FA5209-19-Q-066A Attachment 1: Statement of Work
Statement of Work for
United States Forces Japan (USFJ) Audio/Visual Technology Removal and Installation
At USFJ MacArthur Conference Room
Yokota Air Base, Japan
September 09, 2019
1.0. DESCRIPTION OF SERVICES. The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary for disassembly, movement, turn-in, and disposition of existing audio/visual (A/V) equipment, as well as the layout design, assembly/installation, and configuration of new A/V equipment for the USFJ MacArthur Conference Room (MCR), Building 714, Yokota Air Base, Japan in accordance with (IAW) this Statement of Work (SOW), industry and local standards.
1.1. SCOPE OF WORK.
1.1.1. The contractor shall provide layout design(s), space planning, interior consultation, calculations, and specifications for the A/V systems and associated components within the dimensions of the room and provided requirements. The layout(s) shall conform to Government specific security requirements and compatible with existing A/V technology within Building 714. The layout design(s) shall integrate both new and existing A/V equipment.
1.1.3. The layout design shall take into account electrical requirements and locations, networking requirements and locations, space for customer placement of office equipment and, convenient locations of power outlets with regard to computer and phone placement. The contractor shall include in the layout design an assessment of mounting requirements for all A/V equipment that requires mounting on any real property within the USFJ building.
1.1.4. The contractor shall submit the layout design(s) to the Government Representative (GR) for approval 15 calendar days after contract award.
1.1.5. The contractor shall purchase, deliver, and install new A/V equipment as well as disassemble, uninstall and turn in all existing A/V equipment in the MCR that will not be used. The contractor shall turn in all existing A/V equipment in the MCR to the J64 service desk located in the basement of building 714, Room B30 (J64 DRMO Room). The contractor shall work with the GR to identify accountable (hand receipt) items that will be turned in to the Government. In either case, the contractor shall maintain a list of existing equipment and shall place the equipment at a location designated by the GR for further processing.
1.1.6. The contractor shall provide training for the fully installed system. The contractor shall provide a electronic copies of associated equipment manuals, operating instructions, warranty information and other associated documents for the A/V system.
1.1.7. The contractor shall coordinate with the GR for the entire effort of this SOW, to include when the job site is ready and available for the work performance. The contractor shall submit a work schedule to the GR 15 calendar days after contract award, to include the disassembly, movement and reassembly of existing A/V equipment as well as the installation of the new A/V equipment. The delivery schedule shall meet the required completion date of no later than 01 DEC 2019.
1.1.8. Upon completion of installation, reconfiguration, and assembly of A/V technology and associated components, all products shall be cleaned to be made free from all appearances of handling. The contractor shall be responsible for removing packing, trash, and disposing materials IAW Yokota AB local regulations and the laws of Japan. The contractor shall be responsible for cleaning, minor repairs, or replacing, existing furniture, carpet, flooring, walls and equipment that are damaged or lost during the delivery and installation process. Any damages shall be settled at the expense of the contractor.
1.1.9. Before final acceptance of work the contractor shall perform, with the GR, the following inspections and verifications of:
a. Design plans as described in SOW para 1.1.1-1.1.4
b. Product data, contractors test plans and results
c. Equipment List
d. Check for any damages of A/V equipment and USFJ building
e. Check overall operation of A/V equipment and external feed interoperability
f. All packing material and scrap cleaned up and disposed of properly
1.1.10. The contractor shall only mount A/V equipment on designated walls within the MCR and shall not alter real property in execution of this SOW. Walls within the MCR are of drywall construction.
1.1.11 Security. All optical fiber and shielded copper cables should be clearly marked, labeled, or tagged as RED or BLACK to maintain complete accountability. Unused cables shall be removed. Installations will use shielded metallic cables and nonmetallic optical fiber cables to interconnect signals and to meet RED/BLACK separation recommendations. In addition to the physical separation between RED equipment/lines and BLACK equipment/lines, separation must be provided between RED and BLACK circuits within the same equipment. Examples are equipment and systems that process both RED and BLACK information, such as KVM switches, secure voice switches, Video Teleconferencing (VTC) switches, video matrix switches, cross domain firewalls/guards, and encryption devices. T.V monitors will have all WI-FI, Camera, Microphones and Bluetooth options disabled prior to installation. If space limitations require the installation of RED and BLACK equipment in the same equipment rack, the RED and BLACK equipment and wirelines shall be separated by a full width and depth ferrous metallic barrier (such as a shelf or drawer) that is bonded to the rack, and separated by a distance of 30 centimeters. RED and BLACK wirelines shall be shielded. Unless specifically accepted herein or accepted by a U.S government representative, RED, and BLACK wirelines shall be installed in separate distribution systems or pathways.
1.2. DESCRIPTION OF A/V EQUIPMENT.
1.2.1. A/V Product List and Specifications. Detailed equipment list is provided in Attachment 1: Product List and Specifications.
1.2.2. A/V Compatibility Requirements. The MCR A/V System is intended to explicitly have the ability to connect and interface with the existing USFJ JOC and JOSC A/V systems and be capable of accepting up to SECRET level classification input from these systems. The contractor is responsible for re-programming of the existing systems as well as implementing appropriate switch grooming for classification guidelines.
