Single Source Justification (Simplified Acquisition)

Section B: Description of the Supplies/Services Required

This acquisition is estimated at $120,000.00 for Harris RF Communications to provide repair and services to the Harris PRC-117 Type-1 Wideband Tactical Radio and the Harris PRC-152 Type-1 Multiband Handheld radio. Both devices are manufactured by Harris RF Communications using the Joint Tactical Radio System (JTRS) Enterprise Business Model. JTRS is a Department of Defense program to develop a family of software-defined tactical radios that enable networks for sending and receiving voice, data, and video tactical communications on the battlefield.

This requirement will cover 29 units of the PRC-117 radios and 249 units of the PRC-152 radios. Services to include general cleaning, diagnostic testing, and replacement and/or repair by Harris RF Communications. To perform the services in a cost effective and efficient manner, two (2) Harris field representatives will be detailed to provide technician support locally for all the inventory under 736 Security Forces Squadron at Andersen Air Force Base, Guam. Their duties will include Field Tactical Support which entails two weeks of onsite maintenance support, transport of nine (9) foam cases to store thirty (30) radios per case, and miscellaneous hardware parts to support radio maintenance. Additionally, Harris will provide 243 kits for hub replacement, eight (8) lithium batteries and 10 hardware kits.

Section C: Justification for Soliciting from a Single Source

Historical acquisitions have shown that repair and service of Harris radio equipment has been previously sole sourced to Harris RF Communications as they are the only authorized technicians for radio and communications equipment manufactured by their company. Harris RF Communications provides basic level repair training to end users, but the highest level of repair service is performed solely by certified Harris RF Communications personnel. The PRC-117 and PRC-152 radio equipment to be serviced by this acquisition were purchased by the Pacific Air Force (PACAF) as part of the 736 Security Forces Squadron Commando Warrior Training inventory. The expeditious repair of this equipment is imperative to mission requirements as it allows for essential training prior to deployment to the combat zone.

Section D: Efforts to Obtain Competition

Customer currently has several PRC-117 and PRC-152 radio devices within their inventory and has confirmed that Harris RF Communications is the only certified and authorized repair technician for their radio equipment. Extensive Online market research was conducted as to other potential repair technicians or vendors for the PRC-117 and PRC-152, but results confirmed Harris RF Communications as the principal technicians for this requirement. Furthermore, communication with the Harris Tactical Communications Group outlined the details of Level 3 maintenance (intermediate level), which can only be done using the manual and if trained by Harris personnel. The Level 4 maintenance required herein can only be conducted by certified and authorized Harris personnel.

After conducting market research on Harris RF Communication's description, offering and price for the subject requirement, they are determined to the only entity capable of satisfying the customer's minimum needs in a timely and cost efficient manner resulting in the following: considerable cost savings to the government, allowing increased availability of units during the servicing period, minimizing repair time.

Section E: Steps to Preclude Future Single Source Awards

Provide a statement of actions to be taken by the requiring activity to preclude the necessity for future sole source acquisition of the same supplies/services (e.g., conducting a market survey to determine potential future sources).
