STATEMENT OF WORK
FOR
MOTION SENSOR INSTALLATION PROJECT for UNITED STATES FORCES – JAPAN J2 SCIF PA-101, BLD 714 B-12, YOKOTA AB, JAPAN 8 May 2012
YOKOTA AIR BASE, JAPAN
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, U.S. supervision, and services necessary to perform installation of a new Motion Sensor System for the SCIF PA-101 at HQ USFJ J2, Bld 714, Rm B12 and adjoining interior rooms in accordance with the applicable directives and regulations: Intelligence Community Directive (ICD) 705, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (ICS-705-1) and Standards for Accreditation and Reciprocal Use of Sensitive Compartmented Information Facilities (ICS-705-2). These directives state that a SCIF, not manned 24/7, must have a motion sensor installed. The current sensor does not meet updated directives.
1.1. SCOPE OF WORK.
1.1.1. Install a new Motion Sensor System for the SCIF PA-101 at HQ USFJ J2, Bld 714, Rm B12 and adjoining interior rooms. This installation is required to maintain 24/7 security of the SCIF as per Intelligence Community Directive (ICD) 705, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (ICS-705-1) and Standards for Accreditation and Reciprocal Use of Sensitive Compartmented Information Facilities (ICS-705-2). GE Security, Part #AP669, PIR (8ea). National, E19, E19 EMT Conduit (125ft). National, E31, E31 EMT Conduit (125ft). Supoort and Fittings (1LS). CSC/Private Lable, 18-4C STR Control Cable (1200ft).
1.1.2. Contractor will provide all materials listed in paragraph 1.1.1 for the installation of the motion sensor.
1.1.3. Delivery of materials to Yokota AB shall be 30 calendar days after receipt of award. Performance period: 18 June 2012 – 29 June 2012. The performance period shall include time for preparation and government approval of submittals.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
2.1. GOVERNMENT-FURNISHED UTILITIES. For the performance of this contract, the Government will provide water, electrical and sewage at facilities where available.
2.1.1. The Contractor shall make sure employees practice utility conservation. The Contractor shall be responsible for operating under conditions that prevent the waste of utilities.
2.2. The Government will also provide, for emergency purposes only, the following services by dialing DSN: 911:
a. Security Police
b. Fire Protection c.
Hospital Emergency (on a reimbursable basis) Any time the contractor uses one of the above services; the Contract Manager shall immediately report it to the GR with all details.
3. GENERAL INFORMATION.
3.1. QUALITY CONTROL. The contractor shall develop and maintain a quality control plan to ensure all services are performed in accordance with commonly accepted commercial practices.
3.2. QUALITY ASSURANCE. The government will evaluate all contractors’ performance by appointing Government Representative (GR). These representatives will include The USFJ Security Manager and 374th SFS Alarm Shop.
4.3. HOURS OF OPERATION. The work site will be made available to the contractor from 0730 to 1630 hours, Monday through Friday, including Japanese but excluding U.S. legal holidays.
4.3.1. U.S. LEGAL HOLIDAYS. The following is a list of US legal holidays observed by this installation.

Remarks:
Holidays falling on a Saturday will be observed on the preceeding Friday. Holidays falling on a Sunday will be observed on the following Monday.
4.4. WORK SCHEDULE. Contractor shall coordinate with J2 for scheduling.
4.5. SUBMITTALS. All materials required to install the motion sensors must be approved by Contracting Officer through the USFJ/J2representative, Mr. Harley Hendren.
4.5.1. MATERIALS. All materials to be installed shall be new.
4.6. CLASSIFIED AREA. USFJ/J2 personnel will escort the contractor into classified areas.
4.7. JOB SITE CLEANING. Any equipment shall be removed at the end of each day. Upon completion of the work, staging, scaffolding, and other equipment shall be removed from the site.
4.7.1. DISPOSAL OF MATERIALS. All debris generated from the work shall be removed from the job-site by the contractor and disposed of off Yokota AB, Japan in accordance with Japanese regulation, Article 3 of “Law of Disposal and Cleaning of Waste (Haikibutsu no shori oyobi seisou ni kansuru houritsu)” and local regulations.
4.8. DAMAGE. The contractor shall exercise care not to damage any facilities or grounds at Yokota AB, Japan. Any damage determined to have been caused by the contractor shall be repaired by the contractor at no expense to the US government.
4.8.1. OCCUPANT PROPERTY. The rooms shall be occupied at the time this work is done. Contractor shall be responsible for moving any property that is in the way of accomplishing this work.
5. CONTRACTOR PERSONNEL.
5.1. Contract Manager. The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s) who shall act for the Contractor when the Contract Manager is absent, shall be designated in writing to the Contracting Officer prior start work and after any change.
5.1.1. The Contract Manager or alternate shall have full authority to act for the Contractor on all matters relating to daily operation of this contract.
5.1.2. The Contract Manager and alternate(s) must be able to read, write, speak, and understand English.
5.2. Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name and employee name. The Contractor shall not employ persons for work on this contract that have a potential threat to the health, safety, security, general well being or operational mission of the installation and its population
5.2.1. The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian. The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies of the Department of the Air Force.
5.2.2. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform, however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
5.3. Security Requirement. Only Contractor employees authorized by the proper authority maybe granted access to Yokota AB.