All video content sources shall be connected to a professional grade switching, processing, and distribution system. The switching system shall be compatible with the MODTECH switching system in the adjacent USFJ JOC and JOSC spaces. All sources must have the ability to be independently routed to any of the displays. Any equipment that will be connected to network infrastructure must be Joint Interoperability Test Command (JITC) certified to be on the network and once installed, the equipment must comply with the applicable Defense Information Systems Agency Security Technical Implementation Guide (DISA STIG) compliance documents and checklists.
2.0. GENERAL INFORMATION.
2.1. CONTRACTOR PERSONNEL.
2.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for all requirements in this SOW. The name of this person and an alternate or alternates, who shall act for contractor when manager is absent, shall be designated in writing to the Contracting Officer (KO) no later than (NLT) five (5) calendar days after contract award. The contractor shall provide telephone numbers of contract manager and alternate(s) for emergency services. He/She must be able to read, speak, and write English. Contract manager or alternate(s) shall have full authority to act for contractor on contract matters relating to daily operation of contract.
2.1.2. Contractor Employees. The contractor personnel shall be easily recognizable as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the contractor’s company name and the employee’s name.
Also, the contractor personnel will wear provided badging at all times and abide by all security requirements for escorted access while in the USFJ bldg.
2.1.3 Personnel Qualifications. The contractor is required to provide employees who possess a United States SECRET clearance for all work specific to the running of cables for SIPRNET systems. The contractor will coordinate with the USFJ Security Manager to properly clear members working in the facility. The contractor may utilize local national personnel for the removal/installation of A/V equipment and associated accessories. The work to be performed under this contract is up to the Secret level and will require Secret access eligibility. Therefore, the company must have a final Secret Facility Clearance (FCL) from the Defense Security Service (DSS) Facility Clearance Branch (FCB). The Tier 3 Investigation for personnel performing on this contract will be maintained current within 10-years and requests for Secret Periodic Reinvestigation will be initiated by submitting a Tier 3R Investigation prior to the 10-year anniversary date of the previous Tier 3 Investigation.
2.1.4 Security Office Procedures. This work will take place in a SECRET space within USFJ. The contractor shall be familiar with the DoD requirements outlined in 5200.2-R, 5220.22-M, 5220.22, and
5200.01. The Contractor will forward a JPAS visit request to the HQ USFJ Security Manager, Government representative at the below SMO address for all cleared employees prior to work performed in this SOW and as new contractor employees are assigned to the contract. Visit requests shall be processed and verified through the Joint Personnel Adjudication System (JPAS) to SMO 62874. JPAS visits for contracts are identified as “Other” or “TAD/TDY” and will include the Contract Number in the Additional Information section.
2.1.5. Removal of Contractor’s Employees. The contractor shall utilize only experienced, responsible and capable employees in the performance of this contract. The KO may require that the contractor remove any of his/her employees who endanger persons or property, or whose continued employment under this contract is inconsistent with the interests of the U.S. Government. HQ USFJ reserves the right to direct the removal of contractor personnel regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interest of the Government.
2.1.4. Third Country Nationals (TCN). The Security Forces on each base control entry to the base.
Under certain circumstances, the TCN might be denied entry. It is the contractor’s responsibility to coordinate with Security Forces at each base when there is a question about particular entry circumstances.
2.1.5. U.S. Government and/or Master Labor Contract Employees. The contractor shall not hire employees of the U.S. Government and/or Master Labor Contract employees in violation of the Procurement Integrity Act. See FAR Section 3.104. Further, the contractor shall not employ any Department of Defense employee, either military or civilian, unless such person seeks and receives approval in accordance with Department of Defense 5500.7-R, Joint Ethics Regulation.”
2.1.6. Military Personnel. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment.
Military Reservists and National Guard members may be subject to recall to active duty. Abrupt absence of these personnel could adversely affect contractor’s ability to perform; however, their absence at any time shall not constitute an excuse for non-performance under this contract.
2.1.7 Personnel Roster. The contractor shall provide a complete roster of all personnel (including the contract manager and alternate contract manager) to the GR 10 days prior to start of performance for cabling / wiring. The roster must include all employee names, social security number and current address.
This list will be used to create the official entry authorization list for the workspace following demolition and construction. The contractor shall update the GR of any changes of personnel.
2.2. CONTRACTING OFFICER (KO) AUTHORITY. Only the KO has authority to enter into, administer, terminate or modify the terms and conditions herein. Any changes made by persons other than the KO will be considered an unauthorized commitment and subject to ratification actions IAW FAR 1.602-3.
2.3. AVAILABILITY OF FACILITY.
2.3.1. Hours of Service. The facilities will be made available to the contractor daily between 0700 -1800 seven (7) days a week to include any U.S. or Japanese holidays unless otherwise specified by the COR. A government official will be present and available to facilitate work on both weekends and holidays. In the event the Government requests a temporary shutdown of the jobsite, the contractor will be notified verbally. Any Government caused delays resulting in a temporary shutdown may require an adjustment to the contract and will be coordinated through the contracting office. The government official will provide alternate plans for base access on US holidays since some gates will not be open.
2.3.2. Legal American Holidays and Other Designated Holidays.
