PERFORMANCE WORK STATEMENT (PWS)
Installation of A New Transmitter Site ATC Operations Yokota AB, Japan 18 Jul 2019
Revised on 22 Jul 19
1. DESCRIPTION OF SERVICES.
1.1. Background. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary except those specifically identified in Section 8 of this document, Government Furnished Property and Services, to install and test (EFI&T) the installation of new transmitter equipment at Yokota Air Force Japan to replace the existing transmitter site. The contractor shall perform replacement services in accordance with (IAW) this Performance Work Statement (PWS), manufacturer standards, commercial practice and local standards. All parts and materials must be compliant with the Trade Agreement Act (TAA).
1.2. Objective. The contractor shall install new 40-ft sections to existing freestanding towers, verify grounding for towers and equipment room, install cabling and connections for multichannel transceivers throughout the Yokota AB Air Traffic Control (ATC) outlined within this PWS. The contractor shall utilize drawings for cable routes, and all item locations. The contractor shall utilize this PWS for installation methods, testing methods, labeling, and termination methods. All distances are approximates.
1.3. Scope. Defines the requirements for the contractor to engineer, furnish, install and test (EFI&T) the installation of new transmitter equipment at Yokota AB to replace the existing transmitter site. The radio equipment in the facility will be government- provided. Prior to this project beginning, the base will have completed a new building via MILCON and that facility must be accepted by the base before any work herein can begin. This MILCON project will include a generator for backup power. In addition, there are six 40-foot towers already installed that will require an additional 40-feet added by the project herein. The towers will then be populated with new antennas, Radio Frequency (RF) and signal cables, lightning protection, and lighting. After the new facility is fully on-line and operational, the old transmitter site will be turned back to the base for disposal. All work will be completed within 180 calendar days of contract award.
2. GENERAL INFORMATION
2.1. Quality Control. The Contractor shall develop and maintain a quality program to ensure waste management and removal are performed in accordance with commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure safe and non-defective services. At a minimum, the Contractor shall develop the quality control procedures addressing the areas identified in paragraph 5, Services Summary (SS).
2.2. Quality Assurance. The Government will evaluate the Contractor’s performance by appointing a COR to monitor the contractor’s performance to ensure services are received. The COR will evaluate the Contractor’s on-base performance periodically through intermittent on-site inspections in accordance with the work schedule, SS, and 100% inspection upon project completion.
2.3. Government Remedies. The Contracting Officer (KO) shall follow FAR 52.212-4, Contract Terms and Conditions - Commercial Items, in the event of Contractor’s failure to perform satisfactory services or failure to correct nonconforming services.
2.4. Base Passes. The Contractor’s employees will be issued base passes (identification cards), which shall be carried by the individual at all times while on Yokota Air Base. The Contractor shall submit written requests for issuance of base passes to the KO, and shall be responsible for all base passes issued to his/her employees. The Contractor shall return all base passes to the Japanese Pass and ID Section at Yokota Air Base upon termination of employment or completion of the contract.
2.5. Contractor Employees. The Contractor shall not employ persons for work on this contract, who are identified to the Contractor by the KO as potential threat to the health, safety, security, general well-being or the operational mission of the installation and its population.
2.5.1. The Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee's names. The Contractor shall adhere to all base safety and traffic regulations and policies.
2.5.2. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies of the Department of the Air Force.
2.5.3. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform under this contract, their absence at any time shall not constitute an excuse for nonperformance under this contract.
2.6. Delivery and Storage of Materials. All materials delivered and placed in storage shall be protected from the weather, humidity and temperature variations, dirt and dust, or other contaminants, by the contractor.
2.6.1. Disposal of Materials. All debris and unserviceable materials generated under this contract such as industrial waste, non-recyclable materials and equipment/material not listed on hand receipts shall be disposed of off-base by the contractor in accordance with the laws of Japan. Hand-receipt items require turn-in action by the contractor when the listed items have to be replaced.
2.7. Responsibility for Damages. Any damages caused to U.S. Government property during the course of performing this contract shall be restored, replaced and/or repaired to its original condition at no additional cost to the U.S. Government prior to final payment.
2.8. Physical Security of Government Furnished Equipment. The Contractor shall be responsible for physical security and accountability for all GFE, from the time of issue by the COR, to the actual time of installation. Any loss of or damage to the GFE, by the Contractor, shall result in the Contractor being held liable for the replacement cost of the GFE.
