MEMORANDUM FOR DISTRIBUTION
SUBJECT: Response to Request for Information (RFI) for Solicitation No. FA520921Q0002, Movement of
Government Furniture and Appliances, Yokota Air Base, Japan
1. We received questions from prospective offerors to the subject solicitation, and provide the responses as follows:
No Question Response
1 The contract states that there is a list of items, sizes and weights. Will that be provided to assist in establishing an appropriate proposal?
Refer to Performance Work Statement
(PWS), Para 1.3.9.
The list will be provided to the Contractor after awarding the contract.
2 Can we leave trucks in parking area over night or do they need to be removed from the base at the end of the day?
Contractor’s trucks can be parked overnight at the designated parking area.
3 Is it possible to get a phone system from NTT or internet from a national service provider, such as, NTT installed in the office or do we need to use cell phones and mobile wifi?
The Contractor is allowed to install commercial line and wifi at the Contractor’s expense. As it is stated in the PWS Section 3 #3, one military installation only telephone line will be provided.
4 Does on-base and off-base referenced in the contract, such as in 52.216-19 Order Limitations, have the same meaning as Area 1 and Area 2?
Refer to PWS Para 1.1. Area I is not only on-base but also “under 25 kilometers radius from Yokota
Air Base, and Area II is over 25 and up to 60 kilometers radius from Yokota Air Base.
5 PWS Appendix A - Area 2 poundage estimates don’t match those in the unit pricing table found in the contract on page 4. Adding up all estimates in the contract for one year for Area 2 equals 100,000 lbs. If you use the estimated poundage and order count from the PWS it would equal 3,600 lbs and three task orders, at most. Even doubling that amount doesn’t come close to the pricing table values. If the poundage estimates on pages 4 to 7 are what is used to estimate the total cost of our bid, this would skew the result quite a bit depending on which numbers are correct. Will be a revision of these estimates?
The information in the PWS Appendix A is based on the historical data during FY17 – FY19. The actual volumes are variable depending on the circumstances every year.
We also provide the recent historical data for Fiscal
Year (FY)19 (1 Oct 2018 – 30 Sep 2019), FY20 (1
Oct 2019 – 30 Sep 2020), FY21 (Oct & Nov 2020) as Attachment to this memorandum.
On the other hand, we need to establish the estimated quantities in the Supplies/Services in order to obtain funds for task orders issued quarterly or semi-annually. The actual orders for movements are placed within the quantities in the task orders.
After the performance period of a task orders ends, we will de-obligate the unused quantities by issuing a modification.
6 This is the first time we have seen a maximum value of the life of a contract specified in a contract. This contract has it stated in Supplies or Services and
Prices/Cost Note 2: (a). Are the values in the cost estimate table going to be compared with the maximum value of the contract? For example: If our price per pound for each category is multiplied by the estimated poundage and the total goes over the maximum value is that an automatic disqualification?
You can take the Maximum Value and Estimated
Grand Total Amount separately.
We will not disqualify a quote even if its Estimated
Grand Total Amount is higher than the maximum value.
