Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
This Data is intended to be incorporated in an operations and maintenance manual or control system.
SD-11 Closeout Submittals
Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.
Special requirements necessary to properly close out a construction contract. For example, Record Drawings, manufacturer's help and product lines necessary to maintain and install equipment. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.
1.3.2 Government Approved Submittals
Governmental approval is required for extensions of design, critical materials, acceptable variations, equipment whose compatibility with the entire system must be checked, and other items as designated by the CONSTRUCTION INSPECTOR. Within the terms of the Contract Clause entitled "Specifications and Drawings for Construction," they are considered to be "shop drawings." All Submittals listed in the text of these specifications are Government Approved (requiring documented Government approval) Submittals unless specifically stated otherwise.
1.3.3 Information Only Submittals
All Submittals not requiring Government approval will be for information only. They are not considered to be "shop drawings" within the terms of the Contract Clause referred to above.
1.3.4 Submittal
A submittal is a package of project information, samples, drawings, schedules, certificates, etc., Submitted to the Government for review.
1.3.5 Acceptable Variation
A specific submittal item identified as an obvious alternative to the contract requirements and the Contractor is requesting a substitution or change. Refer to section 013300 paragraph 1.10 for "EVIDENCE OF ACCEPTABLE
VARIATION".
1.3.6 Approval/Disapproval
The Government's judgment/determination whether a submittal complies with the plans and specifications.
1.4 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When
SECTION 01 33 00 Page 6 used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 013300 SUBMITTAL PROCEDURES:
a. SD-07 Certificates Contractor Qualifications; G. Submit copies of license and/or current certification with photo of the certified person for each applicable work item of this project. Refer 2.1, A and B.
1.5 APPROVED SUBMITTALS
a. Approved submittals indicate only that the general method of construction, materials, detailing and other information are satisfactory.
Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control requirements of this contract, is responsible for the dimensions and design of adequate connections, details and satisfactory construction of all work.
b. After the Contracting Officer approved submittals, no resubmitted for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation as to why a substitution is necessary.
Submit substitutions as "acceptable variations".
1.6 INFORMATION ONLY SUBMITTALS
a. Normally submittals for information only will not be returned.
Government approval is not required on information only submittals. These Submittals will be used for information purposes.
b. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications and will not prevent the Government from requiring removal and replacement if nonconforming material is incorporated in the work.
c. This does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or check testing by the Government in those instances where the technical specifications so prescribe.
1.7 DISAPPROVED SUBMITTALS
Within 10 days, correct disapproved submittals and furnish a corrected submittal. Submit the proper form and number of copies. Number the resubmitted with the same submittal sequence number and a sequential alpha numeric indicator. (for example: the second resubmitted of submittal number 3 is 3b.)
1.8 PURPOSE

Submittals also allow the Contractor to propose acceptable variations, color choices, shop drawings, etc., early in the contract where changes have less impact on the material orders.
SECTION 01 33 00 Page 7
b. The Contractor is wholly responsible for the contents of a submittal.
Through the physical act of submitting, the Contractor certifies that all items listed or implied, fully meet the intended purpose, functionality and quality requirements of the plans and specifications, or are submitted as a specific acceptable variation.
c. Some products & material systems are identified by a specific manufacturer. This procedure is used to establish a basis for design, quality of materials & to simplify the specification & is not intended to limit open competition of any manufacturer or product. The contractor is responsible for providing the specified material or an equivalent that meets the specification characteristics. The equivalent is often identified in the specification as "or equal".
1.9 EVIDENCE OF ACCEPTABLE VARIATION
If a product proposed for use does not conform to requirement of the referenced specification, submit for approval to the 374 CONS/LGCB, Contracting Officer, evidence that the proposed product is either equal to or better than the product specified. The submittal shall include the following:
