About this file

This is a Request for Information (RFI) document for the Tinian Well Installation project. The RFI solicits information regarding the installation of submersible water well pumps at two wells—Ushi and M-10—located in the Tinian North Field, Commonwealth of the Northern Mariana Islands (CNMI). The primary purpose of the installation is to establish a reliable and sustainable water supply for non-potable applications, including dust suppression, soil conditioning, and general field use. The Department of the Air Force Pacific Air Forces is the contracting agency responsible for this opportunity (Solicitation Number: FA502526QD008).

The RFI requests questions and answers (Q&A) from interested parties with a deadline of February 10, 2026, at 1530 Chamorro Standard Time (CHST). According to the opportunity description, the original solicitation timeline was extended due to delayed Q&A submissions. No specific pricing terms, set-asides, incumbent contractors, or award dates are detailed in the available documentation. Potential respondents should note the geographic location in Tinian and the non-potable water application requirements when formulating their submissions.

Q&A Please see below for the RFIs that have been submitted:

1. For the 60 days PoP, we are requesting that it start upon the approval of the submittals and arrival of the materials to Tinian. There are a lot of uncertainties on the lead time for pumps, electrical panels, etc that are BAA compliant.

1. Response: The 60-day Period of Performance is for the on-site construction and commissioning portion of the work, commencing with the issuance of the formal Notice to Proceed (NTP). The Government recognizes the potential for long lead times on BAA-compliant materials. The time required for submittal approvals and material procurement prior to mobilization should be factored into the contractor's overall project schedule but is separate from the on-site PoP. Any significant, documented material delays should be communicated to the Contracting Officer immediately.

2. For the permanent power connection please advise the Government's scope/responsibility - are there power poles, transmission lines and transformers available and near the site or should the Contractor account for these utility costs in our proposal?

Response: The Government will provide a 460V/3-Phase power source at a connection point (e.g., junction box) located within 100 feet of each wellhead. The Contractor is responsible for all subsequent work, including trenching, conduit, wiring, and final connections from that point to their supplied equipment.

3. Can you please provide a brand name for this pump? Please also send me the nametag

1. Response: This is a performance-based specification for a new system installation; there is no existing pump. No specific brand is required. The Contractor is responsible for selecting a new, BAA-compliant pump system that meets all performance requirements outlined in the PWS and this RFI response.

4. GPM of pump required (yes, we see what the wells produce) but how much do they want pump in gallons per minute?

1. Response: As stated in Section 3.1 of the PWS, the target flow rate is approximately 50,000 GPD. This equates to a design flow rate of approximately 35 Gallons Per Minute (GPM).

5. TDH (total dynamic head) requirements, or horsepower required for the water to reach its final destination?

6. Is this open flow into a holding tank, or pressure system installation?

7. Size of the wells? Do they want 4” pump/motor, 6” pump/motor?

8. We see the power available may be 3/460V, this must be confirmed.

9. Pump setting for pipe, wired, check valves etc.?
