairs required. Record meter readings.
b. Make minor repairs such as stopping leaks, replacing small fittings or other hardware, replacing worn hoses, replacing belts, rebuilding water blaster spray wands, rebuilding water blaster pump, providing and replacing all filtration system filters, changing pump oil, maintenance of water blaster booth, touch up painting to prevent corrosion, and general housekeeping.
c. Maintain all bay hoses, air regulators, and oilers.
d. Check PLC systems and make adjustments to programs for optimal system operations, as needed.
e. Check the oil level in all high pressure pumps and air compressor, add oil as necessary to maintain the proper level. Change the oil quarterly.
f. Follow and perform manufacturer-specified maintenance schedule for generator.
g. Follow and perform manufacturer-specified maintenance schedule for 40,000 PSI water blaster pump.
h. Ensure that the high pressure wand and water cannon operate properly and are leak free.
i. Check and adjust Ultrafiltration system and replace membranes, as needed.
j. Check oil skimming system, drain oil reservoir, as needed.
k. Check all purge valves for proper operation supply and replace purge bags, as needed.
l. Check absolute filter supply and replace oil absorbing bag filters, as needed.
m. Replace oil absorbing sock in weir tank.
n. Check ozone generating system for proper operation and replace ozone modules, as needed.
o. Check and adjust Watermaze Electro Coagulation System. Monitor water for proper pH, check for proper dosing of treatment chemicals, record chemical levels and usage.
p. Check and adjust all booth components including limit switches, air handling unit, safety valves, and all door seals.
q. Check proper operation of air compressor including auto condensate drain valve.
r. Check water blaster and equipment container lights, and replace bulbs, as needed.
4.1.2. Pauli Systems Ram 31 Media Blast Cabinets with attached HEPA Units Maintenance Plan
a. Inspect the system for proper operation and identify any repairs required.
b. Make minor repairs such as stopping leaks, replacing small fittings or other hardware, replacing worn hoses, replacing gloves, replacing lenses, replacing all filtration system filters, replacing light bulbs, touch up painting to prevent corrosion, and general housekeeping.
c. Maintain all hoses and air regulators.
d. Follow and perform manufacturer-specified maintenance for filter system.
e. Check all system valves for proper operation.
f. Check blast nozzles for wear and replace, as needed.
g. Check and clean magnetic separator.
h. Check dust collector for proper operation.
i. Perform operations check after maintenance tasks are performed.
4.1.3. Riveer 500 gallon twin-axle Total Aircraft Wash System (TAWS) Trailers Maintenance Plan
a. Inspect the system for proper operation and identify any repairs required.
b. Make minor repairs such as stopping leaks, replacing small fittings or other hardware, replacing worn hoses, replacing belts, rebuilding pressure washer wands, rebuilding pressure washer pump, providing and replacing all filters on Kubota engine, changing pump/engine oil, maintenance of trailer, touch up painting to prevent corrosion, and general housekeeping.
c. Maintain all hoses, air regulators and associated components.
d. Perform maintenance on trailer, to include but not limited to operational checks of all lights, axles and braking systems.
e. Check the oil level in all high pressure pumps, air compressor and diesel engine, add oil as necessary to maintain the proper level. Change the oil quarterly.
f. Follow and perform manufacturer-specified maintenance for Kubota engine.
g. Ensure high-pressure and foamer systems operate and are leak free, to include but not limited to hoses, hose reels, nozzles, and seals.
h. Check and adjust engine flush system, as needed.
i. Perform operations check after maintenance tasks are performed.
4.1.4. Riveer 1,000 gallon twin-axle Aircraft Rinse Cart (ARC) Trailer Maintenance Plan
a. Inspect the system for proper operation and identify any repairs required.
b. Make minor repairs such as stopping leaks, replacing small fittings or other hardware, replacing worn hoses, replacing belts, rebuilding spray wands, change pump/engine oil, maintenance of generator, touch up painting to prevent corrosion, and general housekeeping.
c. Maintain all hoses.
d. Perform maintenance on trailer, to include but not limited to operational checks of all lights, axles and braking systems.
e. Check oil level in all pumps and add oil to maintain proper levels. Change the oil quarterly.
f. Follow and perform manufacturer-specified maintenance for generator.
g. Ensure the high-pressure systems operate and are leak free, to include but not limited to hoses, hose reels, nozzles and seals.
h. Check all valves for proper operation.
i. Perform operations check after maintenance tasks are performed.
4.1.5. Riveer 1,500 gallon triple-axle Aircraft Waste Water Recovery Trailer with associated Vacuum Curbing System Maintenance Plan
a. Inspect the system for proper operation and identify any repairs required.
b. Make minor repairs such as stopping leaks, replacing small fittings or other hardware, replacing worn hoses, replacing belts, change pump/engine oil, maintenance of diesel engine, touch up painting to prevent corrosion, and general housekeeping.
c. Maintain all hoses.
d. Perform maintenance on trailer, to include but not limited to operational checks of all lights, axles and braking systems.
e. Check oil level in all pumps and add oil to maintain proper levels. Change the oil quarterly.
f. Follow and perform manufacturer-specified maintenance for diesel engine.
g. Ensure all vacuum connections and fittings are leak free.
h. Check all valves for proper operation.
i. Inspect vacuum curb system on airfield. Identify loose curb sections, cracks in asphalt, and other potential conditions that may prevent proper system functionality.
j. Remove dirt and debris from vacuum curb system area.
k. Perform operations check after maintenance tasks are performed.
4.1.6. Portable Closed Loop Wash Platforms with Integrated Riveer Components Maintenance Plan
a. Inspect the system for proper operation and identify any repairs required.
b. Make minor repairs such as stopping leaks, replacing small fittings or other hardware, replacing worn hoses, replacing belts, rebuilding pressure washer wands, rebuilding pressure washer pump, replacing all filtration system filters, changing pump oil, maintenance of physical wash pad, touch up painting to prevent corrosion, and general housekeeping.
c. Maintain all bay hoses, recovery hoses, foaming brush hose and filtration system hoses.
d. Check PLC systems and make adjustments to programs for optimal system operations, as needed.
e. Check oil level in all high-pressure pumps and add oil to maintain proper levels. Change the oil quarterly.
f. Ensure the high-pressure and foamer systems operate and are leak free, to include but not limited to hoses, hose reels, nozzles and seals.
g. Check oil-skimming system and drain reservoir, as needed.
h. Skim sludge from weir tank and replace oil-absorbing sock, as needed.
i. Check all purge valves for proper operation and replace purge bags, as needed.
j. Check absolute filter supply and replace oil-absorbing bag filters, as needed.
k. Check ozone generating system for proper operation and supply ozone modules, as needed.
l. Perform operations check after maintenance tasks are performed.
