STATEMENT OF OBJECTIVES

For

Friendship Gate Wrong Way Detection System

For

Misawa Air Base, Japan

30 May 2024

1.0 INTRODUCTION.

This Statement of Objectives (SOO) defines the requirement for a Wrong Way Detection System solution for Misawa Air Base’s main installation access point, adjacent to Bldg. 319. Final design is left up to the Contractor.

2.0 MINIMUM QUALIFICATIONS.

All qualifications shall be submitted by the contractor for verification by the government.

2.1 Minimum Contractor Qualifications.

All work shall be performed by, and all equipment shall be furnished and installed by comprehensive FIPS compliant IP video camera surveillance, hereafter referred to as the Contractor. The Contractor shall have the following qualifications in the wrong way detection system installation:

• All supervisors and installers assigned to the installation of this system or any of its components shall have factory certification from each equipment manufacturer that they are qualified to install and test the provided products.

• The equipment and hardware provided under this contract will be from distributors that are authorized and certified to distribute/install the equipment being provided in the event they are not the original manufacturer of the types of systems and equipment specified.

• Equipment must meet the provisions of the Buy America Act (BAA), the Trade Agreement Act (TAA) and the National Defense Authorization Act (NDAA). In addition, the video solution recently received the Joint Interoperability Test Command (JITC) certification from the U.S.

Defense Information Systems Agency (DISA) for our Federal Information Processing Standards (FIPS)-compliant.

3.0 PROJECT.

Misawa Air Base (AB), 35th Security Forces Squadron (SFS) requires a system that detects and alert Security Forces of unauthorized vehicles and personnel entering the installation through the outbound lane adjacent to Bldg. 316. The wrong way detection surveillance will need to be connected to Bldg. 646 Base Defense Operations Center (BDOC) and Bldg. 319 Friendship Gate and have facial recognition technology to assist in identifying unauthorized individuals. Additionally, the wrong way detection system needs to have the capability to integrate with current radio equipment to alert security forces of unauthorized individuals and/or vehicles to respond to video analytic events. This detection and alert capability are a paramount force multiplier for the installation, ensuring security for our protection level assets and supplying video documentation crucial for security investigations, identifying unauthorized individuals and meets the intent of DAFI 31-101 8.2.6. 3.6.5.1.7. Wrong way detection. Consider wrong way detection tools, such as video and radar, for all outbound lanes to detect vehicles attempting to enter the installation. These types of systems can identify unauthorized vehicles circumventing access procedures and add reaction time for posted personnel. Friendship gate currently does not have any wrong way detection capability.

3.1 Scope.

The requirement is for the contractor to provide a solution to install the wrong way detection in the identified structure. The solution shall provide cameras, software, and video recorders as well as a complete network backbone to provide a detection system sized to handle additional future security service needs.

3.2 Coordination.

Installation of equipment shall be supervised and coordinated by qualified representatives of the 35th

CS.

3.3 Site Survey.

The Contractor shall conduct an on-site survey of the identified buildings to obtain all information necessary to develop a detection security solution plan to include drawings and a Test Plan to correct areas with inadequate video surveillance operability. The proposed plan shall be developed from information collected during the site survey and information provided by the government Points of Contact. The Contractor shall submit the proposed plans and drawings for approval. The Contractor shall make all revisions to the proposal until government approval is obtained.

3.4 Engineering.

The Contractor shall utilize results from their own initial survey information to analyze the project requirement to perform any additional engineering. The Contractor shall ensure the technical solution will integrate into the existing site-specific infrastructure. The Contractor shall provide follow-on support via telephone or email to clarify their solution as required.

3.5 Contractor Furnished (CF) Materials.

The Contractor shall furnish all needed materials for this project except material identified as Government Furnished Property in section 5. The Contractor shall supply Commercial-Off-the-Shelf (COTS) end-item system components required for contract performance wherever possible. The Contractor shall identify all materials or equipment required for the project in the SOO. The Contractor shall list the manufacturer and part number of the proposed material in the SOO. Unless otherwise specified, the Contractor shall provide copies of existing COTS technical or equipment manuals and warranty documentation and procedures for Contractor-furnished end-item system equipment maintenance. The Contractor shall identify and conduct system familiarization for Government personnel to ensure proper operation and maintenance of the system(s). The Contractor shall transfer warranties to the Government prior to submitting the DD Form 250, Material Inspection and Receiving Report.

3.6 Construction Support.

The Contractor shall accomplish construction support as required to support any new cables, equipment, abatement of any asbestos containing materials that would be disturbed, and equipment. These items shall be identified in the plan; any anticipated facility construction shall be coordinated with the 35th CS and 35th Civil Engineering Squadron (CES). The Contractor shall comply with the host base’s Civil Engineering (CE) construction requirements as applicable.

3.7 Installation.

All cables and equipment will be installed in accordance with (IAW) the standards specified in section 6.

3.8 Removal of excess material.

All excess materials and debris will be removed and disposed of by the contractor. The Contractor shall clean up all installation and construction related dust and debris from office furniture and equipment at the work site daily. 35 SFS is responsible for removing any furniture from the area prior to work beginning.

