Requirement:
Section 1.2.1.3(b), specifies that Program Manager or alternate shall be available within 1 hour during normal Government duty hours (0730-1630, Monday - Friday) to discuss contract matters with Government personnel. After normal duty hours, the manager or designated alternate shall be available within one (1) hour.
1. Question
Does available mean at the duty site or on the installation, or can it mean available by telephone?
Available on the installation
2. Question
Can the Point of Contact (POC) in PWS section 4.1.2(a) also be the Program Manager, or does it have to be someone else?
POC and PM may be the same person
3. Question
Can the Government confirm that if the Program Manager and his alternate are supporting a TCF mission, that in circumstance a meeting is requested, the contractor can designate a second alternate at the time to be available to meet?

Requirement:
The Contractor shall record the minutes for meetings with the Government relating to this contract. The Contractor shall coordinate the minutes with the Chief COR prior to finalizing, publishing, and distributing meetings minutes to all attendees within 5 business days.
4. Question
Can the government provide an estimate of how many meetings require minutes per quarter, month, week, or day?
Meetings will occur quarterly unless directed otherwise; as such, the

government retains the right to convene meetings more frequently in support of increased mission requirements and/or changes.

5. Question
Can the government specify which meetings require minutes? Are these quarterly, monthly, weekly, or daily formal meetings? Informal meetings occur daily, will these meetings also require minutes?
As a follow-on action, all formal meetings require minutes (e.g., quarterly sessions). Informal meetings/discussions do not require minutes.

The Contractor shall ensure all personnel, as specified in Training Chart 1.3.3.2.(e) have successfully completed and are current with all training requirements during the contract period.

6. Question
Can the Government confirm that required training will be completed within the stated required times or “as soon as training is made available to the Contractor” as there may be circumstances beyond the Contractor’s control in completing Government-provided training?
Times listed are provided to identify an estimate of time required for each training event. If training is not completed due to the availability of training based on situations beyond control of the Contractor , like a sit-in class is full for example, then it will be identified as such. Non-completed training will be looked at on a case-by-case basis.
7. Question
Are these trainings provided by the Government at no additional price or does the Contractor need to include these in our estimated contract price?
Training is provided by the government at no cost other than the time required to attend trainings.

Section: 1.3.5.2 Escort Duties.

Requirement:
The Contractor shall provide 24/7 escort services for visitors requiring within Technical Control facility boundary access, building 988. Organizations required access to the areas in and around building 988 affecting the technical control mission will plan and coordinate (unless otherwise on schedule) with the Technical Control with a no later than 72-hour lead time to ensure a qualified escort is available during periods of work in and around building 988. Exceptions shall apply on a case-by-case basis and for emergency actions. Any person with access to building 988’s controlled/restricted area without a line badge will be kept under close escort throughout the duration of their visit.

(b) The Contractor shall contact the Officer-In-Charge or Senior Non-Commissioned Officer at the site to coordinate additional escort requirements outside of the Contractor’s assigned areas of responsibilities. If no military escorts are available, the Contractor shall provide escort to cover visitors on a mission priority and manpower availability basis.

8. Question
Can the Government confirm that the reference above to providing escort support outside of the Contractor’s assigned areas of responsibility refers to the manpower availability of the Contractor?

Requirement
The Contractor shall adhere to an organized and systematic approach that ensures marginal components, parts, and assemblies are discovered or their failure predicted to allow corrective actions to begin and prevent failures that could be anticipated as well as prevent degradation in the equipment and subsystems covered in this contract. This concept follows a preventive maintenance plan that allows corrections to be made before part, subsystem, or equipment failure.

(a) All PMIs shall be performed on a non-interference basis with scheduled training operations. PMIs may be performed on scheduled systems between missions if the PMI can be performed without interruption to scheduled operations.

(b) The Contractor shall report the cause, Estimated Completion Date (ECD), and action taken to prevent reoccurrence when PMIs with a frequency of 14 days or more are deferred more than once. The Contractor shall place such equipment in RED status when this occurs and the equipment will not be operated until the PMI(s) are completed.

(c) The Contractor shall include summaries of missed PMIs, the status of applicable system(s), and projected get-well dates in its Monthly Status Report.

9. Question
Regarding section (b) from above requirement. Does the Government mean to state that the Contractor will take the customer equipment offline even if the PMI does not occur due to conflicts presented by the customer?

