Statement of Work Intrusion Detection System, Bldg 720, Room 213 AFOSI 6 FIS-Yokota
YOKOTA AB, JAPAN
17 July 2013
SOW for Installation of Vindicator alarms:
1. Primary colors for devices i.e. BMS (Balanced Magnetic Switch), Motions sensors and Duress buttons will be blue (normally closed)/ white (common) unless otherwise stated before the contract is awarded. Red/Black will be used for any devices that need power and brown/green for device that need tampers.
2. Spade lugs of correct size will be used for any devices that will be terminated by a screw on either the DT (Data Transponder) or at the device end. This also applies to the 17.2 Ah Back-up battery in the panel.
3. Contractor should pre-inspect the panel upon arrive to insure correct keypad wiring and shall be present during the test phase to correct any problems on the spot preventing customer downtime.
4. If Keypad is to be removed from the panel to be placed elsewhere in the facility then the space left from removal of said keypad will be replaced by a blank cover and riveted to prevent tampering of the panel.
5. Any devices that need 3rd party equipment i.e. mounting brackets, metal boxes etc will be inspected prior to installation to prevent any incompatibility issues.
6. All devices will and shall have to come from the IDS Equipment Approval Letter from HQ USAF A7 (PL1-4 NN). To obtain or view a copy of this letter please contact 374th Security Forces DSN 225-7244.
1. GENERAL INFORMATION.
1.1. DESCRIPTION OF WORK. The Contractor shall provide all personnel, materials, tools, labor and transportation necessary to complete the work and training identified in this Statement of Work (SOW). The Contractor shall provide a performance schedule with their offer that describes the phases of work, to include dates of performance. The Contractor shall use certified technicians or Vindicator System Integrator (SI) certified personnel to integrate the Vindicator System identified in this SOW. The Contractor shall correct and re-perform any discrepancies or integration errors found at no additional cost to the government.
1.2. INSTALLATION OF EQUIPMENT. The Contractor shall perform/complete the following tasks:
Install new 1(ea) Intrusion Detection System (IDS) panel at Bldg 720, Room 213 (Comm Room), AFOSI 6 FIS. The IDS (Vindicator Panel) will be provided as Government Furnished Equipment (GFE) that requires installation.
Install 1(ea) Balanced Magnetic Switch (BMS).
Install 3(ea) Passive Infra Red (PIR) Motion Sensors.
Install new control cables from IDS panel to PIR and BMS location.
Install 20A dedicated circuit from existing power panel “2L-1” to newly installed IDS panel.
Install 1-pair telephone cable from existing telephone cabinet located at room 213 to newly installed IDS panel.
Ground all newly installed equipment to industry standards.
Install all new EMT pathways (above ceiling) for cable pathways and core penetration will be installed where necessary.
Connect the IDS to 60Hz “Generator Power” where possible.
Install/run E19 & E25 conduit as needed.
The 374th Civil Engineering Squadron shall verify room 213 power prior to the contractor connecting the IDS to the power source.
1.3. TRAINING. The Contractor shall provide training using vendor personnel, procure training services, or support USAF personnel to ensure that initial training is provided for all applicable systems. Additionally, the contractor shall provide technical support for the development of follow-on training. Training requirements shall be defined in the security system design, elaborated as the design progresses, and as part of the final system design as approved by all stakeholders. Training shall be provided to system operators (to include at least one Security Forces Evaluator), as well as maintenance and inspection personnel, for the purposes of operating and maintaining the IDS. All training shall take place on Yokota AB, Japan.
1.4. INSTALL NEW BATTERIES. The Contractor shall provide backup battery power to IDS system to allow for a minimum of 24 hour coverage, in the event of power loss.
2. DELIVERABLES. The following deliverables are required by this SOW.
2.1. Performance Schedule (1.1) shall be submitted with the Contractors offer. A final revised schedule with specific dates shall be submitted to the Contracting Officer ten (10) days after contract award.