3. CONTRACTOR FULL-TIME REPORTING
3.1. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
3.1.1. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October each calendar year. Contractors may direct questions to the CMRA help desk.
4. SPECIAL QUALIFICATIONS
4.1. The Contractor shall possess valid 1st Class Electrical Construction management engineer (1-kyu Denkikoji Sekoukanrigishi) Ministry of Land, Infrastructure and Transport (Kokudo-Koutsuu Shou) (Authorization) Certification and 1st. Class Electrician (Dai 1 syu Denki Koujishi) Ministry of Economy, Trade and Industry (Keizai-Sangyou Shou)(Authorization) License to perform cable installation services on Yokota AB in conformance with local commercial and industrial standards. Copies of required licenses shall be submitted to the Contracting Officer at or before the offer due time specified in the solicitation.
5. CONTRACT REQUIREMENTS.
5.1. Installation
5.1.1. Install New 40-ft Sections to Existing Freestanding Towers. Install a new 40-foot extension on each of the existing 40-foot bases on six towers at the new transmitter site. The new sections must match the style and manufacturer of the existing tower bases. Tower must meet TIA-222-G standards and have a wind rating of at least 90 mph to include antenna and cabling load installed herein. Tower sections will be grounded together at joints using suitable ground straps. If any of the previously installed tower sections are not grounded in similar manner, the Contractor will add them.
5.1.2. Transceivers. The Contractor will install cabling and connections for 8 (GFE) multi-channel transceivers, 4 in the new Transmitter Site and 4 in the 6th floor of the ATC Tower equipment room.
5.1.3. Transceivers Remote Control. The Contractor will install cabling and connections for touch screen control head (GFE) replacing the existing GRC-171/211. The Contractor will establish connection between new transceivers, tower cab and RAPCON remote heads.
5.1.4. Install Transmitter connections and UPS. The Contactor will install connections for 36 transmitters (GFE) (see attached drawing). The new building has power connections overhead with wiring back to a circuit breaker box. Two 20-amp breakers are installed in each rack. Racks are 48 RU (see attachments). Overhead cable trays were installed during building construction to allow for RF cabling and interface signal cabling to be routed within the building (see attached sketch). One rack will have a patch panel and all transmitter signal connections will pass through the patch panel. The contractor will install a single UPS to provide power to all racks until the generator comes on-line. UPS must provide a minimum 30-minute runtime for all rack mounted equipment. A rack will be installed in the ATC building to hold the channel banks and signal cable equipment.
5.1.5. Install Signal Cabling. The Contractor will verify all rack grounding meets requirements and will ensure all equipment is grounded to closest ground point. If any part is missing, the contractor will install. Signal cables will be fabricated by the Contractor according to the appropriate cable diagram transmitter (attached CM 300 Radio wiring diagram). The cable required to fabricate the actual cable will be Contractor provided. Install a central demarcation point connecting all racks and media converters. All appropriate signal cables will be connected and labeled to allow for ease of identification by maintenance personnel. Labeling will identify the specific transmitter the cable terminates on and the specific signal (e.g., audio, audio return, etc). All power and signal cables will be dressed, aligned, and secured in a professional manner. PVC will have a 90-degree sweep at the building to allow it to eventually terminate on the bottom of the junction boxes that will be installed below (para 2.1.5).
5.1.6. Install Surge Arrestors. The contractor will install each RF to a surge arrestor (Polyphaser, IS-NEMP-C1, or equivalent) mounted on a copper bus bar. Bus bars will be tied to the shelter ground ring (See attached junction box standard).
