REQUEST FOR QUOTATION:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA520518QB058; this solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-99, DPN 20171228, and AFAC 2018- 0525. This acquisition will be full and open competition.

Offerors may use another format for submission of a response to this RFQ. All responses must contain the minimum information required as listed below.

The Government reserves the right to award a contract for less than the quantity indicated in the solicitation.

Contractors should only provide pricing for the amount of time they can actually provide the service. The lowest priced quote will undergo a technical evaluation, if that offeror receives an acceptable technical rating, no other proposals will undergo a technical rating. A best value determination will be made to determine who the contract is awarded to.

EVALUATION CRITERIA:

Evaluation of quotations will be completed in accordance with FAR 13.106-2. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and represents the best value to the Government.

Evaluation Factors: (1) Technical and (2) Price.

Contractor must provide proof that they/their employees meet the qualification requirements of paragraph 1.15.1 in the Performance Work Statement.

Contractors must be actively registered with the System Award Management (SAM). Lack of registration in the SAM database will make an offeror ineligible for award. The Contractor is required to confirm on an annual basis that its information in the SAM database is accurate and complete at https://www.sam.gov/. Contractors must be registered in Wide Area Work Flow (WAWF). The WAWF system is the method to electronically process vendor payment requests and receiving reports, at http://wawf.eb.mil/. (Authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports)

AWARD DETERMINATION: As a result of the Government‘s aforementioned evaluation, offerors quotes received by the deadline stated in the solicitation will be sorted from lowest priced to highest. If the lowest priced offer is determined to be technically aceeptable, no other offers will receive a technical evaluation. If the lowest priced does not receive an acceptable technical rating, the next offer will be evaluated, and so on, until an offer receives an acceptable technical rating. Of those quotes, an award determination will be made to the offeror whose quote offers the best value to the Government and conforms to the requirements of the solicitation and Performance Work Statement (PWS).

The Government reserves the right to award a contract for less than the quantity indicated in the solicitation.

Contractors should only provide pricing for the amount of time they can actually provide the service. All proposals that receive an acceptable technical rating will then undergo a price comparison based on their monthly rate. A best value determination will be made to determine who the contract is awarded to.

(b) Options. The total amount of all options along with a six month extension added to each option year will be used to evaluate the aggregate price; however the total actual value of the contract will not reflect the six month extension as it is dependent on the year it is used and may not be used at all.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract once the awardee signs or begins work. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDA TO FAR 52.212-4

FAR 52.212-4 is tailored as follows:

Paragraph (k), Taxes, is changed to read "Exemption from Japanese customs duties and taxes. Resulting contract shall be exempt from customs duties and taxes of Japan, in accordance with article XI and XII of the status of Forces Agreement between Japan and the United States.

This is applicable to Japanese contractors only.

52.217-8 -- Option to Extend Services.

As prescribed in 17.208(f), insert a clause substantially the same as the following:

Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days.

52.217-9 -- Option to Extend the Term of the Contract.

As prescribed in 17.208(g), insert a clause substantially the same as the following:

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years, 6 months.

AFFARS 5352.201-9101 -- OMBUDSMAN (APR 2014)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsmen, Air Force Installation Contracting Agency (AFICA)/KP Director, 1940 Allbrook Drive, Building 1, Wright- Patterson AFB OH 45433, Phone: (937)257-5529, Fax: (937)656-0919. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/HQ AFICA/AFISRA/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330- 1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