Can the Government clarify what is meant in item (b) that state “PMIs with a frequency of 14 days or more are deferred more than once”? Does this mean items with a PMI more frequent than 14 days, i.e. every 7 days?

Requirement:
The Contractor shall provide an individual who must have full authority to act in all matters related to this PWS. This individual must be responsible and accountable to the CO in representing the Contractor for meeting the performance requirements of the PWS. This individual must be designated in writing to the CO no later than the pre-performance conference.

a) POC must be available within 30 minutes from 0700 to 1600 to meet on the installation with government personnel. Between 1600 and 0700, the POC must be available within 60 minutes. The POC must be able to read, write, speak, and understand American English.

12. Question
Can the Point of Contact also be the Program Manager or his alternate? If the answer is Yes, can the requirement to be available within 30 minutes from 0700 to 1600 be one (1) hour to coincide with the requirements of Section 1.2.1.3(b)?
The POC may also serve as the PM...change from 30 mins to 1 hour between 0700-1600 is acceptable to remain consistent with 1.2.1.3.
13. Question
Does availability between 1600 and 0700 mean the Point of Contact must meet with the Government on the installation, or can this mean to be available by telephone?
To remain consistent with response requirements, meeting between government and PM should occur on the installation unless directed otherwise (e.g., telephone).

Requirement:
Contractor shall be responsible for removing trash from work areas and separation of recycling materials into appropriate containers. Contractor shall ensure accesses to facilities in and around the building to include areas inside the perimeter fence line are free of obstructions such as trash and excess equipment. Contractor will maintain site appearance to the current standards on a daily basis.
14. Question
There are other tenants of Building 988. Is the Contractor responsible for their trash and excess equipment too? How does the Government intend to identify trash and excess equipment that is left outside of doorways or in hallways that belong to other tenants of Building 988?
No.

All Facility Organizations are aware of this. We will continue to address to organizations if this situation arises. Intent of this is to ensure bags of trash are not left at doorways for janitorial pick up. In order to eliminate sanitation hazards, all facility organizations will not leave their trash at doorways, common areas, and restrooms. Overflowing trash filling up common area trash receptacles with food are restricted and have resulted in rodent and fly infestation. Although this has not been a recent problem, Contractor shall be aware this can quickly become an issue if there are no janitorial services available.

Equipment excess will be monitored as we know what equipment the Contractor is responsible for and not responsible for.

15. Question:
How long should the proposal validity period be?
FAR 52.214-16 Minimum Bid Acceptance Period is not contained in this solicitation, This block is for the offorer to complete. If this fill in is left blank the standard 60 calendar days is the default for proposal validity.

Requirement:
The contractor shall have the right to replace, transfer or substitute personnel. However, replacement must be accomplished without causing delays under the contract and at no additional cost to the Government. Because of their status as management personnel, the contractor must replace those individuals with individuals 1) having equal or greater education and experience qualifications as the person being replaced (unless otherwise approved by the Government), and 2) able to comply with all security requirements. The CO must specifically authorize any changes of management personnel in writing. The contractor will submit a request for authorization accompanied by the proposed individuals’ resumes at least 30 days before the effective date of the change.
16. Question
Request that this timeframe is changed to 15 days. It is often not possible to know of an opening 30 days in advance as typical resignations are 2 weeks should a manager resign.
Request denied, 30 days is what the CO requires.

1. PART I – PRICE PROPOSAL - Submit original and one (1) copy

(b) Insert proposed unit and extended prices in Section B for each Contract Line Item Number (CLIN) or Sub CLIN (SCLIN), including all option periods. The extended amount must equal the whole dollar unit price multiplied by the number of units.

17. Question
Please provide the definition of “Unit Price” as it relates to each CLIN. Since this is a FFP Services contract with many different labor category billing rates and Other Direct Costs, how does the Government recommend that a “Unit Price” be derived?
The “Unit Price” should be derived as the monthly price. When the unit price is multiplied by 12 units it must equal the extended price.

Requirement:
Format for proposal Parts II and III shall be as follows:

(a) The proposals will be 8 1/2‖ x 11‖ paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11‖ x 17‖.

(b) A page is defined as one face of a sheet of paper containing information.

(c) Typing shall not be less than 12 pitch.

(d) Elaborate formats, bindings or color presentations are not desired or required.

