About this file

This is a Questions and Answers document clarifying technical and contractual requirements for a telehandler procurement.

The solicitation requires a new, unused telehandler in current production configuration with a 72-inch Hydraulic Fork Positioner as a mandatory work tool attachment. A 72-inch Side Tilt/Rotating carriage is not required. The reference operating weight of 29,838 pounds is treated as a nominal catalog value, and the fully configured compliant machine is permitted to exceed this weight. Equipment must be manufactured in the USA under the Buy America Act, which applies to this small business set-aside requirement; the Trade Agreements Act does not apply, making equipment from Mexico, China, or other countries unacceptable. All import documentation and customs clearance fees for delivery to Guam must be priced independently by the offeror.

Award evaluation will be based on best value considering technical compliance, delivery schedule, and price. Quotations must include the equipment make and model along with a technical data sheet demonstrating compliance with the salient characteristics. Any smaller fork positioner (such as the manufacturer's 53-inch maximum offering) is not acceptable.

Text version

The specs require Hydraulic Fork Positioner 1,829 mm (72"). Our manufacturer's largest fork positioner is 53". Will this be acceptable?

53" NOT acceptable

The Salient Characteristics list both a 72-inch Side Tilt/Rotating carriage and a 72-inch Hydraulic Fork Positioner. Are these two separate carriage/work-tool configurations required to be delivered with the machine, or is one carriage required that must provide both functions?

72-inch Hydraulic Fork Positioner – Required

72-inch Side Tilt/Rotating carriage – NOT Required

Caterpillar identifies 29,838 lb as the TH1055 reference operating weight, while the required 115 hp engine, enclosed cab, and solid tires are separately listed as weight additions. Should 29,838 lb be treated as a nominal/reference catalog value, with the fully configured compliant machine permitted to exceed that weight, or is 29,838 lb an exact maximum/required configured operating weight?

29,838 lb as nominal/reference catalog value, with the fully configured compliant machine permitted can exceed that weight

Must the telehandler be new/unused current production, or may used/remanufactured equipment be offered if it fully meets the salient characteristics and warranty requirement?

new/unused current production

What evaluation method will be used for award, and should the quotation include manufacturer/model information and a technical compliance/data sheet mapping the offered unit to the salient characteristics?

Evaluation will be based on best value looking at technical compliance, delivery, and price.

The Quotation should include make and model of the equipment along with technical data sheet.

For Guam import/customs clearance, will the Government furnish any property, tax, or customs documentation needed to identify/process the shipment as U.S. Government property, or should the offeror price all required documentation and fees independently?

Offeror should price all required documentation and fees independently

Are there any Buy America or Buy American requirements, including FAR 52.225-5, applicable to this solicitation? Additionally, would equipment manufactured in other countries, such as Mexico or China, be acceptable? Could you please clarify the applicable country-of-origin requirements for this solicitation?

Buy America Act does apply to this requirement. As this is a small business set aside the trade agreement act would not apply to this requirement. So manufactured end products should be manufactured in the USA.
