Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603) 11 August 2017

Description

This is a combined synopsis/ solicitation prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.

The solicitation will be issued as a Request for Quotation (RFQ) under the solicitation number

FA521517Q8017.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95 as of 19 January 2017, Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 20161222 and Air Force Acquisition Circular (AFAC) 2017-0127.

This is a 100% small business set-aside. The applicable NAICS is 561730, Landscaping Services; the size standard is $7.5 Million.

This RFQ contains three (3) line items on a firm fixed price basis. The line items are as follows:

The Bellows Air Force Station goal is to upgrade and expand the existing primitive nursery site to a larger more efficient operational nursery site to grow native Hawaiian plants for nature resource restoration project IAW Performance Work Statement Attachment 1, Paragraph 7.1 (PWS) dated 8 Aug 2017.

Period of Performance: 30 Sep 17 - 29 Sep 18

The following tasks establish a 430’ long and 40’ wide riparian zone out-planting with native-Hawaiian trees, shurbs and groundcovers and adjacent 10’ wide dirt road/trail along Puha Stream IAW PWS Attachment 1 Paragraph 7.2, dated 8 Aug 2017.

Additional riparian restoration at Bellows Air Force Station (BAFS)

This is an optional CLIN and it is separately priced and may or may not be exercised.

Replace Native trees along 420’ length first riparian outplanting IAW PWS Attachment 1 Paragraph 7.2.4 dated 8 Aug 2017.

Remove invasive plants from first ripariain out-planting site IAW PWS Attachment 1 Paragraph 7.2.6 dated 8 Aug 2017.

Period of Performance: The Government proposes to enter into a one (1) year contract.

(c) System for Award Management (SAM). Offerors must be registered in the SAM database to receive a contract award. If the offeror is not registered in the SAM database, the Contracting Officer will proceed to award to the next otherwise successful registered offeror.

In addition 52.212-2 (a), Evaluation – Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and technical considered. The following factor shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA).

All responsible sources may submit a quote, which will be considered by the Government. Award will be made to the offeror whose quote conforms to the solicitation requirements and is able to satisfy the Government’s requirements. Offeror must ensure the provision FAR 52.212-3, Offeror Representation and Certifications- Commercial Items (this must be completed on SAM.gov), DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items. All referenced Federal Acquisition Regulation (FAR) clauses and provision in this solicitation may be accessed via the internet at https://farsite.hill.af.mil.

Offerors must comply with the FAR provision 52.212-3, Offeror Representations and Certifications – Commercial Items and ALT I.

52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders—Commercial Items

5352.201-9101 Ombudsman

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