2.2. The Contractor shall provide a list of personnel that require an escort in order to gain access to Yokota AB, Japan to the Government Representative (GR) no later than ten (10) days prior to the date specified in the approved Performance Schedule. List of personnel shall include, full name, date of birth, and driver’s license number.
2.3. Vindicator Intrusion Detection System with all associated peripherals, installed and integrated at Yokota AB as outline in section 1.0 Description of Work.
2.4. Training as specified in 1.3.
3. SERVICES SUMMARY. (Reserved)
4. SITE CONDITIONS. The contractor shall become familiar with all details of the work and working conditions and advise the Contracting Officer of any discrepancies before performing any work. The work areas will be occupied by Government personnel during the Intrusion Detection System installation.
5. WORK HOURS. The Contractors work hours may be between the hours of 0730-1630, Monday thru Friday. Work shall not be allowed on Federal Holidays. Any work needed outside these hours will be coordinated with and approved by the Contracting Officer.
6. CHANGES. Any variations or changes to the Statement of Work shall be coordinated with the Contracting Officer.
7. TESTING AND TURNOVER.
7.1. TESTING. Upon the completion of installation and configuration requirements, a government acceptance test shall be conducted by the Contractor in coordination with 374th SFS and AFOSI personnel.
7.2. PHASE I TESTING. Phase I testing must demonstrate that all installed equipment and components are performing according to system specifications and operational requirements. Phase I acceptance testing shall consist of the following:
7.1.1 Intrusion Test.
7.1.2 Tamper Test.
7.1.3 Correct Annunciation Test.
7.1.4 Correct Assessment Test.
7.1.5 AC power loss Test.
7.1.6 Line supervision Test.
7.1.7 Sensor system self-tests, where applicable.
7.1.8 Access control where applicable.
7.3. PHASE II TESTING. Phase II testing is a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications listed in this SOW.
8. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
8.1. GOVERNMENT-FURNISHED UTILITIES. For the performance of this contract, the Government will provide water, electrical and sewage at facilities where available.
8.2. The Contractor shall make sure employees practice utility conservation. The Contractor shall be responsible for operating under conditions that prevent the waste of utilities.
8.3. The Government will also provide, for emergency purposes only, the following services by dialing DSN: 911:
a. Security Police
b. Fire Protection
c. Hospital Emergency (on a reimbursable basis)
Any time the contractor uses one of the above services; the Contract Manager shall immediately report it to the GR with all details.
9. GENERAL INFORMATION.
9.1. QUALITY CONTROL. The contractor shall develop and maintain a quality control plan to ensure all services are performed in accordance with commonly accepted commercial practices.
9.2. QUALITY ASSURANCE. The government will evaluate all contractors’ performance by appointing Government Representative (GR).
9.3. HOURS OF OPERATION. The work site will be made available to the contractor from 0730 to 1630 hours, Monday through Friday, including Japanese but excluding U.S. legal holidays.
9.4. U.S. LEGAL HOLIDAYS. The following is a list of US legal holidays observed by this installation.

Remarks: Holidays falling on a Saturday will be observed on the preceding Friday. Holidays falling on a Sunday will be observed on the following Monday.
9.5. MATERIALS. All materials to be installed shall be new.
10. CONTRACTOR PERSONNEL.
10.1. Contract Manager. The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s) who shall act for the Contractor when the Contract Manager is absent, shall be designated in writing to the Contracting Officer prior start work and after any change.
10.2. The Contract Manager or alternate shall have full authority to act for the Contractor on all matters relating to daily operation of this contract.
10.3. The Contract Manager and alternate(s) must be able to read, write, speak, and understand English.
10.4. Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name and employee name. The Contractor shall not employ persons for work on this contract that have a potential threat to the health, safety, security, general well being or operational mission of the installation and its population
10.5. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian. The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies of the Department of the Air Force.
10.6. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform, however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
10.7. Security Requirement. Only Contractor employees authorized by the proper authority maybe granted access to Yokota AB.
