SECTION 1: DKI APCSS OVERVIEW
The Daniel K. Inouye Asia-Pacific Center for Security Studies (APCSS) is a regional study, conference, and research center whose mission is to enhance cooperation and build relationships through mutual understanding and study of comprehensive security issues among military and civilian representatives of the United States and other Asia-Pacific nations. The Center provides a focal point where national officials, decision makers, and policy makers can gather to exchange ideas, explore pressing issues, and achieve a greater understanding of the challenges that shape the security environment of the Asia-Pacific region. Its focus is on the increasingly complex interrelationships of the military, economic, political, and diplomatic policies relevant to regional security issues.
SECTION 2: DESCRIPTION OF SERVICES REQUIRED
2.0 Overview
APCSS currently has OM1 (Generation 1) fiber infrastructure installed across three buildings. The Network Technology Division (NTD) would like to install OM4 fiber (Generation 4) to provide future infrastructure speeds up to 100Gbps.
The APCSS campus consists of the following:
• Three (3) buildings (Wing A, Wing B, Wing C)
• The Main Distribution Facility (MDF) is on the second floor of Wing A
• The Intermediate Distribution Facilities (IDFs) are located on the first floor of Wing A, Wing B, and Wing C
• Outside Plant Fiber (OSP) includes five (5) manholes that houses current fiber and telcom/electrical cabling between Wing A, Wing B, and Wing C.
This upgrade will be done in two phases. Both phases will require vendor-provided tools, materials, and professional installation services.
• Phase I - Run fiber cable between the three buildings and closet. This phase does not include termination or testing of fiber cables. Without connectors terminated, fiber cannot be tested.
• Phase II - terminate all newly run fiber cables to pigtail and install fiber patch panel.
Fiber cables will then be tested.
2.1 Site Survey
• Vendor will conduct an onsite survey o Validate fiber run paths and distances (internal and external) to/from termination end points of MDF/IDFs across all buildings o Identify any obstacles for installation o Inspect five (5) manholes
Provide necessary/appropriate tools and safety equipment and manpower to open and view each manhole.
NOTE: Manholes are impacted by environmental conditions; therefore, vendor is responsible for safely and properly disposing (per regulations) of any substances located inside.
2.2 Scope of Work
Prerequisites:
• Vendors are required to be certified and able to work in tight spaces. The vendor will do all tight spaces work, because DKI APCSS staff are not certified to work in those conditions. DKI APCSS does not have and will not provide any tools needed to complete this work.
o Tight spaces consist of five (5) manholes located throughout the DKI APCSS premise o Other tight spaces include ceilings and elevated server room floors
• Manholes are impacted by environmental conditions; therefore, vendor is responsible for safely and properly disposing (per regulations) of any substances located inside.
• Vendors will seal any/all fiber cables/conduits to meet the technical environmental requirements in five (5) manholes
• Vendors will seal any/all fiber cables/conduits to meet the fire suppression system requirements.
o Wing C (server room) is sealed for fire suppression system.
• Vendor will label all fiber cables and provide documentation on installed fiber.
• Fiber will include an installation warranty.
• Vendor is responsible for ensuring any equipment or parts needed that is or isn’t listed is added to their quote. The fiber install should be working and meet current NEIS 301 standards along with state and federal regulations.