5.1.7. Install RF Cabling. From the tower level junction box, a new half inch heliax cable (Andrews/ LDF4-50A, or equivalent) will be installed for each port of the newly installed antennas and routed down the tower, through duct system to the shelter mounted junction box (see attachment). The new RF cables will be secured to the tower legs with galvanized cable guides every three feet along the tower, and with stainless steel bands (Andrews Wraplock, p/n 12395-1, or equivalent). No plastic tie wraps will be used outside of the building. The half inch heliax will enter the PVC at the base of the tower, run to the associated building mounted junction box, and terminated on the unprotected side of the associated surge arrestor. Cables will be aligned within the junction box so that the cables from one tower are on the left half of the bus bar and the other tower is on the right half. From the protected side of the surge arrestor, a new half inch heliax cable (Andrews/ LDF4-50A, or equivalent) will then be routed through the top mounted PVC conduit, into the building and then to the appropriate radio rack via cable trays installed above the radio racks. For half inch heliax runs into the building from the junction box, cables will be aligned, dressed, and secured with plastic ties every twenty four inches within the cable tray to provide a professional appearance. All cables and antennas will be swept and tested in a joint test with both the contractor and local maintenance personnel participating. Results will be recorded and attached to the AFTO form 747 upon project completion. All cabling will be shield grounded at the tower before conduit entrance (see attachment).
5.1.8. Install New Antennas and Cutover. The Contractor will procure and install 3 antennas for each tower and associated hardware to support a total of 40 antenna inputs (see attachment). The facility will support 36 active transmitters, and 4 transceivers. Once all radios are tuned and tested, antennas to be installed have been accounted for, cables for antennas have been swept and tested, and user interfaces for each radio have been installed and verified, the cutover from the old transmitter site to the new one can begin. This will require that radios be taken offline 1-2 at a time from the old transmitter facility. Signals will be cut over to the user at the ETVS or remote location, and an operational check done by the remote users. Once these radios have been placed online and accepted by the users, the next 1-2 radios in the sequence will undergo the same process. When completed all new radios will be online at the new transmitter site and the old transmitter site will be fully offline. Once all equipment is installed and operational in new building, the Contractor will conduct a joint acceptance test with the local maintenance personnel, and document the results for attachment to the AFTO 747.
5.1.9. Install Obstruction Light and New Lightning Protection. Extend existing lighting from 40’ to 80’. At the top of the tower, a new lightning rod will be installed (recommend Advance Lightning Technology/490, which includes an attached 20-ft down-lead and 16-ft mast). The lightning down lead from the rod will be routed directly to the to the base of the new 80-ft tower using standoffs every 3 feet to support the down-lead away from the tower legs, and to preclude wind motion of the down lead. A second such down-lead will be installed from the lightning mast and down the opposing side of the tower as required by (TO 31-10-24). Both leads will then be cad welded to the halo ground ring (see attachment).
5.1.10. Install Signal Connections to Users. The Contractor will coordinate with base personnel to ensure all users are connected. Contractor may reuse any existing equipment at the remote user end (if it is still compatible). The Contractor will procure and install the appropriate signal interface equipment (channel banks). Contractor is responsible to ensure all users have end-to-end connectivity. Base personnel are responsible for identifying available circuit connections over the base cable/fiber plant to the demarcation points at the shelter and end user locations.
5.2. Verify
5.2.1. Verify Grounding for Towers and Equipment Room. The contractor will verify the ground ring and required ground resistance measurements. If no ground ring exists, or it is insufficient when measured, the contractor shall install the rings around each tower, and/or add ground rods to reduce resistance measurements to required levels. The contractor will test facility ground and required ground resistance measurements. If ground measurements are insufficient, the contractor shall add ground rods to reduce resistance, in order to achieve compliance with the standard.
5.3. Marking
5.3.1. RF Cable Marking. All cables installed will be permanently marked or labeled (weather resistant) to allow opposite ends of the cable to be clearly identified. The main runs between the tower and building-mounted junction box will have metal cable tags attached that denote the tower and cable number to which each is attached. Cables within the building may use a plastic marking system to indicate the radio and antenna it is connected to. The marking system selected will allow a technician to trace the cable from output of the radio, through the building-mounted junction box and up to the tower mounted junction box by visible inspection of the cable tags. Any tags exposed to the weather must be embossed metal to preclude fading of the labels.
5.4. Tuning/Testing
5.4.1. Tune/Test All Installed Radios and Associated Equipment. Prior to any cutover actions base personnel will tune and test all transmitters to the desired frequencies and parameters IAW manufacturer’s technical instructions. The Contractor is required to be on site during this portion of the project to aid in any troubleshooting of the Contractor installed cabling/equipment.
5.5. Cleaning
5.5.1. Final Grounds Cleanup and Restoration. Upon completion and acceptance of the transmitter site equipment all construction debris, and contractor owned equipment will be removed from the work areas. The new site and immediate area around the construction zone will be leveled (as needed) and restored to match the surrounding terrain. All ground rings will be covered and trenches will be filled, compacted, and brought up to grade.
