About this file

This is a Draft Statement of Work (SOW) for comprehensive metes and bounds surveys across three international airports in the Commonwealth of Northern Mariana Islands (CNMI): Saipan, Rota, and Tinian. The U.S. Air Force Pacific Air Forces seeks to lease land near these airports for constructing storage warehouses and equipment pads, requiring precise property boundary surveys. The contractor will conduct field survey services including locating property corners, setting monuments, measuring distances and angles, identifying encroachments, and researching property records.

The project requires delivering survey plat maps, legal descriptions, and digital files with high accuracy standards (+/- 0.02 feet linear measurements, +/- 30 seconds angular measurements). The work scope covers surveying approximately 7 acres at Rota International Airport, 5 acres at Saipan International Airport, and optional equipment pad surveys at each location (2 pads of 1,200 sq ft each). The project timeline includes 60 days for research and field work, 90 days for draft survey submittal, and 120 days for final deliverables. All work must comply with CNMI laws, Board of Professional Land Surveyors regulations, and industry standard practices. The solicitation is currently in pre-solicitation status under Solicitation Number FA5025SS0003.
