PERFORMANCE WORK STATEMENT
FOR
GROUNDWATER AND LANDFILL GAS ANALYSIS AND
MONITORING
AT
ASH DISPOSAL LANDFILL, CAMP ZAMA
(FEWR No. HF-00818-8J) 11 Jun 18
INTRODUCTION
Built in 1985 (expanded in 1995), Camp Zama Ash Disposal Landfill (Facility No. 1032) is located at the northern end of Camp Zama at an elevation of approximately 98 meters (m) above mean sea level (amsl). The facility is lined and has an earth berm designed to funnel stormwater leachate to the adjacent industrial wastewater treatment plant prior to the discharge to a natural waterway. The facility is also equipped with a landfill gas venting system consisting of one (1) large vent and one (1) small vent. In 2005, five (5) groundwater monitoring wells were installed around the landfill.
The geology in the area generally consists of loamy soils developed on Quaternary alluvial and volcanic deposits of sand, mud, gravel, and volcanic ash. The subsurface soil is a rocky loam underlain by layers of gravel, sand, conglomerate, volcanic ash, peat and muck, which extend to at least 74 m below ground surface (bgs). Perched groundwater is located at elevations ranging from approximately 92 m to 96 m amsl in the area immediately surrounding the landfill.

DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.0. DESCRIPTION OF SERVICES. The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary to perform groundwater and landfill gas analysis and monitoring for the Camp Zama Ash Disposal Landfill in accordance with this Performance Work Statement (PWS), commercial standards and practices, manufacturer standards, Japan Environmental Governing Standards (JEGS), and Japanese environmental laws, regulations, and guidance.
1.1. PLANNING.
1.1.1. Preliminary Site Survey. The contractor shall conduct preliminary site survey within 14 calendar days after contract award (basic) and prior to beginning services for each option year.
The contractor shall survey well conditions, geologic and geographic settings, site access, service areas, potential hazards, and any other obstacles or conditions that would interfere with the project development. The contactor shall conduct groundwater gauging of the existing wells and determine the groundwater gradient for the site.
The contractor shall submit a preliminary site survey report within seven (7) calendar days after the completion of the site survey. The report shall include rationales to select four (4) out of five
(5) existing wells, which groundwater samples should be collected from. The contractor will be notified by the Government Representative (GR) which groundwater wells shall be used for sampling.
1.1.2. Work Schedule. The contractor shall coordinate with the GR for work schedule. The contractor shall make necessary adjustments to the schedule as determined necessary to avoid disruptions to the Army’s mission-essential activities. The adjustments and revisions shall be made at no additional cost to the Government.
1.2. SAMPLING AND ANALYSES OF GROUNDWATER
1.2.1. Well Purging. The water present in a well shall be removed prior to sampling. Purging shall be accomplished by using a clean submersible pump. The purge water shall be evaluated during purging and analyzed in field for temperature, pH, and specific conductivity. At least four (4) readings shall be taken during the purging process. The purging procedures shall be repeated until at least three (3) well volumes are removed and when consecutive field parameter measurements (temperature, pH and conductivity) have been stabilized.
1.2.2. Before initiating sampling, the depth to standing water, depth to an immiscible layer if any, and/or the total depth of the well shall be measured and recorded. If an immiscible phase is detected, the GR shall be notified immediately and no sample shall be collected unless specifically authorized by the GR.
1.2.3. Low Yield Well. Low yield wells are the wells that exhibit less than 80 percent recovery after two (2) hours. If this is the case, only one borehole volume of water shall be removed.
1.2.4. Sampling and Analyses of Groundwater. A period of no more than two (2) hours shall elapse between purging and sampling to prevent groundwater interaction with the casing and atmosphere. Depth to the water shall be measured and recorded prior to sampling to demonstrate the degree of recovery of the well. Groundwater samples shall be collected from each of the four
(4) selected wells and measured in accordance with the test methods and frequencies outlined in Appendix A.
1.2.5. Dioxins. The parameters subject to the testing shall include polychlorinated-dibenzo-para-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs) and coplanar PCBs (Co-PCBs).
The test procedures include isomer-specific determination of the PCDDs, PCDFs, and Co-PCBs in groundwater.
1.3. SAMPLING AND ANALYSES OF LANDFILL GAS. The contractor shall collect gas samples emitted from the two (2) vents on the landfill in accordance with JIS K0095 (Methods for Sampling of Flue Gas). Analytes, frequencies of testing, and required methodologies are presented in Appendix B.
1.4. Permits and Certifications. The contractor shall possess permits for the “Jigyou Touroku” (事業登録) for the “Measurement Certification Business– Concentration” (計量証明事業 – 濃 度) and “Measurement Certification Business – Specific Concentration” (計量証明事業 – 特定
濃度) by an appropriate governmental authority under the Measurement Law of Japan (計量法).
1.5. SUBMITTALS AND REPORTS. All submittals under this contract shall be written in English and Japanese.
1.5.1. Quarterly Report. The contractor shall prepare and submit to the GR one (1) hard-copied report for the 1st, 2nd and 3rd quarters of each contract year within 30 calendar days after the completion of each quarter. The reports shall include all analytical results in a format developed by the contractor. In addition, the quarterly reports shall include a comparison of the analytical results to applicable Japanese Environmental Standards.
1.5.2. Annual Report. The contractor shall prepare and submit an annual report to the GR within 30 calendar days after the completion of all sampling conducted for the contract period.
One (1) booklet-type hard-copy and one (1) digital copy of the report shall be provided to the
GR.
Annual reports shall include results of the preliminary site survey (evaluation of site conditions, groundwater gauging, groundwater gradient evaluation, rationales for selection of monitoring wells, etc.), sampling data, and Certificates of Environmental Measurement in a specific format developed by the contractor in accordance with the Measurement Law of Japan. The annual reports shall also include field documentation, applicable standards, conclusions, and recommendations as appropriate. Onsite record keeping and reporting shall be complete and accurate enough to permit reconstruction of field activities. Additional information such as observation of static water level elevations, measurement of groundwater flow and landfill gas emission rates, applicable Japanese Environmental Standards, references etc. shall be presented in the report separately from the Certificates of Environmental Measurement. Annual reports shall include analytical reports for dioxins as specified in JIS K 0312 (2008).