5.6. Drawings.
5.6.1. As built drawings. The contractor will provide as built drawings for changes made to the affected circuits under this contract. The drawings will show only the newly installed cables (conduit utilization). Drawings will be sent to 374 CS/SCXP and 374 OSS/OSAM (PDF format).
6. PERFORMANCE OBJECTIVES.
6.1. Service Summary (SS): The following Services Summary (SS) identifies the performance objectives and performance thresholds for critical tasks associated with providing support services for this requirement. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

7. PERFORMANCE SCHEDULE.
7.1. Place of Performance: All work shall be performed on Yokota AB. Reference (Appendix A) for the location and details of each circuit identified in the PWS.
7.2. Period of Performance: All work shall be completed within 4 months after the date of contract award. The Contractor shall be available for a post-award conference with the COR including all the related customers upon notification of the conference prior to the commencement of the work. The Contractor shall be available for a post-award meeting with the customer no later than two weeks after the award date, or as directed by the COR, 374 OSS/OSAM 225-2272. Additionally, the Contractor may be required to account for the whereabouts of their personnel should this information be requested.
8. INSTALLATION PLAN. The Contractor shall arrange an installation plan and schedule with the COR, and obtain an approval from the Site POC prior to the commencement of the work.
8.1. Arrangements of the Performance Time. The contractor will coordinate all after hour work with the COR, 374 OSS/OSAM 225-2272, and shall do so at no additional cost to the Government.
8.2. Hours of Service. The contractor’s personnel shall perform scheduled work on weekdays, Monday through Friday (exclusive of the below U.S. legal and other designated holidays), during normal duty hours, 0800 - 1630 hours unless prior arrangements have been made with the COR. Holidays falling on a Saturday will be observed on the following Monday.

7.3. Point of Contact (POC). The authorized COR for this contract can be reached at 374 OSS/OSAM 225-2272 or 225-2055. The contractor shall coordinate all aspects of this project with the COR. Completed work shall be subject to inspection and acceptance by the COR prior to final invoice and payment under this contract.
8. GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND CONTRACTOR FURNISHED EQUIPMENT (CFE). This section lists all GFE, and major items that will be CFE. Unless otherwise noted, the contractor is responsible for all equipment, materials, services, rentals, and subcontracts that are required to complete this project.

10. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS.
10.1 A site visit will be held on 2 August at B620. The Contractors shall be responsible for gathering all information needed for the work to be completed. All questions shall be submitted in writing to the Contracting Officer (CO) and Contract Administrator (CA) by TBD.
10.2. Contractor Employees Qualifications. The Contractor shall have confined space certification or training, at least three (3) years of experience in construction, outside plant fiber optic cabling installation and/or maintenance and testing. At a minimum, key personnel shall have a professional knowledge of communications engineering concepts, principles and practices and extensive familiarity with other engineering disciplines; knowledge of a broad range of networking standards, methods, practices, techniques, materials and equipment to ensure work is in compliance with regulations and standards.
10.3. Transportation of Equipment. The Contractor shall be responsible for the transportation of all system equipment to and from the site locations. Upon request of the Contractor, the Government may provide temporary storage at a nearby warehouse. In such case, the Contractor shall be responsible for inventory and reconciliation of all shipments, which will be coordinated with and verified by a Government representative. The Contractor shall transport all equipment from the warehouse to the final destination.
10.4. Coordination of Site Visits. The Contractor shall coordinate site visits through the COR. The COR will provide any applicable forms needed in regards to site visits. The Contractor shall provide all necessary site visit information to the COR or designated Site POC (374 OSS/OSAM) at least 10 days prior to the requested visit date. The Contractor shall coordinate all deliveries with the COR or designated Site POC at least 10 days prior to delivery, and provide all necessary site visit information required for the delivery. This will ensure visit clearances are processed and obtained from the local Security/Visitor Control Office. Visits include, but are not limited to, meetings, surveys, testing, deliveries, etc.
10.5. Warranty. The Contractor shall provide a standard commercial warranty to correct possible defects in materials and workmanship. The warranty shall in effect for a twelve months commencing at the time of final system acceptance, and shall cover all equipment purchased and installed, including but not limited to, infrastructure equipment.
