SPECIFICATION AND REQUIREMENTS

FOR

PURCHASE AND INSTALLATION OF GAS CHROMATOGRAPH / MASS

SPECTROMETER (GC/MS) SYSTEM

06 March 2018

SPECIFICATION AND REQUIREMENTS

FOR

PURCHASE AND INSTALLATION OF GAS CHROMATOGRAPH / MASS

SPECTROMETER (GC/MS) SYSTEM AT CAMP ZAMA JAPAN

1. Requirement

a. The GC/MS is required for measurements of organic compounds in aqueous solution. Typical use of the GC/MS at the Environmental Div laboratory is the quantitative analyses of environmental samples. The GC/MS will also be used for qualitative determinations of organic compounds in wastewater or hazardous waste samples.

2. Products

Gas Chromatograph/Mass Spectrometer System (GC/MS)

(1) General Description

(a) The GC/MS system must be able to analyze at least 12 compounds of

Volatile Organic Compounds (VOCs) and 2 compounds of Pesticides listed below;

- Volatile Organic Compounds (VOCs):

Trichloroethylene, Tetrachloroethylene, Dichloromethane, Carbon

Tetrachloride, 1,2-dichloroethane, 1,1-dichloroethylene, cis-1, 2-dichloroethylene, 1,1,1-trichloroethane, 1,1,2-trichloroethane, 1,3-dichloropropene, Benzene, 1.4-Dioxane

- Pesticides: Simazine and Thiobencarb

(b) The GC/MS system must be capable of analysis using Japan Industry

Standard (JIS) method K 0125 5.2 (Headspace GC/MS method) for

VOCs and Solid-Phase Extraction GC/MS method for Pesticides, which are specified under the Environmental Quality Standards for

Water Pollution, Ministry of the Environment, Notification No. 59.

(c) The GC/MS system must be capable of processing VOCs and

Pesticides analysis without shutting down of the system. The system is able to equip two different columns in a column oven simultaneously and is able to switch these columns without shutting down the GC/MS system.

(d) The contractor must provide a GC/MS system and all necessary accessories, which include; computer, software, Laserjet printer, LCD monitor, capillary columns, automated sample injection system.

(e) The GC/MS and accessories must be computer controlled by a central desktop computer. All aspects of the GC must be under Software control, including Injector Temperature, Split Ratio, Oven Program

Temperature, Transfer Line Temperature, and Gas Glow Rate etc.

(2) Gas Chromatograph

(a) The GC system must be able to accommodate capillary columns with internal diameters from 0.10 to 0.53 mm and 30 meters or greater in length.

(b) Column Oven: The column oven must have an operating range of

35oC to 400oC or wider. The oven must minimally be; capable of programmable multiple heating ramp rates; able to increase the temperature from 50oC to 400oC and cool-down from 400oC to 50o in less than 10 minutes; temperature stability within 0.1oC of actual temperature.

(c) Injectors: Split/splitless design injector(s) with direct injection capability and minimum of two (2) injectors are required.

(3) Mass Spectrometer

(a) Mass range minimally settable from 10 to 650 Atomic Mass Unit

(AMU).

(b) The system must be capable of a scan rate of 5000 AMU/sec or faster.

(c) The mass spectrometry ionization method must be the Electron Impact

(EI) and Chemical Ionization (CI), it has be equipment to EI and CI method or superior. Full scan and selected ion monitoring scanning should be available.

(4) Accessories

(a) Liquid/Headspace Auto Sampler or superior.

(1) An automated sample injection system must be included and capable of; processing liquid and headspace injection in a single instrument; holding sample tray(s) which can accommodate at least 50 x 2 ml vials and 30 x 20 ml vials.

Incubator oven with temperature control capability must also be included as a part of the sample injection system.

(2) The Auto Sampler shall be controlled by the GC/MS system computer and software.

3. Installation

(1) The contractor must coordinate with Government representative for the schedule of the installation and delivery of the equipment. The contractor must provide additional equipment and services if necessary.

(2) The contractor must provide installation and set-up services at Camp Zama, Directorate of Public Works, USAG-J, ATTN: IMJN-PWE, Room 201 Bldg

646, Zama-shi, Kanagawa-ken, 228-8920, Japan.

(3) Space Availability of Installation: 200cm (width) X 70cm (depth) X 100cm

(height), the GC/MS and additional equipment must fit in this space.

(4) One (1) 100V (20A) and one (1) 200V (20A) single phase power supply are available at the site. Nitrogen, Helium gas lines and an exhaust vent will be provided by the Government when the system to be installed. Prior to the arrival of the instrument, the contractor must verify if the utilities and other conditions that are required to operate the GC/MS at the site are adequate, and provide additional equipment and service, if necessary.

4. Training and Manuals

(1) The contractor shall provide initial training to operate the instrumentation in

English and Japanese.

(2) The contractor shall provide English and Japanese Operation and

Maintenance Manuals.

(3) After the installation, the system must be able to analyze samples and produce final reports without the use of any third party vendor software or any additional work or modifications.

4. Warranty

(1) The contractor shall provide at least one (1) year on-site warranty in accordance with commercial standard.