3.9 Cable Racks.

Cable racks shall be installed to support the new cabling as needed. All cable racks will be secured to the building structure and grounded. The contractor, through coordination with the 35th CS and results of contractor site engineering survey, will determine if designated equipment locations are best suited for floor mount or wall mount cabinet or rack installation. Cabinets with locking doors, fans and vents are preferred unless space requirements dictate rack installations.

3.10 Cable Pathways.

Cable support shall be suitable for facility construction and be installed in accordance with referenced standards in Section 6.

3.11 Duct Sealing.

After installing cable in a duct entering building floor or wall, seal around cable with a universal duct plug or removable putty sealant (Duxseal or equivalent).

3.12 Fire stopping.

After installing cables in hole through floor or wall, place removable fire stop material in the hole around the cables.

3.13 Testing.

The Contractor shall furnish all test equipment and personnel required to conduct testing. During any testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to assure results conform to prescribed requirements. The Contractor shall record all inspections and tests as they are accomplished and make all test sheets/results available for 35th CS/SCQ Quality Assurance Evaluator (QAE) as tests are completed. The Contractor shall notify the 35th SFS Project Manager (PM) for the wrong way detection system at least one working day prior to any testing and shall make available all testing standards and criteria used to accomplish testing. All testing will be in accordance with accepted industry standards for the type of test being conducted. The Contractor shall provide test reports to the government within 10 days of completing the testing.

Contractor is required to locate/repair any testing irregularities if caused by the installation. The Contractor shall accomplish the following tests:

3.13.1 Post Implementation Testing.

Upon completion of installation, post-implementation tests shall be accomplished to ensure the entire system is properly configured, the requirements of the project have been met and the system is ready for use.

3.13.2 Acceptance Criteria.

Final acceptance shall require at a minimum:

• Completion of all facility work, system, component, hardware and software delivery, installation, testing, optimization, and as built documentation.

• Acceptance of system facilities, individual systems, and equipment by SFS, CS and management personnel. Correction of any operational, performance, or workmanship defects shall be covered under warranty by the contractor.

• Successful completion of System Acceptance Testing.

4.0 DELIVERABLES

All deliverables are subject to Government acceptance and approval. They shall meet professional standards and the requirements set forth in this Task Order. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The contractor shall deliver the required numbers and type of copies IAW the distribution list set forth below.

* Test results shall be delivered no later than 5 calendar days after completion of the installation prior to the acceptance inspection. The proposed format for the test result will be coordinated with the Government.

* All deliverables shall be submitted in three copies. All final drawings shall be provided in accordance with AFI 21-404. Redline and As-Built shall be provided in Microsoft Visio format and Inside Plant Rack Elevation drawings in Microsoft Visio. Courtesy PDF drawings shall be provided for all drawings

4.1 Redline Drawings.

Red line drawings showing the “as built” configuration shall be submitted by the contractor within 30 days of completion of work. The baseline drawings shall be provided to the 35 CS, CES, CONS & SFS.

5.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT AND SERVICES

5.1 Government Furnished Property (GFP).

The Government reserves the right to supply any property identified by the Contractor as necessary for accomplishment of the contract. The Contractor shall be responsible for any loss and/or damage of property occurring while it is in the Contractor's possession. Upon arriving on site for implementation, the Contractor and Quality Assurance Personnel (QAP) shall jointly inventory GFP. The Contractor shall report to the QAP any GFP found damaged, malfunctioning, or unusable after the initial inventory/inspection as soon as possible, but no later than eight working hours after discovering the discrepancy. Upon receipt of GFP, the Contractor shall:

5.2 Damaged GFP.

The Contractor shall, in the event of damage of GFP during or after installation, determine and report to the QAP or CO the extent, probable cause, and usability of such GFP.

5.3 Storage and Protection of GFP.

The Contractor shall be responsible for storage and protection of GFP upon receipt. If available, the Government will assign a storage area to the Contractor. The Contractor shall take precautions to assure adequate storage conditions to guard against damage from handling and deterioration. Unless otherwise specified, the Contractor shall be required to provide transportation of GFP.

5.4 Repair of GFP.

The Contractor may be required to repair GFP to expedite bringing the installation on-line to meet mission requirements, when schedule dictates and commercial repair sources are available.

5.5. Building Floor Plans.

The government shall provide floor plan drawings of Bldg 316 & 319 as required. These drawings will be provided prior to the site survey. Contractor shall be responsible for validating the location of all existing infrastructure.

6.0 GENERAL INFORMATION

6.1 Federal and Host Nation Government.

The Contractor shall comply with all applicable federal and host nation standards, laws, codes, regulations, and statutes applicable to performance of this contract.

6.2 Privacy Act.

Work on this project may require that Contractor personnel have access to Personally Identifiable Information. Contractor personnel, any Contractor representative, or any subcontractor shall adhere to the Privacy Act of 1974, Section 5 of the US Code § 552a, and applicable agency rules and regulations.

6.3 Commercial Standards and Manuals.

The Contractor shall comply with the following commercial standards where applicable in the performance of this contract. It is the Contractor's responsibility to identify and obtain applicable standards and best commercial practice documentation. Should a conflict arise between this SOO and any commercial standard referenced, the contractor shall make the government aware of the conflict.

