About this file

This is a Performance Work Statement (PWS) for bulk laundry services to be provided to approximately 65 United States Marine Corps personnel at "Cowtown" in Saipan. The Contractor shall furnish all labor, transportation, equipment, and supplies necessary to perform wash, dry, and fold services. Pickup and delivery occur every other day on a mutually agreed schedule with a mandatory 48-hour turnaround time. The Government provides a designated operating footprint and table at the site for weighing and sorting operations. The Contractor must furnish individual laundry bags for each service member, a calibrated scale for weighing, and multi-part weight receipts documenting service member names, number of bags, and weight per bag. All laundry shall be thoroughly washed, fully dried, and neatly folded. Ironing, pressing, and dry-cleaning services are excluded. Clean laundry must be returned in the individual member's original bag without mixing items from different service members.

The receiving and weighing process requires each service member to label their bag with name and/or roster number, with the Contractor verifying the label, counting bags, and weighing each on the provided scale. Both parties sign the weight slip indicating mutual agreement on bags and total weight. The Contractor is liable for safe handling of all laundry and must locate and return lost or damaged bags within 72 hours or reimburse the affected service member a flat rate of $150.00 per bag. Billing is strictly on a per-pound basis with payment only for actual pounds processed up to the contract ceiling. The Contractor must provide consolidated daily weight logs to the Government Representative within 24 hours of each pickup with a verifying signature, and final invoices must include these daily weight slips as supporting documentation; invoices without verified daily weight slips will be rejected.

PERFORMANCE WORK STATEMENT (PWS)

Bulk Laundry Services – Cowtown (Saipan)

1.0 DESCRIPTION OF SERVICES

The Contractor shall provide all labor, transportation, equipment, and supplies (unless otherwise stated herein) necessary to perform bulk laundry services (wash, dry, and fold) for approximately 65 United States Marine Corps (USMC) personnel operating at a designated site known as "Cowtown" in Saipan.

2.0 LOCATION AND SCHEDULE

• 2.1 Location: Pickup and delivery operations shall occur at "Cowtown." The exact physical location and drop-off point will be provided by the Contracting Officer (CO) post-award.

• 2.2 Government Furnished Property/Space: The Government will provide a designated operating footprint and a table at the Cowtown location to facilitate the weighing and sorting of laundry.

• 2.3 Schedule: Pickup and delivery shall occur every other day. The exact time window for operations will be mutually agreed upon by the CO and the Contractor immediately following contract award.

• 2.4 Turnaround Time: The Contractor shall provide a 48-hour turnaround time.

Laundry picked up on Day 1 shall be processed on Day 2, and returned to the Cowtown location on Day 3 (coinciding with the next scheduled pickup).

• 2.5 Base Access: Currently, the Cowtown location does not require specialized base access or badging; however, the Contractor shall comply with all local site security directives given the heavy military presence.

3.0 CONTRACTOR FURNISHED EQUIPMENT & SUPPLIES

• 3.1 Laundry Bags: The Contractor shall provide individual laundry bags for the personnel to separate and store their laundry.

• 3.2 Weighing Equipment: The Contractor shall provide a calibrated scale capable of accurately weighing bulk laundry at the Cowtown pickup site.

• 3.3 Documentation: The Contractor shall provide standard multi-part weight slips/receipts to document the intake and return of laundry. Receipts must clearly track the service member's name, the number of bags dropped off, and the weight of each individual bag.

4.0 PROCESSING STANDARDS

• 4.1 Wash, Dry, and Fold: All laundry shall be thoroughly washed, fully dried, and neatly folded.

• 4.2 Exclusions: Ironing, pressing, and dry-cleaning services are not required under this contract.

• 4.3 Packaging: Clean, folded laundry shall be placed back into the individual member's provided laundry bag for return. Shrink-wrapping is not required. Laundry belonging to different individuals shall not be mixed during the return process.

5.0 RECEIVING AND WEIGHING PROCEDURES

To ensure a fast, efficient, and accountable intake process, the following procedures shall be executed for every transaction:

1. Labeling: Each service member shall drop off their laundry in their assigned contractor-provided laundry bag. The bag must be clearly labeled with the member's name and/or roster number.

2. Intake: The Contractor shall verify the label, count the number of bags submitted by the member, and weigh each bag on the provided scale.

3. Receipt Signing: Both the service member and the Contractor's representative shall sign the weight slip/receipt at the time of pickup. This signature indicates mutual agreement on the number of bags and the total weight being dropped off.

4. Distribution: A copy of the signed receipt shall be provided to the service member, and the Contractor shall retain a copy to support final invoicing.

6.0 LOST OR DAMAGED ITEMS

• 6.1 Liability: The Contractor is responsible for the safe handling of all laundry in their possession from the moment of pickup until return.

• 6.2 Resolution Window: If a service member’s bag is lost or returned with damaged items, the Contractor shall have seventy-two (72) hours from the time the discrepancy is reported to locate and return the bag.

• 6.3 Flat-Rate Reimbursement: If an entire bag is lost, stolen, or destroyed while in the Contractor's custody, and cannot be recovered within the 72-hour window, the Contractor shall reimburse the affected service member a flat rate of $150.00 per bag (Note: CO can adjust this dollar amount based on unit preferences) to cover the replacement cost of standard military uniforms and personal undergarments.

7.0 BILLING AND INVOICING PROCEDURES

• 7.1 Pricing Structure: The Contractor shall quote and bill for all bulk laundry services strictly on a "per pound" basis. The Government will only pay for the actual pounds of laundry processed, up to the established contract ceiling.

• 7.2 Consolidated Daily Weight Logs: In addition to the individual service member receipts (detailed in Section 5.0), the Contractor shall track the total aggregate weight of all laundry picked up during each scheduled visit (e.g., 800 lbs on Tuesday, 1,200 lbs on Thursday).

• 7.3 24-Hour Documentation Requirement: The Contractor shall provide a consolidated daily weight slip or log to the designated Government Representative within twenty-four (24) hours of each pickup. This daily slip must document the exact total poundage collected on that specific date and requires a verifying signature from the Government Representative.

• 7.4 Invoicing Process: The Contractor shall submit their invoice at the end of the performance period (or at a frequency mutually agreed upon by the CO and Contractor). The total pounds billed on the final invoice must exactly match the sum of the validated daily weight slips.

• 7.5 Supporting Documentation: All submitted invoices must include the consolidated daily weight slips as supporting attachments. Invoices submitted without the verifying daily weight slips will be rejected.
