STATEMENT OF OBJECTIVES (SOO)

Building 949 – Hangar Audio Video System

1. SCOPE: Misawa Air Base, Japan requires an Audio Video (AV) System to be provided and installed for mass gatherings in Building 949, a repurposed aircraft hangar, to address up to 1,700 personnel. The Contractor shall provide all installation, management, administrative support, supervision, labor, personnel, equipment, transportation, tools, materials, shipping/handling, and other items or services necessary. All work performed must be in compliance with commercial practices and industry standards. Upon completion work areas shall be free of any debris generated as a result of work performed and cleaned to the specifics of the proposed Statement of Work (SOW); an appointed government representative will perform inspection and acceptance.

2. REQUIREMENTS: The Contractor shall propose an AV solution with a SOW that provides the following:

2.1. An AV System capable of addressing 1,700 personnel that is user friendly and easy to use; “turn-key” or “one-button”.

2.2. Audio Clarity – provide clear audio with minimal reverberation. Potentially use numerous “lower volume” omnidirectional speakers to account for facility echo.

Equipment needs to be protected from interference (AM Radio band specifically).

2.3. Microphones – include six (6) wireless microphones with enough range to use anywhere in the venue. Receiver system must support at least six (6) microphones simultaneously. Equipment needs to be protected from interference (AM Radio band specifically).

2.4. Video –two (2) motorized projector screens with projectors capable of displaying WUXGA resolution (or similar) at the appropriate lumens for legible slide shows and video at a distance of 120 feet (36.5 meters). Additionally equipment must be mounted from building rafters to avoid damage.

2.5. Control System – provide central control system for all equipment to include;

motorized projector screens, audio levels, and video inputs. Provide multiple audio and video inputs; at a minimum include DVI, HDMI, and audio inputs compatible with laptops & media players to connect to projectors and audio system.

2.6. Storage – weather resistant, securable AV rack/cabinet for control system opposite of presenter (behind audience) for optimized control of the system and audio levels.

2.7. All installation, management, administrative support, supervision, labor, personnel, equipment, transportation, tools, materials, shipping/handling, and other items or services necessary.

2.8. Warranty for all equipment and cabling with extended support for trouble shooting/fault resolution.

2.9. Training on all equipment, a system specific user guide, and a logical wiring diagram.

3. Facility Information

3.1. Building 949 is a multifunction open-bay aircraft hangar style facility with limited weather insulation and sound isolation.

3.2. Crowd is typically oriented towards internal office mezzanine or the hangar doors.

3.3. See attachment for building dimensions and electrical specifications. NOTE: Any work requiring access to Communication or Maintenance or Electrical Rooms shall require a minimum of 72 hour advance notice.