2.3 Install Requirements
2.3.1 Phase I work detail:
Installation of new OM4 Fiber Cabling. No Termination or Testing.
• Furnish and install from Wing A to Wing B (2) each 24 strand Multimode Indoor/outdoor rated tight buffered or loose tube fiber optic cables.
• Furnish and install from Wing A to Wing B (2) each 24 strand SingleMode Indoor/outdoor rated tight buffered or loose tube fiber optic cables
• Furnish and install from Wing A to Wing C (2) each 24 strand Multimode OM4
Indoor/outdoor rated tight buffered or loose tube fiber optic cables.
• Furnish and install from Wing A to Wing C (2) each 24 strand Singlemode Indoor/outdoor rated tight buffered or loose tube fiber optic cables
• Furnish and install from Wing B to Wing C (2) each 24 strand Multimode OM4
Indoor/outdoor rated tight buffered or loose tube fiber optic cables.
• Furnish and install from Wing B to Wing C (2) each 24 strand Singlemode Indoor/outdoor rated tight buffered or loose tube fiber optic cables.
• Furnish and install from Wing A Server room to Wing A IDF (2) each 12 strand Multimode
OM4 Indoor/outdoor rated tight buffered fiber optic cables.
• Install Required Fiber patch panels and adapter plates on each end as required.
• Label the patch panels and adapter plates.
2.3.2 Phase II work detail:
Splicing or UniCam connector termination of New OM4/ Singlemode Fiber cabling
• Splice all strands with fiber optic pigtails or Terminate with UniCam connectors for the following:
o Wing A to Wing B (2) each strand Multimode OM4 o Wing A to Wing B (2) each strand SingleMode o Wing A to Wing C (2) each strand Multimode OM4 o Wing A to Wing C (2) each strand SingleMode o Wing B to Wing C (2) each strand Multimode OM4 o Wing B to Wing C (2) each strand SingleMode o Wing A Server room to Wing A IDF (2) each 12 strand Multimode OM4
• Certify and test all new Fiber optic cables to TIA/ EIA Standards and provide complete report to DKI APCSS NTD Staff.
2.4 Hardware Materials required

SECTION 3: GENERAL ASSUMPTIONS AND CLARIFICATIONS
3.0 Work Performance
All work will be performed in accordance with standard state and local codes in effect at the time of bid. The vendor will test all newly installed wiring and provide documentation in accordance with industry standard procedures.
3.1 Facility Access
Access to facilities on the APCSS campus, where work will be done, will be provided to the vendor by DKI APCSS in a timely manner.
SECTION 4: TERMS AND CONDITIONS
4.0 Scheduling
All work must be scheduled with the Vendor’s Project Manager in writing at least ten (10) business days prior to the desired project start date. Actual start dates may vary based on staff, equipment delivery, and other resource availability. Changes to the project start date or the schedule in general must be requested one week in advance of the previously agreed start date.
4.1 Period of Performance
The Period of Performance (PoP) for project services is provided in the associated price quote. If no PoP is provided, the PoP will be one year from signature or receipt of purchase order.
4.2 Place of Performance
This project will be performed at the following location:

4.3 Working Hours
Working hours for this project will be from 8:00am – 5:00pm, Monday – Friday; with all work scheduled to minimize interference with normal facility functions. Some tasks may require working outside regular working hours; however, normal working hours are assumed for the bulk of this project. Cut overs will be scheduled for afterhours.
4.4 Site Access and Security Requirements
DKI APCSS shall provide written guidance regarding any security requirements for access to facilities, systems, and networks. The guidance should outline all of the security requirements associated with information, networks, or systems being accessed. Federal Government customers will provide security guidance in accordance with Federal Acquisition Regulation (FAR), specifically FAR clause 52.204-2, Security Requirements and FAR Subpart 4.4 – Safeguarding Classified Information within Industry by providing a Form DD254. The Vendor will follow the security guidance provided and will coordinate all security requirements. The security requirements specified will be provided, and extend to, all subcontractors and will cover the entire period of performance including the full warranty support period for the solution provided.
4.5 Service Interruptions
Planned outages may be required in order to fully implement the system identified in this SOW. Vendor will schedule any required outages for a mutually agreed time with the DKI APCSS staff.
SECTION 5: PROJECT COMPLETION
Once the solution has been delivered, the Vendor Project Manager will schedule a final Project Close-out Meeting. All aspects of the project will be reviewed to ensure that Customer project management has no final requirements. As part of this meeting the following will be verified as complete:
Test and Acceptance Report for each technical area identified in this SOW
Providing of all documentation and deliverables identified in this SOW
