About this file

This document contains Questions and Answers for the King Salmon Secondary Crash Network (Notice ID: FA521525Q0017), a solicitation by the Department of the Air Force Pacific Air Forces. The Q&A provides critical details about the project's technical requirements, including that the Secondary Crash Network (SCN) must be a completely separate and independent system from the base network, using existing base copper infrastructure. The system requires 7 initial phone endpoints with capability to expand to 16, and will be procured as a perpetual license. Contractors are responsible for all procurement, installation, and configuration, with no connection to any current Air Force system or network.

Key technical specifications include using bulk telephone cable for connectivity, with the furthest phone approximately 4,100 feet away in building 160. The system can be either TDM or VoIP, as long as it meets the requirements in paragraphs 3.2.1 - 3.2.1.2.5 of the Statement of Work. Quotes and supporting documentation are to be emailed to specific Air Force contacts by the response due date, with quotes evaluated on a Lowest Price Technically Acceptable (LPTA) basis. The contract is for a commodity with incidental services/installation, with an estimated installation timeframe of less than 60 days.

KING SALMON SECONDARY CRASH NETWORK

Notice ID: FA521525Q0017

Questions and Answers

1. Per the SOW, there is no fiber between the buildings…only copper.

a. What is the type of copper run inter / intra buildings (Cat 5, Cat 6 or Cat 1)?

Bulk telephone cable

b. What is the distance from the location of the Core equipment to the farthest phone?

The furthest phone is approx. 4,100 feet away in bldg 160.

2. Being that copper is the only connection source is a TDM solution acceptable?

a. Solution could be VoIP if the copper cabling is within the limit of 802.3 Ethernet standards.

As the system will be established on a separate and independent network apart from any other Air Force system, as long as the requirements in paragraphs 3.2.1 - 3.2.1.2.5 of the SOW are met, it’ll be acceptable. There is no requirement for this to reach off the installation at all.

3. If TDM equipment is used, are the end point UPS still a requirement, as all power will be from the Core Cisco Router?

As long as power is supplied to the system in case of a power outage that is equivalent to the equipment being plugged into the appropriate UPS (1 KVA or 2 KVA depending on the SOW paragraph being referenced), then it is fine.

4. Will the Base Comms be responsible for the identification and verification of the copper that will be used?

Any open pair that is not already labeled as reserved can be used. If questions arise during the install, Contractor can contact the project manager.

5. What is the distance between buildings?

Bldg 300 is approx. 2250 feet from bldg 614. Bldg 160 is approx. 4,100 feet from bldg 614.

6. How many cable pairs are available in each building?

Due to the remoteness of the site and accessibility, the number of existing cable pairs are unknown. However, there are enough for each phone in bldg’s 300 and 160.

7. Are the Initiator Consoles analog sets or IP telephones?

This would depend upon the system chosen by the contractor.

8. Due to housing availability, what dates are the busy season in King Salmon?

The busy season coincides with the fishing season. This is between May and August.

9. What is being used for the Secondary Crash System right now?

There currently isn’t a secondary crash system installed at King Salmon.

10. What is being used for the Primary Crash System right now?

There currently isn’t a primary crash system installed at King Salmon.

11. Are you looking to upgrade an existing solution or fully replace existing solution?

There currently isn’t a system at King Salmon. Requirement will be for an all new system.

12. Is the solution required to be on the JITC APL?

System will be a completely separate and independent system and will not touch any Air Force systems. As long as the system meets the requirements laid out in paragraphs 3.2.1 –

3.2.1.2.5 of the SOW, it will be acceptable.

13. We are assuming you prefer IP Phones to analog phones, is that correct?

As long as the system meets the requirements in paragraph 3.2.1 – 3.2.1.2.5 of the SOW, it will be acceptable.

14. How will the crash call be initiated? By simply taking initiator phone off hook, or initiator panel push button?

This will depend on the system chosen by the contractor. As long as the system meets the requirements in paragraph 3.2.1 – 3.2.1.2.5 of the SOW, it will be acceptable.

15. How many total endpoints will be connecting for an emergency blast-dial? We understand there to be 7, but you want the ability to increase to up to 16 for future expansion, is that correct?

Currently only 7 phones are being installed, however the system should support 16 for future expansion.

16. To confirm, no connection to the base network?

Correct. This system must be completely separate and independent from the base network. If the base network were to be disrupted, the SCN system must still operate.

