STATEMENT OF WORK
FOR
DEPARTMENT OF THE ARMY
RESEARCH, DEVELOPMENT AND ENGINEERING COMMAND
INTERNATIONAL TECHNOLOGY CENTER-PACIFIC
(ITC-PAC)
DEVELOPMENT OF EPIDEMIC DECISION SUPPORT SYSTEMS BASED UPON
INFECTIVITY AND SEVERITY ESTIMATES OF INFECTIOUS DISEASES USING
THE FIRST FEW HUNDRED CASES METHODOLOGY
(Document No. W90GQZ-70660019)
1. DESCRIPTION OF SERVICE.
The overall objectives of the proposed research will be achieved as follows. The principal investigator (PI) will use new and existing data streams that provide information on severity, transmissibility [1] and forecast behavior [2] of infectious diseases to identify and recommend the appropriate response mechanisms (decision support) [2], based on existing pandemic response plans (such as the Australian Health Management Plan for Pandemic Influenza) where available [3]. The PI will use Dynamic Bayesian Networks to integrate all available information on epidemic behavior in order to provide robust recommendations on response options, including advice on uncertainty with respect to both future epidemic behavior and likely (absolute and relative) effectiveness of alternative response strategies. The decision support algorithm(s) will be developed, calibrated against and evaluated based on pandemic influenza in the Australian context, but the underlying methodology will be applicable to several other jurisdictions and diseases including Middle East Respiratory Syndrome (MERS)/Severe Acute Respiratory Syndrome (SARS), Ebola or an outbreak from bacterial infection. Extensions to these scenarios will be pursued once a satisfactory outcome for influenza management has been achieved.
Through the project, The PI will review recommendations in existing pandemic response plans.
The PI will work closely with the University of Adelaide (affiliated contract) to ensure the seamless integration of their First Few Hundred methodology-based estimates of epidemic severity and transmissibility into our decision support systems. The PI will provide support/advice to aid in the testing of a prototype in a table top exercise, and for IT professionals to finalize deployment of our algorithms as tools in relevant software environments.
The duration of this Research and Development is 12 months with a 12-month option.
