STATEMENT OF WORK

FOR

DEPARTMENT OF THE ARMY

RESEARCH, DEVELOPMENT AND ENGINEERING COMMAND

INTERNATIONAL TECHNOLOGY CENTER-PACIFIC

(ITC-PAC)

Title: Energy Hub for Military Applications

(Document No. W90GQZ-71090031)

1. DESCRIPTION OF SERVICE.

The Energy Hub system comprises an AC bus (120/208V, 60 Hz) and a DC bus (380V).

Bidirectional Interlinking Converter (BIC) module, which includes several BICs operating in parallel, is implemented for power sharing between AC and DC bus. The power rating of the BIC module is 15 kW (bidirectional). The battery energy storage is integrated through the battery converter module. Similar to BIC module, the battery converter module is comprised of several DC/DC battery converters operating in parallel with combined charge/discharge power rating of 15 kW. The Photovoltaic (PV) converters integrate PV output to the DC bus. The AC bus of the module is capable of coupling with the AC output, utility grid or Energy Informed Operations (EIO) microgrid, which is developed by Communications-Electronics Research, Development and Engineering Center (CERDEC). AC and DC loads can be tapped from the respective bus directly.

The design specifications of the power ratings are as follows:

BIC module power rating 15 kW/kVA Battery converter module power rating 15 kW PV converter power rating 6 kW Maximum solar PV generation 2 x 6 kW Maximum battery charge/discharge power 15 kW Maximum AC output power 15 kVA Maximum DC output power 27 Kw

Duration of this Research and Development is one year (12 months).

1.2. TASKS.

1.2.1 Increase Power Rating.

In the prototype design, the converters have not been optimized regarding the selections of heatsink, inductor, microgrid module internal orientation, etc. The module could be of much higher power rating as next-generation switching device (SiC which is of higher thermal endurance and lower switching loss) has been deployed. The power ratings of the AC/DC and battery converters are to be increased through the enhancement of ventilation, converter control and Electromagntic Interference (EMI) resistance.

1.2.2 Enhance Converter Control.

The operating modes and control algorithms of battery and PV converters shall remained the same as battery and PV channels of the multi-port DC/DC converter in the last version.

Control algorithm for parallel operating of BICs and battery converters shall be designed and implemented to ensure power proper power sharing between them. In the meanwhile, the BIC shall also cater for the situation when the energy hub is tied to diesel generator, utility grid or EIO microgrid. Advanced control algorithms like automatic power/current reference generation based on normalized deviations of DC bus voltage and AC bus frequency can be implemented to ensure seamless transition during the islanding and reconnection procedures.

1.2.3 Synchronizer.

A synchronizer is needed to realize auto synchronization of the energy hub with utility grid, diesel generators and EIO microgrid as shown in Figure 7. Most of the low capacity diesel generators (below 50 kVA) do not have the capability of active voltage, frequency and phase angle adjustment, so a passive synchronization algorithm will be implemented. The synchronizer will continuously compare the voltage, frequency and phase angle at the connecting points, a solid-state switch will be used as actuator to connect instantly (within several μs).

1.2.4 Refine Module Package.

The package of the module will be refined to make it rack-mounted Cam-Lok connectors are to be implemented for the inlets and outlets of energy hub

Apply ventilation fans with dust proof capability Refine module design to make it water-proof Re-organization of converters, controller board, auxiliary power supplies to make the module more compact and enhance EMI resistance

1.2.5 Simplify Module Deployment.

The control algorithm of central controller needs to be refined so that more automation, like auto integration of solar PV, auto start-up/shut-down, auto islanding and reconnection, etc.

shall be implemented to simplify the deployment. Minimize the user configuration and control can be expected. At the same time, the User Interface (UI) will be improved to enhance the visibility and controllability.

1.2.6 Communication.

The communication protocol of energy hub needs to be refined to be compatible with EIO microgrid controller. Ethernet port shall be designed to setup the communication link. Strategy for power sharing between the proposed energy hub and EIO microgrid when interconnected should be investigated.

1.2.7 Load Demand.

The management of electrical load will be further explored to realize auto shedding of uncritical loads in case of extreme power shortage. And the prioritization of load should be configurable through UI.

1.3. DELIVERABLES.

A set of energy hub, which include the following:

One set of BIC module Two PV converters One set of battery converter module One synchronizer One set of module casing One set of self-developed Supervisory Control and Data Acquisition (SCADA) system for energy hub including sensor network, communication system, central controller and actuator (relay/contactor)

One set of refined User Interface for converter and system control Algorithms for individual converter control Algorithms for Energy Hub control and interaction with EIO microgrid Field demonstration including individual energy hub test and interconnection test with

EIO microgrid Test reports and final report

1.3.1. First Deliverable – Technical Concept Report.

The Contractor shall submit a Technical Concept Report to ITC-PAC within thirty (30) days from the start of the project. The Technical Concept Report shall include, at a minimum, the following information:

1.3.2. Final Deliverable (1) Final Report, (2) Financial Report.

1.3.2.1. Final Report.

The Contractor shall submit a Final Report to ITC-PAC with all the results and discoveries encountered during the project at the end of the twelve (12) month period. The Final Report shall include, at a minimum, the following information:

1.3.2.2. Financial Report

Together with the Final Report, the Contractor shall deliver the Financial Report of the Project to ITC-PAC at the end of the twelve (12) month period. The Financial Report shall include the cost spent for the Project in the following category: Labor Cost, Overhead, and direct Cost (Equipment, Travel, Material & Supply, Publication & Report, and Computer Service).

1.4. PAYMENTS.

1.4.1. 1st Payment.

After ITC-PAC’s acceptance of the First Deliverable mentioned above, the Contractor shall submit the first invoice to ITC-PAC. The first payment will be made upon ITC-PAC’s certification of the invoice.

1.4.2. Final Payment.

After ITC-PAC’s acceptance of the Final Deliverable mentioned above, the Contractor shall submit the invoice to ITC-PAC. The Final payment will be made upon ITC-PAC’s certification of the invoice.

2. PROGAM MANAGEMENT.

The Contractor shall designate a single program management point of contact. The Contractor shall develop management plans to ensure that all elements of this effort are successfully executed within the program budgets and schedules.

5. GENERAL INFORMATION.

5.1. Contractor Employees. Personnel shall meet or exceed the following requirement:

5.1.1. The Contractor shall not hire employees of the United States Government and/or employees otherwise under contract for service to the United States Government if employing such persons would create a conflict of interest, or appearance of a conflict of interest as determined by the Contractor. The Contractor shall not employ any person who is an employee of DoD, unless such person seeks and receives approval according to DODR 5500.7, Standards of Conduct.
