Request for Information (Not a Notice of Solicitation)
The United States Air Force, 35th Contracting Squadron, Misawa AFB, Japan is seeking potential sources for the Hospital Administration Service provider, 35th Medical Group, Misawa Air Base, Japan. This is not a personal service. The North American Standard Industry Classification System (NAICS) Code anticipated for this acquisition is 561110. All responsible offerors shall specify that their qualification meets the requirements provided in the attached tentative Performance Work Statement (PWS) and provide detailed information to show clear capability. Please note that the attached PWS is a DRAFT PWS only. It is subject to change based on the feedback that you provide.
One of the purposes of this posting is to elicit feedback on the draft PWS from potential bidders. In general, the Government needs to understand items that could hinder industries’ ability to provide the services described in the draft PWS. Therefore, please provide feedback for the following items:
1. Is there anything in the draft PWS that you do not understand and would like clarification on?
2. Is there anything in the draft PWS that is outside of “normal commercial practices”? Please list them.
3. Is there anything in the draft PWS that would make it difficult to fill this service that you have not previously addressed in questions 1 & 2?
All responsible offerors shall submit a response demonstrating their capabilities to provide the required services to the Primary Point of Contact listed below. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.
Any information submitted by offerors to this request for information is voluntary. This request for information is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Offerors will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition and other decisions regarding acquisition strategy.
Response Submission:
All responsible offerors shall submit a capabilities package that explicitly demonstrates the capabilities of the contractor to fulfill the requirements outlined in the draft PWS. Responses must be submitted electronically to the following email address: makoto.kurauchi.jp@us.af.mil in a PDF file or Microsoft word 2010 or earlier compatible format to be received no later than 9:00 on 20 Aug 2019 JST or 20:00 on 19 Aug 2019 EST. Direct all questions concerning this posting to Mr. Makoto Kurauchi, Contract Administrator, email:
makoto.kurauchi.jp@us.af.mil
Paper responses will not be accepted. Please refrain from presenting marketing type material.
