STATEMENT OF WORK
UPS Power termination and Room Power Integration Project 700 Hangar Ave., Bldg 2045, Hangar 3, 1st Floor, Room 110/115
JBPH-H, HI
1.0 BACKGROUND
1.1 The Headquarters of the Pacific Air Forces (HQ PACAF), US Northern Command (USNORTHCOM), Army Missile Defense (AMD, and the 613th Air Operations Center (AOC) will be expanding its server room capabilities to encompass multi-regional projects that will defend the Regional Pacific Basin and its allies. This will encompass new server products, expansion of the facilities supporting infrastructure, and preparing for future growth within its current foot print.
2.0 SCOPE OF WORK
2.1 The contractor shall support additional work areas for 56 ACOMS at the 613 AOC. In room 110/115 Facility Movement integration Project, of the 94 AAMDC and the 613 AOC AMD Divisions, 700 Hangar Ave., Bldg 2045, Hangar 3, 1st Floor, Joint Base Pearl Harbor-Hickam, Hawaii. The Contractor shall provide labor, supervision, materials and tools for the disassembly, assembly and installation of required products. Furthermore, the contractor shall provide delivery of completed drawings in Microsoft Visio format, complete all installation tasks and clean up as well as inform the Contracting Officer immediately if any unforeseen circumstances arise.

3.0 SPECIFIC TASKS
3.1 The contractor shall complete all work within the scope of this contract’s time frame, which shall be executed in two (2) separate work phases.
3.2 Phase 1 Room 115
3.2.1 In room 115, remove eight (8) designated powered furniture whips to be electrically deactivated and capped. Leave terminated whips in place.
3.2.2 Ensure that all eight (8) furniture powered whips is physically deactivated, at the Power Distribution Unit (PDU) (see note 1). Terminate source power at PDU.
3.2.3 All tasks listed shall be executed and completed between August 27, 2015 to September 2, 2015
3.3 Phase 2 Room 110
3.3.1 Disconnect eighteen (18) designated powered furniture whips to be electrically deactivated at the breaker and capped. Leave terminated whips in place. Task shall be executed and completed between September 28, 2015 to September 29, 2015.
3.3.2 Install six (6) convenience duplexes at 20 amps each, powered from Sub Panel 1B5, for use with powered furniture, Facility Management will mark specific locations; to receive new powered furniture convenience boxes as per user requirements. Vendor will label each breaker used, on schedule chart panel when completed. These will be separate powered circuits of 20 amps each.
Special Note: Conduits can be surface mounted, if it is impractical to mount electrical boxes into the wall. After installation, paint all surface mounted duplex and conduits to match surrounding area.
Special Note 1: All new duplex outlets will be labeled above each receptacle box, where source power is attained from.
3.3.3 Install five (5) New Power Pole type duplex outlet boxes. Coming from ceiling to floor, each circuit will be rated at 20 amps each, powered from Sub Panel. Power poles will drop from the ceiling (10’) and terminate at the height determined by user (56 ACOMS/94 AAMDC). Install standard duplex outlet boxes, as needed, per power pole. Identify/mark each breaker on the schedule chart located inside the door panel when completed.
3.3.4 Install seven (7) separate Uninterruptible Power Source (UPS) duplex circuits, with 20 amp breakers each, at 120 Volts AC; surface mount and paint to match surroundings. These circuits will be powered from room 110A, Sub Panel TSS-1. Duplex locations will be marked by Facility Management, for position of install. Duplex receptacle face plates will be painted in Red, for ease of UPS identification and labeled accordingly above each receptacle identifying source of power. Label each breaker used (one per circuit), on schedule chart located inside the door panel when completed.
3.3.5 After completion of subtasks 3.3.1 through 3.3.4, the contractor shall ensure all circuit breakers have been properly identified on the schedule chart panel of each sub panel. Any circuits that were removed will be removed from the schedule chart listings. All tasks listed (3.3.2 – 3.3.4), shall be executed and completed between October 5 thru October 15, 2015.
4.0 PERIOD AND PLACE OF PERFORMANCE AND CORE WORKING HOURS:
4.1 PERIOD OF PERFORMANCE: Work shall be completed during specified phase periods. Technicians will need to be flexible and may need to install after hours or weekends, whenever floor time is available. Hours must be limited coordinated hours, to ensure completed installation. Installation must be done when floor time is available for unclassified work.
