About this file
This is a Questions and Answers (Q&A) document for Air Force solicitation FA520926Q0072 addressing technical specifications, delivery requirements, training details, and contractual considerations for the procurement of two mobile air compressors at Yokota Air Base, Japan.
The compressors must meet minimum specifications including 25.2 SCFM charging capacity, 6000 PSI maximum operating pressure, diesel engine (27 HP/20kW) and electric motor (20 HP/15kW) options, and two SCBA filling positions compliant with CGA Grade D or better per NFPA 1989 standards with mandatory carbon monoxide monitoring below 1000 PPM. The Government will accept technically equivalent equipment exceeding stated characteristics. Systems may include either two or four ASME air-storage cylinders. Final delivery and acceptance occurs at Building 530 following initial receipt at Building 937, with on-site product orientation lasting approximately two hours for 30 personnel covering bottle filling, air sampling, and maintenance procedures in English (Japanese language support helpful for Japanese firefighters). The solicitation permits U.S.-registered prime contractors with qualified Japan-based subcontractors; consumption tax is exempt under the U.S.-Japan Status of Forces Agreement, though Japanese subcontractors must document and pay consumption tax to the Government of Japan before claiming reimbursement. Quotations must be submitted to mio.miyabayashi.jp@us.af.mil, each compressor unit requires Unique Item Identification per DFARS 252.211-7003, and site visits to Building 530 are available upon coordination with the fire department logistics NCOIC. Controlled Unclassified Information requirements are not applicable to this procurement.

Sheet1 FA520926Q0072 Purchase Mobile Air Compressors
| Question | Answer | |
| 1 | Please confirm the minimum required compressor charging capacity in SCFM, maximum operating pressure, number of compressor stages and minimum diesel-engine and electric-motor ratings. | 25.2 SCFM (714 l/min) charging rate, is our minimum requirement. Maximum operating pressure requirement will be 6000 PSI. The Power should be diesel - 27 HP (20kW) and electric - 20 HP (15kW). |
| 2 | Please confirm the required number and size of SCBA filling positions and whether compliance with a particular breathing-air purity standard, such as CGA Grade E or an equivalent standard, is required. Please also confirm whether a carbon-monoxide monitor is mandatory | This product should have 2 SCBA filling positions. CGA grade D is the minimum quality standard that should be met as required by NFPA 1989. A carbon monoxide monitor is also required to maintain the standard of less than 1000 PPM. This standard is also outlined in NFPA 1989 |
| 3 | The salient characteristics appear consistent with more than one available mobile-compressor model. Please confirm the intended minimum performance level and whether technically equivalent equipment meeting or exceeding the stated characteristics will be accepted. | The salient characteristics allign with our inteded minimum performance level. Any product that meets or exceeds the the outlined characteristics will be accepatble. |
| 4 | Please confirm whether the stated dimensions and weight are mandatory exact values, maximum limits or approximate reference values. | The stated dimensions are appoximate refrence values. |
| 5 | The attachment requires two ASME air-storage cylinders. Please confirm whether exactly two cylinders are required or whether a system supplied with four storage cylinders would also be acceptable. | A system with 4 storage cylinders would also be acceptable. |
| 6 | The solicitation identifies Building 937 as the ship-to location, while the attachment states that delivery, operational testing and product orientation will take place at Building 530. Please confirm the correct final delivery and acceptance location and whether Building 937 is only the receiving point. | The final delvery and accptance location will be building 530. Building 937 is only the receiving point. |
| 7 | Please provide further details regarding the required operational test and product orientation, including the expected duration, number of participants, language, acceptance criteria and any required test documentation. | On site product orientation should last about 2 hours. Items that should be covered include bottle filing operation, how to conbduct an air sample, and proper matinace and care. There will be 30 memebrs that requrie training. English is the only required language, japanese would be helpful for japanese fire fighters. |
| 8 | Please confirm whether the trailer must comply with any specific Japanese road-registration, lighting, braking, hitch or vehicle-certification requirements, particularly if it will be operated outside Yokota Air Base | This product does not have to comply with any Japanese road registration. This trailer will not be operated outside of Yokota AB. |
| 9 | UCIG intends to participate as the U.S.-registered prime contractor and rely on a qualified Japan-based subcontractor for local delivery and technical performance. Please confirm the applicable treatment of Japanese consumption tax, customs duties and other local taxes under the U.S.–Japan Status of Forces Agreement. Please also advise what exemption documentation will be provided and whether the exemption can be applied to purchases made through the prime contractor’s named Japanese subcontractor | Consumption tax is exempt. However, there was a case that Japanese subcontractor did not pay consumption tax to the Government of Japan (GoJ) since the US prime vendor had the contract with the DoD, but the Japanese tax office ruled that Japanese subcontractor did not have a contract with DoD. According to the case, the course of action would be that: Japanese subcontractor needs to add consumption tax when they sell to US prime, Japanese subcontractor needs to pay consumption tax to the GoJ, US prime pays the price to Japanese subcontractor and its price includes consumption tax, US prime can claim reimbursement of consumption tax to the GoJ. |
Regarding documentation for the tax exemption, a business entity that has engaged in export transactions or similar activities is required to retain Standard Form 1034 and documents certifying that it received export permission or approval for loading from the Director-General of Customs, or documents in which the Director-General of Customs has certified the fact of the export.
| 10 | The SF1449 identifies mio.miyabayashi.jp@us.af.mil, while the quotation instructions identify mio.miyabayashi@us.af.mil. Please confirm the correct email address for quotation submission | The correct email address: mio.miyabayashi.jp@us.af.mil |
| 11 | Please confirm whether Controlled Unclassified Information will be provided under this procurement and whether a current NIST SP 800-171 assessment or SPRS score is required for quotation submission or contract award. | Not applicable for this procurement. |
| 12 | Please confirm whether each compressor unit must be marked and reported in accordance with the Unique Item Identification requirements of DFARS 252.211-7003 | Unique Item Identification (UDI) is required. |
| 13 | No site visit or pre-quotation conference is currently identified. Please advise whether a site visit will be arranged or whether photographs and information concerning access, unloading, manoeuvring and utility connections at Building 530 can be provided. | Site visits are available if required and will be coordinated with the fire department NCOIC of logistics. |
