About this file
This document is a Request for Information (RFI) from the Department of the Air Force, 35th Fighter Wing at Misawa Air Base, Japan, seeking potential sources for an Infrared Autonomous Snow Melting System.
The key requirements include a mobile, high-radiant heat lamp capable of melting approximately 10 square meters of snow, an automated snowfall sensor and controller system, and a mobile solar-powered generator that can also use fossil fuel or electricity as a backup power source. The government is seeking feedback on the feasibility of providing equipment to meet these specifications at Misawa Air Base, Japan, availability in the commercial market, response and mobilization timelines, and any factors that could hinder vendors' ability to provide the required commodities. Responses are due by 23 Aug 2024 and should be submitted electronically to the provided POC. This RFI is not a solicitation, and the government will use the feedback to inform its acquisition strategy.

Request for Information (Not a Notice of Solicitation)
The United States Air Force, 35th Contracting Squadron, Misawa AFB, Japan is seeking potential sources who are eager to provide an Infrared Autonomous Snow Melting System for Misawa Air Base, Japan.
This is a commodity. The North American Standard Industry Classification System (NAICS) Code anticipated for this acquisition is 339999. All responsible offerors shall specify that their qualification meets the requirements provided in the below table of Salient Characteristics and provide detailed information to show clear capability.
Item Description Snow Melting Device Mobile, high-radiant heat lamp to melt snow with continuous application of thermal radiation to a localized area. It should be capable of melting about 10 sq/m of snow per unit.
Snowfall Sensor & Controller Automatically determines when snowfall and/or accumulation is great enough to activate the melting devices. This ensures no excess power is wasted without needing to be manually activated.
Solar Generator Mobile, solar-powered generator to attach to heat lamps and sensors. Generator must be small, maneuverable, and able to output enough energy to keep the lamps powered throughout the day. It must also be able to use fossil fuel and/or electricity as a backup power source for dark days.
The purpose of posting this RFI is to elicit feedback from potential offerors. In general, the Government needs to understand items that could hinder industries’ ability to provide the commodities described in the Salient Characteristics. Therefore, please provide feedback for the following items:
