1. DESCRIPTION OF SERVICES: The contractor shall furnish all labor, materials, supervision, tools, equipment, parts and transportation necessary to design, build, and erect maintenance platform systems required for the ease of F-16 full painting operations. All work is to be performed onsite at Bldg 3130, Misawa AB, Japan, in accordance with the Statement of Work (SOW) and commercial standard.

2. PRODUCT DETAILS:

2.1 Construction Material: The maintenance stands shall a of 6061-T6 aluminum modular system that allows maximum access to the airframe while minimizing the stand footprint.

2.1.1 Decks: Each individual section stand shall be rated to accommodate 1,000 lbs. (personnel and tools) and have hand rails for fall protection that comply with all OSHA and AFOSH regulations/standards.

2.1.2 Casters: Each stand shall have a minimum of 4 swivel casters with brakes and swivel locking mechanisms on the wheels for ease of independent movement, positioning and wheel locking capability for stability while personnel are working on the stands.

2.1.3 Latches: The stands shall have sturdy, latching mechanisms (clamp) sufficient in size and quantity that will allow them to be attached to one another for stability and movement as an assembly.

2.1.4 System Movement: The stands shall provide access around the aircraft.

2.1.4.1 The stand must be constructed of light weight materials, using quick release locking devices and combined with the minimal horizontal push/pull forces will allow:

a. Any section of stands to be connected or disconnected from each other and removed

b. within one minute utilizing four personnel.

c. Any section of stands to be maneuvered by minimum of four personnel.

d. Entire system to be positioned around aircraft in less than one hour using six personnel.

2.1.5 Air Lines: All sections of the stands shall be plumbed with 3/8” air lines for shop use compressed air capable of sustaining 150 psi at 250 CFM.

2.1.6 Padding: All areas that make contact with the aircraft shall be padded using non-marking pads. All components shall be included, so as to provide a complete and fully operational system.

2.2 The stands shall be manufactured in compliance with all OSHA and AFOSH regulations/standards. Also, the stands shall be fabricated with non-corrosive materials such as aluminum and have corrosion resistant fasteners, hardware, attachment devices and other materials.

2.3 Sharp edges, burrs, and pinching and other dangers to maintenance personnel shall be eliminated during fabrication.

2.4 All parts and assemblies requiring welding shall be accomplished in accordance with American Welding Society structural aluminum specifications D1.2 by a certified welder

2.5 The stands shall have the capability for the height to be adjusted by a manually activated wheel jack.

2.6 The deck surfaces shall be fabricated to prevent slippage, and prevent injury due to maintainers kneeling.

2.7 Fabricate joints in a manner to discourage water accumulation. Provide weep holes to drain any water accumulated in exposed joints.

2.8 There shall be a tail stands shall with a deck(s) height of 114” that facilitates access to both sides of the vertical stabilizer at the same time and deck at a height of 144” that allows access to the top of the vertical stabilizer.

2.9 These shall be two nose barrel stands with deck height of 74” to aid the painting process on either side of the nose of the aircraft.

2.10 MATERIALS.

2.10.1 Drawings and Manufacturer’s Instructions:

Offeror must provide Layout drawings of each stand in relation to the supporting structure indicating the locations of all components in the system properly labeled for identification (i.e. right side handrail, swivel caster, ect).

2.10.2 Systems Manual Contractor shall furnish a manual in English including the following:

a. Maintenance and Inspection Procedures: Including parts list, maintenance, servicing and troubleshooting requirements for all equipment.

b. Operation Procedures: Indicating proper use of equipment for safe operation of the systems.

c. Material Control: All system components shall contain serial numbers, permanently stamped or engraved, identifying the specific job and system they are used for. These serial numbers shall be recorded in the system manual as described in 1.4 and forwarded to the owner upon completion of the project.

2.10.3 All materials shall be new, and completed Maintenance Stands shall be the product of one manufacturer or the manufacture’s authorized installer regularly engaged in the design, production and installation of such equipment.

2.10.4 Maintenance Stands: Stands shall be fabricated with 6061-T6 aluminum

2.10.5 Components: All system connectors, bolts, washers, and nuts shall be manufactured from stainless steel: ASTM A 666, Type 316. All connectors shall comply with OSHA regulation 1926.502. Fabricated supports required for additional support shall be same material as the main structure.

2.11 SUBMITTALS

2.11.1 The following shall be submitted in accordance with, in sufficient detail to show full compliance with the specifications:

2.11.2.1 Pre-installation Submittals:

Material and Equipment Lists shall be submitted for approval14 days. The list will include:

a. Test Certificate: Indicating completion of proof load testing on installed systems.

b. Product Certificate: Containing the manufacturer's serial number, name and part number of each individual component used in the systems. Manufacturer’s catalog data indicating the sizes, descriptions, capacities, test certifications, and other descriptive data showing sufficient detail that the product complies with the contract requirements shall be submitted for approval.

3. EXECUTION:

3.1 DELIVERY STORAGE AND HANDLING Shipping, storage and handling will be in Bldg 3130, at Misawa AB, Japan.

3.2 ASSEMBLY: Assemble according to approved drawings and manufacturer's instructions and recommendations. Maintenance stands shall be assembled by manufacturer's authorized, trained and certified personnel.

3.3 OPERATOR TRAINING: Contractor must provide operator and maintenance training after system has been assembled and proof tested. Training shall be onsite for at least 4 people.

