POST AWARD - TASK ORDER – PROCEDURES

1. DESCRIPTION OF SERVICE

1.1. The service to be acquired under the solicitation is for commercial mobile technology and service in the Marianna Islands. Types of technology may include, but is not limited to, smart phones, hotspots, basic cellular phones, complimenting accessories, local/domestic service with and without data, and internation service with and without data.

1.2. The government intends to award a “Multiple Award Indefinite Delivery Indefinite Quantity Contracts (MAC) with a combined not to exceed total value of $4,500,000.00. The Indefinite Delivery Indefinite Quantity (IDIQ) contracts shall have no pre-established fixed contract prices. The actual amount of service to be performed and the time of such performance will be determined by the Contracting Officer, and each subsequent Task Order.

2. DESCRIPTION OF SUBSEQUENT TASK ORDERS

2.1. The government will solicit offers for requirments for which funds are certified and readily available.

2.2. Task Orders will range from $100 to $750,000, with most Task Orders falling in the range of $5,000 to $150,000. Task Orders may include a combination of equipment and services as described as ELINS on Attachment 2.

3. TASK ORDER PROCEDURES

3.1. As requirements are identified, the government will issue Task Order Proposal Requests (TOPR) that will describe the services required, along with the required proposal response time. TOPRs shall not be issued for less than 24 hours, with the exception of requirments being purchased utilizing the Government Purchase Card (GPC). All Task Orders issued hereunder are subject to the terms and conditions of the MAC IDIQ.

3.2. After award of the initial ID/IQ contracts, contractors shall compete for all Task Orders; which will be evaluated using lowest price technically acceptable (LTPA) evaluation criteria.

3.3. Proposal Procedures: All Task Order proposals shall be submitted in the ELIN format as attached to the TOPR; unless specifically waived from this requirement in an individual TOPR.

Note: Proposal preparation fees will not be paid.

3.4. Proposal Submission: P rice proposals must be submitted electronically and must be sent to all Points of Contact’s listed in the TOPR.

3.5. Proposal Acceptance Period: Proposals shall be valid for at least 30 days, unless specified otherwise in the TOPR.

4. TASK ORDER PERFORMANCE PERIOD

4.1. The only service authorized under this MAC is issued/ordered via a Task Order or purchased using the GPC. The Government makes no representation as to the number of Task Orders or actual amount of service to be ordered in excess of the minimum guarantees specified herein.

4.2. The performance period shall be identified by the Government in the TOPR package, in the form of months and option years. Periods of performance may cross fiscal years but shall not exceed twelve consecutive months. Option years shall be considered individual performance periods. The total sum of months for all base and option years shall not exceed 48 months and or the period of performance of the

IDIQ.

5. TASK ORDER ISSUANCE PROCEDURES

5.1. Service under this contract will be ordered by either written Task Orders issued on DD Form 1449 (Solicitation/Contract/Order for Commercial Items) to the contractor by the Contracting Officer or by telephone using the GPC. Task Orders shall be issued by Contracting Officer(s) who have been approved in writing by or is assigned to the 36th Contracting Squadron, Andersen AFB. Task Orders may be modified by any Contracting Officer.

5.2. Each award as a result of this solicitation will cite an individual contract number. Individual Task Orders will be placed in a sequential numbering system, which relate back to the basic contract and their assigned Task Order Number.

5.3. The Government will not be obligated to reimburse the contractor for services performed, items delivered, or any costs incurred, nor shall the contractor be obligated to perform, deliver, or otherwise incur costs except as authorized by duly executed Task Orders.

5.4. Task Orders will be firm fixed price and clearly define the specific services to be performed or the performance desired. Task Order’s may contain project applicable clauses.

6. COMPETITION

6.1. The government intends to award at least two (2) MAC contracts, as a result of this solicitation, unless the Government determines, after evaluation of offers, that only one offeror is capable of providing the services. The awardees will compete for subsequent Task Orders

6.2. The MAC contractors are highly encouraged to submit a proposal for every TOPR under the ID/IQ contract. Be advised, in order to maintain active participation on the MAC IDIQ contract; contractors shall propose on the majority of the TOPRs that are (will be) issued during the base year or any option year.

6.3. The government may elect not to solicit to all awardees. This restricted competition may be based on services or supplies required, or urgent and compelling schedules. The Contracting Officer reserves the right to award a Task Order without competition based upon a determination that:

6.3.1. The agency need for the supplies or services are so urgent that providing a fair opportunity would result in unacceptable delays;

6.3.2. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services being ordered are unique or highly specialized;

6.3.3. The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order;

6.3.4. The agency need for supplies or service coverage in a specific geographic area is not covered by another awardee.

7. PERFORMANCE EVALUATIONS

7.1. At the conclusion of each Task Order, IAW FAR 42.1502(e), the contractor’s performance will be evaluated and input into the Contractor Performance Assessment Reporting System (CPARS). Task Orders exceeding $1,000,000, require past performance evaluation into CPARS. However, Task Order’s not meeting this threshold, at the discretion of the Contracting Officer, may be evaluated for performance and input into the CPARS.

7.2. The evaluation will take into account all aspects of the contractor’s performance. Performance evaluations may be completed at any time the Contractor’s performance is considered less than satisfactory. Contractors will be provided a copy of the performance evaluation and an opportunity to discuss the evaluation. The performance evaluations may have an impact on the award of future Task Orders.

8. SUBSEQUENT TASK ORDER EVALUATION CRITERIA

8.1. Subsequent Task Orders will be awarded using the method in which the lowest priced technically acceptable offer will represents the best value the government.

8.2. However, the Government may issue Task Orders, in which evaluation factors will vary depending on the unique requirements of that specific Task Order. One or more of the following criteria in addition to price/cost may be considered:

(a) Past Performance - Task Order past performance or prior past performance on other contracts

(b) Quality of Deliverables

(c) Ability to Meet Schedule Requirements

(d) Relevant Experience

(e) Potential impact on other orders placed with the contractor

(f) Rationale for proposed equipment, type and quantities.
