Section B: Description of the Supplies/Services Required

This is a new requirement to transition the KPSFS Land Mobile Radio (LMR) system backhaul network from T1 to an Ethernet infrastructure by 20 June 2025. All work will be performed at the site. The Army maintains all LMR systems across Hawaii and requires KPSFS to perform this transition to meet DoD and DISA requirements. This will ensure compatibility with the larger P25 System Core that all LMRs rely on when upgrades need to happen. The contractor shall provision and install TAA-compliant ethernet switches, fiber patches, and related hardware to establish connectivity between the DISA node and existing LMR equipment, including fiber conversion if needed. Network configuration will adhere to LMR backhaul design standards and DISA Layer 3 Ethernet requirements. Rigorous testing, guided by approved industry and OEM procedures including 24-hour burn-in and incorporating military unique features, will ensure system functionality and compliance with the Military Unique Deployment Guides (MUDG). Upon successful testing with DISA and LMR Cores, and Ethernet certification, the contractor will provide comprehensive "as-installed" documentation, including Installation and Deployment Guides, and an Installation Test Acceptance Plan.

Existing equipment will be uninstalled and removed as necessary.

Section C: Justification for Soliciting from a Single Source or Brand Name

For all overseas military locations, Motorola is the land mobile radio (LMR) system of record due to its unique communication security that was developed for military use only. Motorola is the only company that sustains the LMRs for the DoD in Hawaii. The termination of serial circuits is also driven by commercial obsolescence and the late-to-need requirement due to timeline. Justification reasoning: KPSFS personnel will retain the ability to communicate internally at the site;

Additionally, this delay in transition affects other military services that rely on our system for island-wide communications. The Army maintains all LMR systems across Hawaii and requires KPSFS to perform this transition to meet DoD and DISA requirements. This will ensure compatibility with the that all LMRs rely on when upgrades need to happen. Motorola is the LMR system of record due to the unique communication securty that was developed for military use only. Motorola is the only company that sustains the LMRs for the DoD in Hawaii.

Section D: Efforts to Obtain Competition

In accordance with the above justification, competition was not sought due to the incumbent nature of the requirement across the region and unique capabilities provided by the subject vendor.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This requirement is a one-time service that is not needed in the foreseeable future.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