4.1.1 Final installation of deliverables shall be completed no later than 15 October 2015.
4.1.2 Specific times will be coordinated with 613 AOC facility manager. Phase 1 shall be completed NLT 27 August – 2 September 2015, and Phase 2 part 1 (5.1) shall be completed NLT 28-29 September 2015. Phase 2 part 2 (5.2 – 5.5) shall be completed NLT 5-15 October 2015. The Contractor shall coordinate all project coordination and installation times with either a designated 56 ACOMS Representative or the 613 AOC Facility Manager.
4.2 PLACE OF PERFORMANCE
4.2.1 Work shall be accomplished at the Requesting Activity’s place of business as follows: 613 AOC Facility floor integration, 700 Hangar Ave., Bldg 2045, Hangar 3, 1st Floor, Room 110/115, Joint Base Pearl Harbor-Hickam, HI.
4.2.2 The contractor shall have escorted access to the site to install all purchased items. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management.
4.3 WORKING HOURS
4.3.1 Will be coordinated with 56 ACOMS, 94 AAMDC, 613 AOC, and AMD.
Hours of operation: Normal hours of operation are 7:00 am through 4:00 pm, Monday through Friday and exclude Federal Holidays. Deviations from the hours specified above may be requested by the Contractor to be submitted to either a designated 56 ACOMS Representative or the 613 AOC Facility Manager. The Contractor shall give notice of the deviation of hours to either a designated 56 ACOMS Representative or the 613 AOC Facility Manager, at least five (5) business days in advance of the proposed change.
5.0 OTHER REQUIREMENTS
5.1 Contractor Caused Damage
5.1.1 At no additional cost, the contractor shall repair or replace all damages to the facility and furniture caused by the contractor’s labor. Shipping and delivery of replacement parts or materials are at no additional cost to the Government.
5.2 Publications
5.2.1 The following publications, references or guidelines shall be followed in the performance of this contract. Publication: CFR 29, Part 1910 Occupational Safety and Health Act. Title: Subpart I – Personal Protective Equipment, Subpart K – Medical and First Aid, Subpart L – Fire Protection. Date: Latest Edition.
5.3 Prohibited Substances
5.3.1 No ozone depleting substances (refrigerants or any other compounds) shall be released in any capacity during the performance on this contract. No asbestos containing materials (ACMs) are allowed on this contract.
6.0 INSTALLATION SERVICES
6.1 The Contractor should note other building tradesman may be in the project areas but should not interfere with ongoing projects. The Contractor shall work all electrical to include connecting power to furniture whips and building construction related Contractors; in a coordinated fashion as the furniture is installed.
6.2 The Contractor shall provide the following installation requirements:
6.2.1 The Contractor shall provide on-site management, coordination and technical assistance via a project manager working with 56 ACOMS and the 613 AOC Facility Manager throughout the design and installation phases.
6.2.2 The Contractor shall be responsible for confining its crew and work to the designated project areas. The Contractor shall also be responsible for ensuring that the installation personnel are identifiable.
6.2.3 The Contractor shall complete electrical installation in accordance with the Government approved design submittal.
6.3 At the completion of work of each phase, the Contractor shall provide two copies of each of the following:
a. Product Warranties
b. Copies of final drawings with part numbers
c. Installation drawings (to include an electronic version of “As Installed” drawings).
d. Wire management plans
e. Installation instructions
f. Any pertinent instructions
6.4 The Contractor shall be responsible for any damage to the building which occurs during installation. It is incumbent upon the Contractor to identify any existing damage to the building by means of a Pre-Installation and Delivery Walk-Thru, and daily submissions of checklists to either a designated 56 ACOMS Representative or the 613 AOC Facility Manager. Proper measures (protective runners, pads, etc.) shall be utilized by the Contractor to protect the building (elevators, walls, floors, etc.). The Contractor shall conduct the Pre-Installation Walk-Thru with 56 ACOMS and the 613 AOC Facility Manager prior to starting installation work. Copies of all daily submissions of checklists will be provided to either a designated 56 ACOMS Representative or the 613 AOC Facility Manager at the completion of work in each area.
