Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603) 02 September 2016

Description

This Amendment 0001 to Solicitation No. FA5215-16-Q-8029. This is a combined synopsis/ solicitation prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.

The solicitation will be issued as a Request for Quotation (RFQ) under the solicitation number FA5215-16-Q-8029.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-89 as of 15 Aug 2016, Defense

Federal Acquisition Regulation Supplement Publication Notice (DPN) 20160811 and Air

Force Acquisition Circular (AFAC) 2016-0603.

The applicable NAICS is 561730, Landscaping Services; the size standard is $7.5

Million.

This RFQ contains five (5) line items on a firm fixed price basis. The line items are as follows:

Site Visit

Scheduled for Thursday, 1 September 2016 at 1:00 PM Hawaii Standard Time (HST). If you plan to attend the site visit you shall notify the Contracting Specialist no later than 10:00 AM

HST on Wednesday, 31 August 2016. Please be advised that this Site Visit is highly encouraged, but not mandatory.

Acceptance will be performed by the Government. The FOB Point is destination.

The FAR provision 52.212-1, Instruction to Offerors-Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are:

(a) All quotes are due on or before 1:00 PM, Hawaii Standard Time (HST), Friday, 9 September

2016. Submission is made via email to the Contracting Specialist, A1C Travis Anders at travis.anders@us.af.mil and to the Contracting Officer, TSgt Alex Nieves at mailto:travis.anders@us.af.mil alex.nievesalvarez@us.af.mil. Quotes must reference the solicitation number FA5215-16-Q-

8029.

(b) System for Award Management (SAM). Offerors must be registered in the SAM database to receive a contract award. If the offeror is not registered in the SAM database, the Contracting

Officer will proceed to award to the next otherwise successful registered offeror.

In addition 52.212-2 (a), Evaluation – Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and technical considered. The following factor shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA).

All responsible sources may submit a quote, which will be considered by the Government.

Award will be made to the offeror whose quote conforms to the solicitation requirements and is able to satisfy the Government’s requirements. Offeror must ensure the provision FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (this must be completed on

(www.sam.gov), DFARS 252.212-7000, Offeror Representation and Certifications-Commercial

Items. All referenced Federal Acquisition Regulation (FAR) clauses and provision in this solicitation may be accessed via the internet at https://farsite.hill.af.mil.

Offerors must comply with the FAR provision 52.212-3, Offeror Representations and

Certifications – Commercial Items and ALT I.

The following provision is incorporated in the solicitation:

52.217-5 -- Evaluation of Options, Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

52.217-7 -- Option for Increased Quantity -- Separately Priced Line Item

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 14 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