The government shall determine which standard applies and whether this SOO shall take precedence over the commercial standard.

7.0 MANAGEMENT.

7.1 Schedule.

The contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.

7.2 Project Manager on Site.

The contractor shall provide a full time, on-site PM to oversee all facets of the infrastructure and outside cable plant tasks.

7.3 Compliance.

The contractor shall remain in compliance with all Federal, Host Nation, and base security and safety laws, regulations, policies, and requirements.

7.4 Worksite Management.

At day’s end, the installer shall remove all debris and surplus materials from the workplace. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.

7.5 Environmental Management.

The installer and their subcontractors shall comply with the most stringent environmental federal, state, and host Nation laws and regulations as well as Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The installer shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Misawa AB. The Prime Contractor shall ensure their sub-contractors (if any) comply with these specifications.

7.6 Final Project.

The installer shall schedule a final project walk-through of all work completed prior to close out with the government PM. This should be scheduled at least 72 hours prior to the event.

7.7 Contractor Furnished Property and Equipment (CFP/CFE).

The Contractor shall clearly mark all CFP with their company's name, contract number, and project number. The Contractor shall place an easily read, visible sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name, contract/task order number, project title, and both the Contractor and Site POC's names and local telephone numbers.

7.8 Construction Equipment.

The Contractor shall provide construction equipment required to support implementation. The Contractor shall be responsible for transportation of construction equipment to/from the work site, as well as their security.

7.9 Transportation and Storage of Material/Equipment.

The Contractor shall transport and store all CFM and CFE required for completion of the contract requirements.

7.10 Base Access.

7.12.1. Prior to the start of on-site work, the contractor shall submit applications for base passes (listed below) to the Contracting Squadron, 35 CONS/PKB, for all employees, including subcontractor employees, and vehicles requiring access to Misawa Air Base in order to perform under this contract. Coordination for escorts will be made with the customer unit and 35 CS as needed.

(1) 5 AF Form 99EJ, Application for Base Pass, for employees.

(2) 35 FW Form 54, Application for Vehicle.

7.12.2 Access to Restricted Area. If the contractor needs access to the restricted area(s), prior coordination is required. The contractor personnel shall be accompanied by an escort during the visit.

7.12.3 Upon completion of this Purchase order, the contractor shall return all employee and vehicle passes to the Visitor Control Section, 35 SFS/SFOP, Bldg. 301, and obtain a Certification of Receipt. Final payment will be withheld until the contractor has returned all passes.

7.11 Service Outages.

The Contractor shall be responsible for preventing any unscheduled Contractor-caused interruptions of service. The Contractor shall coordinate planned outages with the site POC and QAP at least five workdays in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

8.0 PERFORMANCE:

8.1 Period of Performance.

The period of performance for the project shall not exceed a period of 120 days beginning from the contract award date.

8.2 Place of Performance.

The place of performance is Misawa AB, Japan.

8.3 Hours of Work.

Contractor shall work during the operating hours of 07:00 – 16:00, Monday through Friday, excluding federal holidays and PACAF Family Days. If performance of work outside of these hours will be required to meet the scheduled dates stated above, include desired working hours in Proposal.

9.0 Security.

There are security requirements for performance of the site survey. Escorts may be required, as some work will be performed in secure facilities. It is the Government’s responsibility to provide escorts. To ensure performance starts as soon as possible, the contractors shall provide the names, social security numbers, driver’s license numbers and state/country of issue, and birth date of the personnel who will be performing the site survey. This information is required to grant access to the base.

9.1 Safety.

The Contractor shall be responsible for complying with all local, agency, host nation, and federal safety guidelines.

9.2 Accident/Incident Reporting and Investigation.

The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel to the Base Safety Office (35 FW/SE). The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the Government elects to investigate the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

9.3 Subcontractor Safety.

The Contractor shall be responsible for ensuring subcontractors satisfy the safety and health requirements set forth in OSHA standards, any host nation or local procedures, and other provisions of this contract.

9.4 Hazardous Materials, Environmental and Other Local Requirements.

The Contractor shall meet with appropriate local environmental, and CE offices prior to the commencement of work.

9.5 Potential Problems.

The Contractor shall determine any potential problems with the projected work in areas that may contain asbestos, hazardous materials, and hazardous wastes and local procedures to be followed in the event such problems are encountered.

9.6 Disposal/Reporting.

The Contractor shall comply with local procedures concerning the use, disposal, or reporting of hazardous materials.

9.7 Hazardous Material Identification.

The Contractor shall submit Safety Data Sheets (SDS) IAW FAR Clause 52.457-3 for any hazardous materials (paints, solvents, cleaners, encapsulating compound, etc.) to be used in performance of the contract. The Contractor shall file the SDS(s) with the Base Environmental Management Office prior to using hazardous material.

9.8 Environmental Assessment.

The Contractor shall ensure that any required environmental assessments have been accomplished and that any problems identified have been resolved before beginning work. The Contractor shall immediately notify the Contracting Officer if an environmental assessment has not been accomplished.
