Solicitation No. FA5209-17-R-0012 Attachment

STATEMENT OF WORK

FOR

DEPARTMENT OF THE ARMY

RESEARCH, DEVELOPMENT AND ENGINEERING COMMAND

INTERNATIONAL TECHNOLOGY CENTER-PACIFIC

(ITC-PAC)

MODELLING OF INFECTIVITY AND SEVERITY OF INFECTIOUS DISEASES

USING FIRST FEW HUNDRED CASES METHODOLOGY TO SUPPORT DECISION-

MAKING IN EPIDEMIC OUTBREAK SCENARIO

(Document No. W90GQZ-70660020)

1. DESCRIPTION OF SERVICE.

The overall objectives of the proposed research will be achieved as follows. The principal investigator (PI) will extend and adapt our existing methodology [1,2] to examine between household transmission in the presence of partial observation. The PI will then refine these methodologies to be able to infer the severity and transmissibility of not only influenza, but for several other diseases of interest, including: Middle East Respiratory Syndrome (MERS)/Severe Acute Respiratory Syndrome (SARS), Ebola and an outbreak from bacterial infection. The PI will work with the University of Melbourne to determine the best way to present this information, including the uncertainty, by proposing and refining a number of options. The PI will also work with the University of Melbourne, to integrate the above work with forecasting methodology (as developed by the University of Melbourne [3], and independently, in another project, at the University of Adelaide). Finally, the PI will provide support/advice to aid in the testing of a prototype in a table top exercise, and for IT professionals to finalize code development.

The duration of this Research and Development is 12 months with a 12-month option.

The Financial Report of Basic Period shall include the cost spent for the Project in the following category:

Labor Cost, and Direct Cost (Materials, Publication & Report, Travel).

1.2.3.3 Software Application Version 0

Together with the Final Report and Financial Report of this Project for the Basic Period, the contractor shall deliver the initial version of a software application implementing the project developed methodologies to be delivered to ITC-PAC in a programming language chosen by the contractor.

The delivered application will consist of algorithms (including source code), and accompanying documentation on implementation, suitable to be integrated by a third party into the Biosurveillance Ecosystem (BSVE) environment that performs the stated analysis/computations on epidemiological data sets. This application will incorporate epidemic forecasting into the decision support algorithm, and be suitable for testing the decision support algorithm in an exercise. The contractor will also support the third-party software developers in porting the application to the BSVE environment, and write journal article(s) as appropriate.

1.2.4. Fourth Deliverables (Option 1 Period) – Project Proposal

Before the Option 1 Period starts, the contractor shall submit ITC-PAC a Project Proposal for Option 1 Period which is to measure the progress of the Project, for ITC-PAC’s acceptance.