6.5 The Contractor shall provide daily clean up and dispose of waste materials or rubbish for all work/project areas, including staging and storage, in accordance with this paragraph and all applicable federal, state, and local regulations, standards, codes and laws. The Contractor shall make any necessary arrangements with private parties and with county officials pertaining to locations and regulations of such disposal. Any fees or charges for disposal of materials shall be the responsibility of the Contractor.
6.6 Prior to completion of the work, the Contractor shall remove from the vicinity of the work all shipping containers, packing, rubbish, unused materials, and other like material, belonging to, or used by the Contractor. Under no circumstance will eating and drinking be allowed on the installation site. After completing requirements in each work area, the Contractor shall clean the area by wiping down and cleaning and dusting furniture surfaces inside and out with a spray cleaner. The Contractor shall only use approved non-toxic cleaners.
6.7 The Contractor’s work shall not interrupt building utility services without the prior written approval from the 613 AOC Facility Manager.
6.8 The Contractor shall correct all deficiencies and make all adjustments as required, within three (3) business days, to address any fire or life safety violation which may have been identified after completing furniture installation. The Contractor shall be responsible for all costs to correct these types of deficiencies.
6.9 The Contractor shall be liable for any damage caused to government property by the Contractor or its representatives.
7.0 WORKMANSHIP
7.1 The Contractor shall install, and verify all electrical installation components in accordance with the manufacturer’s recommended installation instructions.
7.2 The Contractor shall ensure all electrical components shall be new, unused, produced from current production components, and shall be delivered ready for use.
7.3 Unless superseded by parts description specifications, the Contractor shall ensure goods include all components and accessories listed by the manufacturer as standard and included in the purchase order/contract.
7.4 The Contractor shall ensure all electrical complies with current federal and agency requirements IAW NFPA 70: National Electrical Code.
8.0 TRAVEL
8.1 There is no travel associated with this PWS.

10.0 QUALITY ASSURANCE
10.1 The Contractor shall be responsible for implementing and maintaining a Quality Control Program (QCP) to ensure that the work performed meets or exceeds contract requirements and results in the correction of potential and actual problems.
10.2 Periodic Progress Meetings: As this requirement will be part of a 3-phase project that is currently ongoing in the 613 AOC building, it is important that this delivery order be performed in conjunction with other ongoing project phases. As such, the Contractor shall participate in periodic progress meetings with the Contracting Officer and either a designated 56 ACOMS Representative or the 613 AOC Facility Manager to apprise the Contractor of work progress and how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Additional progress meetings may occur at the request of the Contractor or 613 AOC Facility Manager as needed. These meetings shall be at no additional cost to the Government and may be in the form of telephone, and/or on-site meetings as mutually agreed to by the Contractor and Government.
11.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
11.1 GENERAL SERVICES. The Government will not provide any general services.
11.2 FACILITIES & UTILITIES. The Government will not provide any facilities. The Government will only provide utilities in the form of electricity needed for power tools.
11.3 MATERIALS & EQUIPMENT. The Government will not provide any materials and equipment.
11.4 HOUSEKEEPING. The Government will not provide any housekeeping.
11.5 RECORDS, DOCUMENTS AND WORK PAPERS. The Government will provide the documents (Electrical concept drawings) accompanying this PWS. The Government will also provide the Auto Cad or Visio background drawings needed by the Contractor to develop the electrical design shop drawings; these drawings will be provided after task order award. The Government will not provide any other records, documents, and/or work papers.
12.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS
12.1 The Contractor shall provide sufficient trained personnel fully capable of providing the deliverables required by the PWS and have the knowledge, skills and expertise to meet the requirements specified.
12.2 The Contractor shall ensure all work performed on this task order is in accordance with Federal, State of Hawaii, local laws, 56 ACOMS, 94 AAMDC and 613 AOC AMD regulations and procedures.
12.3 U.S. Citizenship is required for facility access.
12.4 Confidentiality: Services rendered and all materials including records, files, documents, and work papers generated by the Contractor as part of this PWS or by the Government shall be considered Government property. This information shall not be disclosed, copied, modified, and or used except in the completion of this task order; or otherwise disseminated to any other person or entity at any time to include, but not limited to, inclusion in any database external to the Government without the Government’s express consent.
