Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: U.S. Army International Technology Center Pacific (ITC-PAC)

Purchase Request/ Identification Number:

W90GQZ-61840037

Project/Program Name: Study on the Mechanism of Blast-induced Traumatic Brain Injury by Using a Laser-induced Shock Wave(s), Phase-2

Estimated Contract Cost (including Options):

$49,800.00

Section B: Description of the Supplies/Services Required

This requirement is to provide financing in support of the research project titled “Study on the Mechanism of Blast-induced Traumatic Brain Injury by Using a Laser-induced Shock Wave(s), Phase-2”, led by Professor Izumi Nishidate, Tokyo University of Agriculture and Technology (TAT), Tokyo Japan. This proposal is for the investigation of methods for diagnosis and treatment of blast-induced traumatic brain injury (bTBI), particularly mild bTBI. An increasing number of patients suffering from bTBI is a serious social problem in the US and other countries. However, the mechanism and pathophysiology of bTBI is still unclear, and no reliable animal model has yet been established to investigate methods for diagnosis and treatment of bTBI. New technology using laser-induced shock waves (LISWs) to examine bTBI occurring mechanism in the rat brain is explored, and this is a continues effort to examine the methodology.

The objective of this proposed effort is continues effort to examine the development new methodology and investigate the mechanism and pathophysiology of bTBI to confirm the validity of bTBI models. The goals are:

a) Sophisticate methods of LISW generation and measurements,

b) Study effects of second and multiple impacts and,

c) Study effects of thoracic impact on the brain,

d) Study effects of LISW waveforms on pathological outcome.

Funding the proposed effort enables the proposed technology to be fully assessed against the Warfighter needs.

This acquisition will be a firm-fixed price purchase order in the amount of $49,800.

The proposed contractor is Professor Izumi Nishidate Graduate School of Bio-Applications & Systems Engineering, Tokyo University of Agriculture and Technology (TAT), 2-24-16, Naka-cho, Koganei, Tokyo 1848588 JAPAN Phone: +81-42-388-7065 E-Mail Address: inishi@cc.tuat.ac.jp

Section C: Justification for Soliciting from a Single Source

Dr. Kyungho Park, Director for Micro-System Programs, US Army ITC-PAC, is responsible for identifying potential sources with the capability for conducting basic research in his Area Of Responsibility (AOR) and has determined that the primary/lead organization for this project is Tokyo University of Agriculture and Technology (TAT), Tokyo Japan, which is considered the leading research institution in the area of Bio-applications & systems engineering fields. The laser-induced shock waves (LISWs) are the only source expressing interest in researching methods for diagnosis and treatment of bTBI.

This funding is for research and development project titled “Study on the Mechanism of Blast-induced Traumatic Brain Injury by Using a Laser-induced Shock Wave(s), Phase-2”. Because this project will feature the latest scientific innovation in this field, there is no parallel value to be found in the commercial sector. ITC-PAC certifies the price of $50,000 is fair and reasonable for this type of project in comparison to similar projects of other Government agencies. These costs are comparable or below those for a similar scope of research in the US. This certification is based on the following facts:

The funds will be used to support research and development efforts of Professor Izumi Nishidate, Tokyo University of Agriculture and Technology (TAT), Tokyo Japan. Cost estimates are as follows:

Instrumental cost $13,500 Materials $20,000

Travel cost $ 8,000 Overhead Cost $ 8,300 Total: $49,800

The above mentioned cost is based on the following and considered to be fair and reasonable.

• Instrumental cost is for:

Experimental instruments necessary for the experiment are including; In-situ Oxygen Monitoring Kit with Probe, and Parts cost for in-house modification. This is necessary to do modification in-house on the commercial available instruments due to the nature of the experiments. Considering the fact that the cost of instrument by in-house modification is lower than the one of special order of commercial one, this instrumental charge is considered fair and reasonable. (The detailed items listed below) Product: In-situ Oxygen Monitoring Kit with Probe (Manufacturer/Company: Ocean Optics, Product number: NEOFOX-KIT-PROBE, Unit Price: $10,000)

Quantity: 1, Price: $10,000 Catalog: Caution-http://oceanoptics.com/product/neofox-kit-probe/

Product: Parts cost for in-house modification (Manufacturer/Company: N/A, Product number: N/A, Unit Price: $3,500)

Quantity: 1, Price: $3,500

• Materials include: Raw materials for experimental process on using LISWs to examine events occurring in the rat brain exposed to a shock wave as well as histopathological outcome. (The detailed items listed below table) Product Manufacturer/Company Product number Unit price Quantity Price ($)

Optics 2017 (Munich, Germany)) Travel to the U.S., International travel: 7 days for 2 persons (SPIE Photinics West BiOS 2017 (Sun Francisco, USA))

• Overhead Cost is for: Tokyo University of Agriculture and Technology (TAT) overhead charge for this project’s administrative management is 20% of total cost. Typical overhead cost for US universities is approximately 60%.

Considering the fact that the overhead cost in Japan is lower than the one in the US, this overhead charge is considered fair and reasonable.

The Government will receive deliverables such as:

• Technical Concept Report

• Project Final Report

• Project Financial Report

Section D: Efforts to Obtain Competition ITC-PAC program manager, Dr. Kyungho Park, became aware of this research project in October 2014, and this is coniums collaboration effort on the LISWs methodology on the research subject. This research meshes well with the Army’s sensors and electronic devices research and development programs, as well as Army’s Medical Research and Materiel programs. The proposed research will help the US Army to stay at the forefront of the future of the mechanism and pathophysiology of bTBI technology. An increasing number of patients suffering from bTBI, particularly mild bTBI, is a serious social problem in the US and other countries, the proposed research has the potential to enable new methodology of LISW and the verification of bTBI models. Through a competitive selection process, this research project was selected for funding due to its potentially significant benefits to the US military. Having surveyed the state-of-the-art in technology development in the Pacific Region, it is concluded that Professor Izumi Nishidate, Tokyo University of Agriculture and Technology (TAT), Tokyo Japan is the leader in this area.

Section E: Steps to Preclude Future Single Source Awards This is a one-time purchase action, but ITC-PAC keeps searching areas of expertise for potential sources of basic research.