4. CLEAN-UP AND DISPOSAL OF DEBRIS: All debris and excess material generated from work shall be removed from the job site by the contractor and disposed of outside the boundaries of Misawa Air Base IAW all applicable laws of Japan. Exception: See para 5, Hazardous Waste. The contractor shall ensure that the work area is in a clean state after each work period (day). The area shall be returned to the original state that the area was in prior to starting performance of this contract.

5. HAZARDOUS WASTE: Any hazardous material used or accumulated in disassembling old furniture and installing the new laboratory furniture and bench tops must be accompanied by a Material Safety Data Sheet. Hazardous waste shall be cleaned and packaged by contractor in accordance with Japanese Environmental Guidance, local, and U.S. Federal laws. The contractor shall notify 35 MXG/QA of any hazardous waste or material. 35 MXG/QA Environmental will coordinate and dispose of any hazardous material with the Defense Reutilization and Marketing Office at Misawa AB, Japan.

6. CONTRACTOR MANAGER: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

7. CONTRACTOR’S EMPLOYEES PASSES AND VEHICLE PASSES:

7.1 Prior to the start of on-site work, the contractor shall submit applications for base passes (listed below) to the Contracting Squadron, 35 CONS/LGCB, Bldg. 656, for all employees, including subcontractor employees, and vehicles requiring access to Misawa Air Base in order to perform under this contract.

7.1.1 5 AF Form 99, Application for Base Pass, for Employees.

7.1.2 35 FW Form 54, Application for Vehicle.

7.2 Upon completion of this contract, the contractor shall return all employee and vehicle passes to the Visitor Control Section, 35 SFS/SFOP, Bldg 301, and obtain a Certification of Receipt. Final payment will be withheld until the contractor has accomplished required clearances.

8. SECURITY REQUIREMENTS:

8.1 Misawa AB Fire Prevention

8.1.1 The contractor shall be responsible for fire prevention in all contracted area, and be free from any potential fire hazards. The contractor shall comply with the following fire prevention guidance.

8.2 Fire Reporting

8.2.1 The primary emergency reporting number on Misawa Air Base is 911 or 0176-53-1911 from off base. Fire Department operations take place out of bldg 947 and 3003 for main base, and bldg 1940 for the north housing area.

8.2.2 On-base telephones if any, in the on-base warehouse(s) shall have “911” stickers.

8.2.3 All contractor-employed personnel shall be familiar with fire reporting numbers and procedures, and shall to put the number “0176-53-1911” into his/or her mobile-phone.

8.3 Vehicles

8.3.1 Access for fire fighting vehicles must be maintained at all working sites.

8.3.2 Contractor’s vehicles shall not be parked within 15 feet of any fire hydrant of Fire Department connection.

8.3.4 Contractor’s vehicles shall give the right-of-way to responding fire/emergency vehicles.

8.4 Electrical Hazards

8.4.1 All the contractor’s electrical tools and equipment shall be in good (original) working condition and its maintenance shall be done properly in compliance with manufacturer’s maintenance instructions.

8.4.2 All extension cords used shall be equipped with circuit breakers and plugged directly in the outlets (not other extension cords).

8.4.3 Building utility panels shall not be blocked by contractor tools/supplies.

8.5 Storage

8.5.1 Flammable liquids shall not to be stored inside the warehouses, next to the buildings, or near exit ways.

8.5.2 Fire protection system shall not be obstructed at any time. Carpet storage shall be neat in a manner which does not present fire/safety hazards and not to block the access to where fire-extinguishers are mounted.”

9. GOVERNMENT REMEDIES: The Contracting Officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items, for Contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

10. CONTRACTOR FURNISHED ITEMS: Except for those items or services specifically stated as Government Furnished, the contractor shall furnish everything needed to perform this contract according to all its terms. All contractor furnished material shall meet the commercial environmental safety standards.

11. MATERIAL APPROVAL SUBMITTAL: The Contractor shall submit the Manufacturer’s Safety Data Sheet (MSDS) for chemicals and hazardous materials, if any, to the Contracting Officer for approval prior to use in accordance with instructions indicated in AF Form 3000, Material Approval Submittal. Submission of material samples, such as repair parts shall be made in the same manner upon request by the Contracting Officer. Submit 14 days prior to work for approval.

12. WORK SCHEDULE SUBMITTAL: Work schedule shall be submitted to the Contracting Officer for entire service prior to work for approval.

13. HOURS OF OPERATION:

13.1 NORMAL HOURS OF OPERATION: The contractor will be allowed to work from 0730-1600 Monday-Fridays, and 0800-1600 on Saturday and Sundays until completion, to include legal holidays.

13.2 “PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE

NATIONAL COMMAND AUTHORITY OR OVERSEAS CO MBATANT

COMMANDER.

14. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government facilities, equipment and materials shall be secured.

15. NO SMOKING: No smoking is authorized in Bldg 3130, but in the designated smoking area outside Bldg 3130.

16. SPARK/FLAME PRODUCING EQUIPMENT: The Misawa AB Fire Dept shall be notified 2 weeks in advance if any flame spark/flame producing equipment will be used IAW Misawa AB FD regulations.

17. GOVERNMENT FURNISHED SERVICES.

17.1 TELEPHONE SERVICES: Pay telephones are available throughout the base. Other than access to these telephones the Government will not provide telephone service to the contractor.

17.2 SECURITY FORCES AND FIRE PROTECTION. Government telephones are located throughout the base. The only time the contractor or its employees are authorized to use these telephones is to contact the Base Security Forces and the Base Fire Department. The Emergency Phone Number is 911.

18. GOVERNMENT FURNISHED UTILITIES: The Government will provide water, electricity and restroom/wash room services as available at the work site. The utilities are to be used only in connection with the performance of this contract.