17. Section 4.1: AF3000 submitted as part of proposal, or later?

The AF3000 requirement is effective Post Award. It is not required to be submitted with your quote in response to the solicitation.

18. Are all punch down blocks already in place, or are they contractor provided?

Any punch down blocks required is already in place.

19. Are all wall jacks already in place, or are they contractor provided?

Wall jacks are already in place at each location.

20. What type of purchase does the government want to make; Perpetual License based (capital expenditure) or Annual License Based?

Perpetual License

21. Would you please provide the applicable wage determination for craft labor?

The contract type for FA521525Q0017 is commodity with incidental services/installation.

Due to the estimated installation timeframe being less than 60 days, a wage determination is not required and will not be included.

22. Would you please clarify time zone for offer submission? SAM.gov states AKDT but the RFQ form indicates that it’s issued from Hawaii.

SAM.gov reflects Alaska time which is the local time for the contracting office. The contracting office’s DoDAAC is assigned to the contracting organization that is based in Hawaii. However, the due date and time is AKDT. SAM.gov only has Alaska Time as an option.

23. Would you please provide delivery instructions? If quotes are to be emailed, who should be the recipients?

Quotes and supporting documentation are to be emailed to matthewross.cruz.1@us.af.mil and Cc erick.shriver.1@us.af.mil by the response due date and time. In the event file(s) are too large, an offeror may request a DoD Safe drop off link.

24. Can any specifications or basis of design be provided for the SCN equipment package?

The system just needs to meet the requirements in paragraph 3.2.1 – 3.2.1.2.5 of the SOW and it will be acceptable. There isn’t a sole source justification to recommend a particular system.

25. Please clarify the IT requirements of the contractor, as it pertains to establishing an "independent" network for the SCN. I.e. Do we need to provide routers, switches, etc.? Or will we be given a pre-configured VLAN port on an existing switch? Can we assume any network equipment configuration (aside from the SCN system, which should be handled by that provider) will be performed by the AF?

All procurement, installation, and configuration will be completed by the contractor. The only component that currently exists is the backend copper. The system will not connect in any way to any current Air Force system or network.

26. Is the independent Network to be created using the existing infrastructure or is the intent to bring a new separate fiber line to support the independent network.

The current base copper will be used.

27. Please provide detailed information (part numbers & pictures, if possible) of the existing FODP and FOT's.

There aren’t any FOT’s or FODP’s for King Salmon as it’s only copper.

28. Is the contractor to assume that manufacturers shop drawings will be acceptable in lieu of engineered stamped drawings.

The as-builts do not require engineer certification. Manufacturer’s shop drawings, or equivalent, would suffice as the as-builts.

29. Is it the intent of the USAF to Award All 3 Secondary Crash Network RFP’s to the same Contractor, to insure the all 3 project sites, Wake Island, Eareckson, and King Salmon have the same systems, components, critical spares, and training to all for continuity for all 3 locations.

This question is in reference to all 3 opportunities (FA521525Q0015, FA521525Q0016, and FA5215Q0017). These opportunities are solicited as separate requirements, will be evaluated independently and awarded independently. The basis of award for each contract is LPTA. If an offeror was the lowest price technically acceptable for all three (3) requirements, a single offeror could receive all three (3) awards but this is not a requirement and could be three (3) separate awardees.

While the same product/manufacturer is ideal for all 3 contracts, it is not required.

30. 3. 2.1.3. states the SCN must be set up on a “separate and independent” network which allows it to remain operational when the base network goes down. Please specify to what extent the SCN network is to be separate and independent. Figure 1 and 2 show existing (in green) copper cable interconnecting B614, room 9 to all B160 and B300. It is assumed that this existing cabling is currently serving the base network. Is the intent to reuse this existing interconnecting copper cabling (base network) for the SCN or to run new cabling between buildings to provide a separate and independent network as stated on 3.2.1.3. Additionally Please specify if any additional, new, network equipment will be needed in B614 Room 9, other than SCN core equipment, in order to meet the requirement of a separate and independent network.

The only currently existing infrastructure that will be used will be base OSP copper to the bldg punch down block and the ISP copper to the wall jacks from the punch down blocks, which isn’t part of the network. No equipment is in place nor provided, and none will be shared between the SCN and any other system or network on base.

31. Are the punchdown blocks shown on fig 1,2 new or existing equipment?

The punch down blocks are already existing and in place.
