1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, transportation, supplies, materials, manuals, tools and test equipment necessary to perform Repair Service, System
Optimization/Modification, PMIs, and Engineering/Technical Support. Repair service consists of routine service and emergency service. Contracting Officer Representitive (COR) will authorize services to be performed by issuing a Job Control Number (JCN). The Government will not reimburse the contractor for responding to a request for service initiated by unauthorized personnel, or for services performed by the contractor, which were not requested by the COR. The estimated quantity of work is listed in Appendix
1, Workload Estimate. Appendix 1 does not cover all workload items; it is only the Government's best estimate of the workload the contractor should expect during the period of this contract.
1.1. CATEGORIES OF WORK
1.1.1. REPAIR SERVICE. Perform repair services to all PWCS equipment identified in Appendix 4, Equipment Inventory. Upon completion of repair, the PWCS equipment will perform its intended purpose in a manner equal or superior to the manufacturer's original standard of performance, and will operate to within specifications of the manufacturer, and the Federal Communications Commission
(FCC). The contractor shall replace any defective, excessively worn, inoperative, or malfunctioning components/parts. There are two categories of repair services: routine service and emergency service.
The contractor shall, upon request of the COR, provide the following services:
1.1.1.1. REPAIR SERVICE ON PORTABLE EQUIPMENT. Repair services on portable equipment shall be performed at the contractors shop. These repairs shall include troubleshooting and repair/ replacement of internal components.
1.1.1.2. REPAIR SERVICE ON MOBILE EQUIPMENT. Repair services on mobile equipment installed in a vehicle may be accomplished at the contractor's shop. The COR will ask the vehicle user to drive the vehicle to the contractor's shop. If the vehicle cannot be moved, due to ongoing vehicle maintenance for example, the contractor may choose to perform the work at the vehicle location, or ask the COR to re-schedule maintenance to a later date when the vehicle is able to be driven to the contractor's shop. If removal becomes necessary, contractor shall uninstall the item. The contractor will then perform service and inform COR when service completed. COR will schedule the reinstall of the item to the original location in the vehicle with the vehicle user. Prior to removal and reinstallation, the contractor shall coordinate with the COR and inform him of the reason for removal and anticipated return date.
1.1.1.3. REPAIR SERVICE ON FIXED EQUIPMENT (BASESTATION/REAPEATER). Repair services on equipment fixed to a location will be accomplished at the equipments location unless authorized by the COR for repair elsewhere, such as at the contractor’s shop. Authorization will normally be given only when repair or service requires special tools or equipment which cannot be conveyed to the site, or when the nature of repairs or services makes on-site performance impractical. If removal becomes necessary, the contractor or qualified personnel designated by the COR shall uninstall the item. The contractor shall then perform service, and return the equipment to COR. COR will schedule with the contractor or qualified personnel designated by the COR to reinstall the item to the original location. Prior to removal and reinstallation, the contractor shall coordinate with the COR and inform him of the reason for removal and anticipated return date.
1.1.2. ENGINEERING/TECHNICAL SUPPORT. The contractor shall, upon request of the COR, provide the following services:
1.1.2.1. System engineering support on existing base PWCS systems and assistance in formulation of new systems in order to satisfy the requirements in accordance with Appendix 1. A cost estimate shall be

1.1.3.1. FIXED EQUIPMENT. Programming of fixed equipment will be accomplished at the equipment location unless authorized by the COR for repair elsewhere, such as at the contractor’s shop.
Authorization will normally be given only when repair or service requires special tools or equipment which cannot be conveyed to the site, or when the nature of repairs or service make on-site performance impractical. If removal becomes necessary, the contractor shall uninstall the item, perform service, and reinstall the item to the original location. Prior to removal and reinstallation, the contractor shall coordinate with the COR and inform him of the reason for removal and anticipated return date.
1.1.3.2. MOBILE EQUIPMENT. Programming on mobile equipment installed in a vehicle may be accomplished at the contractor's shop. The COR will ask the vehicle user to drive the vehicle to the contractor's shop. If the vehicle cannot be moved, due to ongoing vehicle maintenance for example, the contractor may choose to perform the work at the vehicle location, remove the equipment and perform the work at the contractor's shop, or ask the COR to re-schedule programming to a later date for when the vehicle is able to be driven to the contractor's shop. If removal becomes necessary, the contractor shall uninstall the item, perform the programming, and reinstall the item to the original location in the vehicle.
Prior to removal and reinstallation, the contractor shall coordinate with the COR and inform him of the reason for removal and anticipated return date.
