RFI for HVAC Retro-Commissioning This Request For Information (RFI)/Sources Sought (SS) is issued by the Air Force Installation Contracting Agency (AFICA), 766 Specialized Contracting Squadron, Strategic Acquisitions Flight (766 SCONS/PKZ).
DISCLAIMER: This constitutes a preliminary market research and is issued for informational and planning purposes only. Market research information will be used to identify qualified, experienced, and interested potential sources and commercial practices in support of the government’s requirements. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). No contract award will be made on the basis of any response(s) to this notice. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products or services. The information requested by this preliminary market research will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the government is strictly voluntary and will be provided at no cost to the government.
PURPOSE: The purpose of this notice is to conduct market research for a known agency requirement and seek industry comments in response to the description of work below. The results of this RFI will be used as an effort to obtain competition, identify qualified potential sources and promote full and open competition to the maximum extent practicable in accordance with (IAW) FAR Part 19, FAR Part 10, FAR Part 6 FAR Part 5 and the Competition in Contracting Act (CICA), 41 U.S.C.253.
PROCUREMENT HISTORY FOR SIMILAR SERVICES: Pacific Air Forces (PACAF) does not have any procurement history for similar services. The Government would like to hear from Industry on how this type of work would be accomplished in order to help determine the best means of execution for the Government.
BACKGROUND: Retro-commissioning is required due to issues with initial commissioning adequacy and system changes over time. Buildings selected for this work have operational HVAC systems, but may not have fully functional control systems or data monitoring and logging capability. Retro-Commissioning (RCx) involves the systematic investigation and evaluation of existing HVAC systems to evaluate and improve a building's operations and maintenance (O&M). RCxRetro-commissioning is a systematic process intended not only to optimize how individual equipment operates, but also to optimize how entire systems work together. O&M adjustments, tune-ups, and diagnostic testing accomplished during RCxRetro-commissioning greatly optimize building HVAC system operation. Retro-commissioning may also result in recommendations for future large scale capital improvements. The Department of Defense (DOD) is mandated to meet energy reduction goals of the Energy Independence and Security Act (EISA) 2007, and Retro-commissioning efforts will help accomplish this goal.
DESCRIPTION OF SERVICES: The government has a requirement for HVAC retro-commissioning on HVAC systems throughout the PACAF area of responsibility (AOR).
The contractor shall provide all materials, equipment, tools, and labor as required, to perform all work necessary to retro-commission HVAC systems in the PACOM AOR, which includes but is not limited to Eielson Air Force Base (AFB), Joint Base Elmendorf-Richardson (JBER), and several remote radar sites in Alaska; Misawa Air Base (AB), Yokota AB, and Kadena AB located in Japan; Osan AB, Kunsan AB, and smaller collocated operating bases (COBs) located in South Korea; future contract locations may be added to include installations within the PACOM AOR. The contractor will serve as the commissioning authority, and services provided will include HVAC system evaluation, investigation, assessment, data collection and review, functional analysis, testing, balancing, energy analysis, reporting/documentation, corrective maintenance of issues identified by the retro-commissioning contractor (to be verified by the government prior to accomplishment), and cost estimating. Contractor may be required to accomplish work on multiple facilities at a base, and multiple contracts to accomplish work throughout the AOR may be required.
CONTRACT AWARD DATE: On/about 1 Sep 2019
INDUSTRY EXCHANGE IAW FAR 15.201(b) The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and servicesat reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The sections below are included to help facilitate these exchanges.
INFORMATION REQUESTED: At a minimum, Potential Offerors shall provide complete/sufficient responses to questions below. The Contracting Officer will deem incomplete/insufficient responses received from potential Offerors unacceptable. As a result, potential Offeror's submission lacks the capability to be determined "responsible" to perform this requirement.
1. Company Information: Name, address, telephone number, point of contact names, e-mail addresses, DUNS and CAGE code, business size (large or small according to all possible applicable NAICS). If small business, identify the following: type of small business and/or socio economic class. If an 8(a)/SDB firm, include 8(a) program graduation/exit date. For more information on size standards, refer to http://www.sba.gov/content/tablesmall-business-size-standards
2. List any regions in the Pacific AOR that your firm is unable to perform work. How many concurrent task orders of similar scope could your company successfully execute at a given time?
3. Capabilities: Include information regarding your company's recent (within 3 years from date of this notice) and relevant capabilities to successfully perform this requirement.
Consider the following areas:
4. Technical experience, education, and certifications of personnel available to support this requirement. If certifications are required, what kind and from what agency? Also discuss how your company ensures all employees meet and maintain the required qualifications, experience, licenses, and insurance requirements (if applicable).
5. Provide information/past performance for HVAC retro-commissioning on for both Government installations and non-Government installations. Under which NAICS code has your company performed similar work? Did you require engineers to do your retro-commissioning?

Recruitment and Retention: (1) the ability of your firm in recruiting and maintaining qualified personnel, (2) the ability to recruit and provide Contractor personnel at multiple locations, (3) information regarding previous history providing the same or similar services, (4) describe your business capability to meet prompt replacement and quick turnaround of Contractor employees, (5) describe innovative efficiencies that are available to Industry and/or your firm that are relevant to this requirement, and (6) List any concerns in your ability to fill all required positions and meet all required items within the contract.
7. Identify any major performance, schedule, or cost risks anticipated. Discuss options to mitigate those risks.
8. Would your company propose on this project as a prime contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture? If you have proposed a joint venture, identify to the extent possible, your team members. Identify the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements and 8(a) Program regulations described in 13 CFR 124.513
9. Which of the following would your company be capable of performing: investigation, evaluation, adjustments, tune-ups, diagnostic testing, and repairs? List any other capabilities your company could provide that would be beneficial in HVAC retro-commissioning.

Submissions through FBO and via email shall reference the proper subject - RFI Response for HVAC Retro-Commissioning. No questions will be accepted relative to this RFI.
