I. Contracting Activity.
374th Contracting Squadron, Specialized Flight (374 CONS/PKS) Unit 5228, APO AP 96328-5228
II.Nature and/or description of the action being processed.
This action will be awarded as a new bridge contract for a recurring requirement. Type of contract is an Indefinite- Delivery Indefinite-Quantity (IDIQ) with firm-fixed unit prices.
III. Description of supplies/services required to meet agency needs.
The Contractor shall transport general, dangerous, hazardous, sensitive, and oversized freight by Contractor's vehicles and provide loading/unloading services by providing forklifts and/or truck-mounted cranes with operators as ordered by the designated Ordering Officer(s) of U.S. Marine Corps (USMC) in accordance with the terms and conditions of this contract and applicable Japanese laws and trade practices, as well as by compliance with Department of Defense requirements for safe transportation of ammunition and explosives. The service to be provided under the contract is solely to support the training mission of the USMC Combined Arms Training Center (CATC) Camp Fuji in support of USMC exercises and operations.
Type of Freight: General, Dangerous, Sensitive, Hazardous (including explosives), and Oversized.
Type of Vehicles: Lowboy (15-ton, 20-ton, 25-ton, and 30-ton), Truck (4-ton and 10-ton), Forklift, and Crane.
Performance Area: Throughout mainland (Honshu) and Kyushu.
Total Estimated Value:
IDIQ Maximum Amount:
Performance Period: 01 Dec 2019 through 30 Nov 2020 (12 months)
Type of Funds: O&M (Operation and Maintenance), Marine Corps, 17X1106 appropriations will be used. Accounting and appropriation data will be cited on each order by means of USFJ Form 334EJ (Bill of Lading) and USFJ Form 416EJ (Bill for Accessorial Services) issued by Transportation Officers.
Contract Line Items (CLINs): See Exhibits Line Item Numbers (ELINs) in the Pricing Schedule (Attachment).
IV. Statutory authority permitting other than full and open competition.
10 U.S.C. 2304(c)(1) as implemented by FAR 13.501(a) - Only one responsible source and no other suppliers or services will satisfy agency requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
1. The service has been provided to support the training mission of the CATC, Camp Fuji, in support of USMC exercises and operations. Option Two of the current contract FA5209-17-D-0009 will expire on 30 Nov 2019. Option Three will not be exercised since the total ordered amount reaches of the maximum IDIQ amount as of 01 Sep 2019. This situation was caused due to unexpected increases in the number of shipments to support bilateral exercises conducted throughout Japan, e.g., . Additionally, shipments are expected to support the exercise, . The projected amount for the exercise is expected to be . The total ordered amount would become of the maximum IDIQ amount. Reacquisition of a follow-on contract is required; however, it is unrealistic for the Government to establish a follow-on IDIQ contract with a performance period of five (5) years that allows full and open competition with adequate phase-in or mobilization period.

2. The Contractor possesses readily available assets to meet the Government needs and no phase-in or mobilization period is required. Additionally, the Contractor has adequate number of drivers who possesses permanent gate passes which generally take for a month to obtain one, which enables smooth and timely pick-up and delivery of shipments at the Government installations.
3. Lack of the existing contract requirement will invite unacceptable interruptions to the mission of the Requiring Activity (RA), S4 CATC Camp Fuji, in support of USMC exercises and operations.
4. CONS and the RA agreed to establish a bridge IDIQ contract for 12 months with the incumbent contractor, Fuso Land Transport Co., Ltd., to avoid unacceptable delays in acquiring the services to support the RA's continuing mission.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A source sought and the Market Research Questionnaire with draft Performance Work Statement (PWS) and Pricing Schedule will be posted on the Government Point of Entry (GPE). Synopsis is exempted per FAR 5.202(a)(12) and FAR 25.401(b). Nevertheless, a solicitation will be posted on the GPE upon issuance.
374 CONS/PKSB invited 44 companies for the Industry Day held on 30 May 2019. A total of 73 individuals representing 43 different companies attended the session. 24 of the companies were trucking vendors. It is expected that interested entities will have an opportunity to review the notice on the GPE.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Government will award a contract resulting from this requirement to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government, only price considered.
The Government will evaluate offered price by the Total Evaluated Price (TEP). The price evaluation will document the fairness and reasonableness of the TEP. The Government reserves the right to perform price realism analysis. The TEP is a two-part computation. First, the offeror's total quoted price will be determined by multiplying the quantities identified in the Pricing Schedule by the unit price for CLIN 0001 to confirm the extended total amount for the CLIN;
and it will be the offeror's total quoted price. Second, the total quoted price plus the amount of Option to Extended Services clause 52.217-8 formula for the performance period (x 0.5 of the extended total amount for CLIN 0001) will constitute the TEP.
Price analysis will be conducted by using the techniques in FAR 15.404-1. Data other than cost and pricing data will be obtained from the offeror to the extent necessary to determine a fair and reasonable price, at a minimum, on the prices at which the same item or similar items have previously been sold, adequate for determining the reasonableness of the price.
. The current contract was awarded to the incumbent contractor on 30 Nov 2016, and price fairness and reasonableness were determined based on comparison with the offered prices submitted by other competing offerors, historical prices, the GCE, and the market prices for similar efforts.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Informal market research identified that becoming fully operational by 01 Dec 2019 is identified to be unrealistic for anyone other than the incumbent contractor.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Reacquisition of a follow-on contract is in process and based on full and open competition.

A solicitation for the follow-on contract is currently in process based on full and open competition. This justification is prepared to establish a bridge contract for 12 months after the expiration of the current contract on 30 Nov 2019.
Upon establishing a follow-on contract, the subject contract may no longer used.