Cover and title pages will not be counted as proposal pages and should not contain any perposal information. Any information contained on these pages will be disregarded.
2. What is the estimated annual overtime workload? Will a CLIN be added to address overtime pricing?
Section J, Attachment J-3, Pages 5 ~ 7, Paragraph 5.0., “OVERTIME”
Estimated annual Overtime: 0 hours

The government does not pay for overtime hours. Any additional costs incurred by the contractor as a result from overtime hours is at no additional cost to the government.

3. Do any vacation hours, seniority, or other issues transfer from the incumbent to the winning offeror?
Section J, Attachment J-3, Collective Bargaining Agreement, dated 30 Sep 2007.
These are questions that must be negotiated with the union once the contract has been awarded, The government has no say on Union-Contractor business.
4. We are not familiar with the acronym "UBS," nor does it appear in the Acronym List. Could you define?

5. It was our understanding that these reports were no longer used. Could you clarify?

DISA CIRCULAR 310-55-1* 21 January 2000 Last reviewed on 7 May 2009; OPERATIONS--Status Reporting Data Links are not used any more however, and yes I found a message sent by PACDEFSTA 04-2007 required all FACLINK updates are on hold and no new reports will be produced.

Site Visit Questions

1. What type of Government Furnished Equipment (GFE) test equipment is currently being used to support the existing Tech Control contract and how many of each type?

a. Test equipment is not listed on Performance Work Statement (PWS) as GFE. 2 types of test equipment are available for use. 3 each - 8000A Fireberds, 3 each – Audio Test Sets.

2. Does the current contractor own all of the test equipment used on the Technical Control contract?

a. No.

3. What is the current size of the on-site workforce and what positions are employed?

a. This is procurement sensitive information as defined in the Procurement Integrity Act (41 U.S.C. 423), dislcosure of this information would limit proposal diversity. It is not the governments desire to tell you how to achieve the goals set forth in the PWS, we allow contractors to determine the best value staffing plan needed to fufill the requirements listed in the PWS.

4. Will the government provide a list of the equipment to be maintained on the contract?

a. A list of TCF Equipment and Circuits maintained, owned, and operated by DISA/MILDEPs and are not available for this contract. Information is available from Circuit Layout Records that are filed in the TCF.

5. Will the Government provide Tier II, Tier III vendor maintenance contracts with equipment manufacturers?

a. Equipment and circuits under the GIG Long Haul responsibility will not be maintained by the TCF contractor. Any proprietary equipment such as router/switches under warranty or not covered under a maintenance plan, will not be maintained by TCF contractor.

6. On the site visit, it was stated that there are approximately 500 circuits. What types of circuits are these and what are the approximate count for each type?

a. Cannot provide count for each type category. Current type of links, circuits, and trunks, include range from sub T-1, T-1 to OC-192, classified and unclassified.

7. Are the computers and ADP equipment GFP or are they to be provided by the contractor?

a. The government will provide computers and ADP equipment for use by the contractor; ownership of the equipment will not change. If the equipment should break under normal use the government is responsible for replacing the equipment.

8. If computers are provided by the contractor, what networks will they be connected to? What are the requirements for these computers? ie. OS, CAC reader, certificates, STIGs.

a. Not Applicable as computers will be provided for contractor use, by the government.

9. Which DISA circulars are being used at this time?

a. DISAC 31-70-1 and supplement contains a list of the current publications required.

10. Is there a DISA approved Quality Management Process and Evaluation System (QA) in place and utilized?

a. Last update to DISAC 310-70-57 was in 2009, however, currently it is available on DISA website using a CAC.

11. How often is the Technical Control Facility inspected by DISA? Do we have access to the latest report?

a. In accordance with DISAC 310-70-57, Performance Evaluations will be conducted by the DISA field command DISN QA Program for each DISN site or facility within their AOR at least once every 3 years.

b. No, the report will not be released to the public due to FOUO.

12. Being this is a Fixed Firm Price Contract, how do we address extended time worked in case of a crisis?

a. Technical control services is a 24/7 operation, coverage should be planned accordingly so that there should be no extended time. The PWS does not require extended time. The government does not pay for overtime hours. Any additional costs incurred by the contractor as a result from overtime hours is at no additional cost to the government.

13. What historical data is there for overtime hours in case of a crisis?

a. None logged.

14. How many technical controllers are on shift at any given time?

a. See answer to question 3.

15. Can we have current and total list of job titles for the slots filled at this time?

a. See answer to question 3.
