C-17 Seat Cushions

Questions & Answers

1. Does the RFP Guidance “IAW Attachments 1, 2, 3 and 4” require the use of materials as specified in the attachments or can alternate material sources be used with our response?

a) If Alternate materials acceptable, is DAX Foam acceptable in lieu of what is currently thought to be Confor foam?

Answer: Alternate materials can be used as long as they meet specifications such as flammability and weight. Replacement material should be of a higher quality. Must meet all the military specifications in accordance with the following Technical Orders:

TO 42F-1-2 and TO 1C-17A-4-25. All materials used in the construction of the seat cushions meet flammability requirements in accordance with Federal Aviation Regualtions 25.853.

As stated in the solicitation under Factor 2- Technical Evaulation Factors

2. CLIN 0001:

a) Please verify – “Crew Cushions Set with Covers” includes both a seat cushion and a back cushion?

Answer: Yes

b) For QTY of 50 Each: Please define “Crew Cushion Set”: – Does one (1) each “Crew Cushion Set” (as defined by response to question (a.) equal pilot and copilot seats combined (100 total), or “pilot and copilot and two others positions” (200 total) or per single seat only (50 total)?

Answer: single seat only (50 total).

3. For CLIN 0001 – 0003: The ICP guidance provided (attachments 1 – 4) does not appear to provide thickness dimension for any cushions.

a) Please provide the thickness required for all seat / bunk cushions required.

Answer: Seat Cushions are not an MFO part, thus we have no specification. Bunk cushions are 1.25 inches thick.

4. For verification purposes of specific requests that are not covered by the contract, will we have a POC with the end-user after the contract is awarded?

Answer: Yes

5. We would like to confirm that the RFQ is for soft-sewn goods (foam and covers) with no hardware (metal pieces) needed? For your convenience, I have attached photos of the C17 Flight Deck and CRACM seats.

Answer: Correct, except if decided to use zippers to enclose the cushion.

6. Will the end-user take advantage of the complimentary embroidery services?

Answer: No, it is not part of the requirement.

7. Request for extension of the RFP due date?

Answer: No extension will be granted. The effective due date of 27 September 2016 by 12:00 pm (HST) remains unchanged.
