About this file

This Performance Work Statement (PWS) details metes and bounds surveys for land near Saipan and Rota International Airports in the Commonwealth of Northern Mariana Islands. The U.S. Government seeks to lease approximately 19.7 acres at Rota International Airport and 8.3 acres at Saipan International Airport to construct storage warehouses and equipment pads. The survey objectives include establishing precise property boundaries, measuring distances and bearings, locating property corners, identifying encroachments and easements, and preparing comprehensive documentation.

The contractor must conduct field survey services, including verifying existing property corners, setting new monuments, measuring angles and elevations, researching property records, and coordinating with the Federal Aviation Administration. Deliverables include a survey plat map, legal description, field notes, and digital files in AutoCAD and PDF formats. Technical specifications require linear measurement accuracy within 0.02 feet, monument placement within 0.05 feet, and use of 2-inch diameter U.S. Navy boundary markers. The project is managed by PACAF A4C Regional Planning Team – Micronesia at Andersen Air Force Base, Guam, with a survey completion timeline of 60 days after contract award and final deliverables due 10 days after map approval.

1.1 Background

The U.S. Government seeks to lease land near the Saipan International Airport and Rota International Airport to construct storage warehouses and equipment pads. Metes and bounds surveys of each location are required for the CNMI Commonwealth Port Authority (CPA) to develop the lease agreements.

1.2 Objective

The purpose of this SOW is to perform comprehensive metes and bounds surveys of property located at Saipan International Airport and Rota International Airport. The survey shall establish precise property boundaries and provide accurate measurements and bearings of all property lines. See:

Attachment A for project boundaries at Rota International Airport.

Attachment B for project boundaries at Saipan International Airport.

Attachment C for project boundaries at Rota International Airport.

Attachment D for project boundaries at Saipan International Airport.

2.0 Scope of Work

The Contractor shall

Furnish all labor, equipment, and materials necessary for carrying out this SOW

2.1 Field Survey Services

Locate and verify existing property corners and monuments Set new monuments where corners are missing or destroyed Measure distances, angles, and elevations using appropriate surveying instruments Identify and locate all visible encroachments, easements, and improvements Research and tie into established control points or benchmarks and show balanced and adjusted traverse nails used when determining boundaries on a separate plot before plats are filed.

Document all findings with field notes and sketches to be provided as a deliverable All services rendered shall comply with this SOW, attached drawings, and referenced criteria Mark the boundary line for locations specified in Attachment A and Attachment B with flagging tape. Attach either fluorescent orange or red-and-white striped flagging tape to trees or vegetation at shoulder height where applicable or attach flagging to stakes driven in the ground, spaced approximately 20 feet apart.

2.2 Research Services

Review deed records, plats, and previous surveys Research property chain of title for boundary evidence Examine recorded easements and restrictions Review municipal records and federal requirements for setback requirements and zone information Coordinate with Federal Aviation Administration and local utility companies to identify all pertinent easements

2.3 Deliverables

Survey Plat Map approved and recorded by the Division of Registration and Land Survey showing:

o Identify and include adjacent property owners, deed/plat book, and page number o Location of features within 5 feet of both sides of the proposed boundaries o Metes and bounds description with precise bearings and distances o Location of all found and set monuments o Dimensions and area calculations in both English and Metric Units o North arrow and scale o Legend and notes o Surveyor’s certification and seal

Written Legal Description signed and stamped by the surveyor suitable for deed preparation

Field Notes, documentation of survey methods, and field sketches Digital Files (.dwg AutoCAD 2014 or later but not newer than AutoCAD 2020 and .pdf)

3.0 Technical Specifications

3.1 Accuracy Standards

Linear measurements: +/- 0.02 feet Monument placement: +/- 0.05 feet from calculated position All measurements shall be referenced to CNMI’s required coordinate system.

3.2 Monument Standards

Set 2” diameter U.S. Navy Boundary Marker marked with surveyor’s license number

(U.S. Navy will provide 2” diameter brass disk boundary markers) Minimum 18” length, driven to refusal or as required by local standards All monuments set flush with ground surface unless otherwise specified

4.0 Exclusions

This survey does not include:

Topographic mapping or elevation certificates Wetland delineation or environmental assessments Subsurface utility location Building layout or construction staking Interior improvements or square footage calculations

5.0 Schedule and Deliverables

Research and Field Work Completion: 60 days after contract award Draft Survey Submittal to U.S. Navy for review: 90 days after contract award Draft Survey Submittal to Division of Registration and Land Survey: 30 days after U.S.