12.5 Contractor Point-of-Contact/Manager: The Contractor shall provide a manager who shall be responsible for the performance of the work. The name of this person and an alternate, who shall act for the Contractor when the manager is absent, shall be provided to the 613 AOC Facility Manager, no later than two weeks after contract award. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
13.0 CONTRACTOR PERSONNEL
13.1 The Contractor shall furnish sufficient personnel to perform all work specified within this contract.
13.1.1 When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are Contractor employees and not DOD personnel when working in any situation where their Contractor’s status is not obvious to third parties. Contractor employees shall clearly identify themselves as a Contractor (i.e. company shirt, pin, visible company identification, etc.) in a visible location as to who their employer is, to avoid creating an impression that they are government officials. All Contractor produced documents, and/or reports shall be suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
13.1.2 Contractor personnel shall not manage, supervise, direct, or task US military, DOD civilians or other personnel not associated with the Contractor while performing the tasks within this PWS.
13.1.3 Contractor personnel shall not make any commitment which commits the expenditure of US Government resources.
13.1.4 The Contractor performing services shall be required to comply with all US Navy and Air Force rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit.
13.1.5 Contractor personnel shall not establish an employee-employer relationship with any resident personnel within the AOC under this PWS.
13.1.6 The Contractor shall not provide personal services to any personnel residing in this facility, unless notified in writing. If the Contractor employees are directed by any Government employee at any time to perform services not covered under this contract, the Contractor shall not carry out the requested service as well as immediately notifying the Contracting Officer.
13.1.7 The Contractor shall not take direction from any 613 AOC, 94 AAMDC or any 56 ACOMS building tenants without first getting approval from either a designated 56 ACOMS Representative or the 613 AOC Facility Manager, and subsequently the Contracting Officer, to ensure all work is within scope.
13.1.8 The Contractor shall maintain accountability for and control of any keys provided and shall return them to the 613 AOC Facility Manager upon completion of work. Duplication of keys is not authorized.
13.1.9 Base Access – For all Contractor employees to work on JBPHH, the Contractor’s proposal will evidence having the ability for all Contractor personnel performing work under this task order to routinely access base or having applied for, or received approval for, participation in JBPHH’s RAPID Gate Contractor installation access system. The Contractor shall note the application for and use of Contractor identification badges will be as directed by the RAPID Gate system and JBPHH Security Regulations. A copy of the security regulations may be obtained from the JBPHH security office. The Contractor shall immediately report instances of lost or stolen Contractor identification badges to the TPOC.

If the federal holiday falls on a Saturday, the holiday is observed on the proceeding Friday. If the federal holiday falls on a Sunday, the holiday is observed on the following Monday. If desired, the Contractor is allowed to work on a federal holiday once the Contractor has requested approval in writing from either a designated 56 ACOMS Representative or the 613 AOC Facility Manager with an approval response provided.
13.4 Current rules and regulations applicable to the premises where the work will be performed shall apply to the Contractor and its employees while working on the premises. These regulations include, but are not limited to, presenting valid identification for personnel and vehicular entrance, smoking restrictions, and any safety procedures as outlined in the installation regulations. Before work is started, the Contractor shall arrange with either a designated 56 ACOMS Representative or the 613 AOC Facility Manager the following: a means of installation and building access, space for storage of materials and equipment, and the use of building approaches, corridors, and pathways for the purposes of executing work. The Contractor shall ensure their personnel working on JBPHH become familiar with and obey all JBPHH requirements and regulations including, but not limited to, safety, fire, traffic and security. The Contractor shall not enter any restricted areas unless required to do so and NOT until cleared for such entry. The Contractor shall ensure Contractor equipment is conspicuously marked for identification.
13.5 Place of Performance: 613 Air Operations Center, Bldg. 2045 HGR 3 700 Hangar Avenue, Hickam AFB Hawaii, JBPH-H Honolulu Hawaii 96863-3020.
13.6 The Contractor shall ensure project scheduling and work execution is done in conjunction with the needs of 56 ACOMS/94 AAMDC Leadership.
13.7 The Contractor shall immediately notify the Contracting Officer if any problems arise which might require a work stoppage or if scheduling may be affected. The Contractor shall then provide the Contracting Officer with a written account of the problem and its impact to the delivery schedule and period of performance.
