About this file
This is a Statement of Objectives (SOO) for procuring laundry services to support approximately 120 deployed service members at Tinian, Commonwealth of the Northern Mariana Islands (CNMI). The contractor must provide one of two solution options: either a turnkey mobile laundry solution with all necessary equipment (trailers/containers), personnel, maintenance, logistics, and supplies, or laundry services through a local business with equivalent comprehensive support. Both options must support continuous operations and scale to accommodate fluctuating troop levels, with self-service options permitted provided the contractor maintains full responsibility for equipment operation and maintenance.
The contractor must achieve five core performance objectives: process a minimum of 490 pounds of laundry daily with guaranteed maximum turnaround time; provide full laundry services a minimum of three times weekly (or maintain fully operational self-service units); ensure all items are thoroughly cleaned, dried, and sanitized according to military and CDC health standards; maintain 95% or greater operational uptime with rapid-response maintenance capable of repairing or replacing inoperable equipment within 12 hours; and develop an environmentally efficient system that minimizes water and power consumption while ensuring compliant containment, treatment, or removal of gray water and chemical waste per local and Department of Defense environmental regulations. The place of performance is San Jose, Tinian, with the estimated period of performance being five months starting as soon as possible, with month-to-month extension options. The contractor must provide ten-day notice before work begins and coordinate equipment delivery with 356 ETSG CONS. Service Contract Act Wage Determination WD#2015-5693 applies to all services provided. The contractor must specify whether the solution requires government-furnished utilities (water and power) or operates entirely self-sufficiently, noting that no guarantee exists for government provision of water, power, hardstand pads, force protection, internet, or trash removal.

Statement of Objectives (SOO)
Project Title: Laundry Solution for Deployed Personnel Location: Tinian, CNMI
1.0 Purpose
The purpose of this requirement is to procure continuous, high-volume mobile laundry services (Mobile Laundromat) or local business laundry services to support the hygiene, health, morale, and overall readiness of deployed service members at Tinian, CNMI.
2.0 Scope
The contractor shall provide one of the following two options.-
• A turnkey mobile laundry solution, including all necessary equipment
(trailers/containers), personnel, maintenance, logistics, and supplies required to maintain the provided equipment. The solution must support a continuous operational environment and scale to meet fluctuating troop levels.
• A laundry service through a local business, including all necessary equipment, personnel, maintenance, logistics, and supplies required to operate the facility.
The solution must support a continuous operational environment and scale to meet fluctuating troop levels.
Either option may be self-service, but any self-service option will not require government personnel to maintain or operate the equipment beyond the normal laundry cleaning/drying operations.
3.0 Background
Personnel deployed to Tinian, CNMI require access to reliable laundry services or equipment to maintain field hygiene and prevent disease and non-battle injuries (DNBI).
Currently, local infrastructure cannot support the volume of laundry required for a population of approximately 120 personnel. A solution is required to bridge this gap.
4.0 Performance Objectives
The contractor shall provide a solution that meets the following core objectives or subcontract:
• Objective 1: Capacity and Throughput Process a minimum of 490 pounds of laundry per day, ensuring a guaranteed maximum turnaround time.
• Objective 2: Frequency If a full laundry service is provided through a mobile setup or a local business, it will be provided a minimum of 3 times a week. If self-service, the units must remain fully operational for the required throughput and that responsibility will remain with the contractor.
• Objective 3: Hygiene and Sanitization Quality Ensure all laundered items are thoroughly cleaned, dried, and sanitized in accordance with military and CDC health standards to prevent the spread of bacteria, fungi, and communicable diseases.
• Objective 4: Operational Reliability Maintain a 95% or greater operational uptime for all mobile laundry units. The contractor must implement a rapid-response maintenance plan to repair or replace inoperable equipment within 12 hours to prevent service backlogs.
• Objective 5: Environmental and Utility Management Provide a highly efficient system that minimizes water and power consumption. The contractor must develop a compliant solution for the safe containment, treatment, or removal of all gray water and chemical waste, strictly adhering to local and DoW environmental regulations.
5.0 Operating Constraints
• Utilities: The contractor must specify if their solution requires Government- Furnished water and power connections, or if the mobile units will be entirely self-sufficient (e.g., onboard generators and water bladders).
There is no guarantee that the government will be able to provide support or equipment such as- water, power, hardstand pad(s), force protection, internet, or trash removal; this is simply to determine the possible routes we are able to take.
6.0 Period of performance (PoP)
• Estimated 5-month PoP starting as soon as possible with the option to extend month to month basis. Contractor shall contact 356 ETSG CONS giving ten-day notice before work begins. Contractor shall coordinate with the 356 ETSG CONS to schedule delivery of any contractor provided equipment where necessary.
7.0 Place of Performance-
• If a mobile laundry solution is provided, it will be setup in San Jose, Tinian at a specific point to be determined at a later date. If a solution involving a local business is provided, it should be in San Jose, Tinian.
8.0 SUSTAINABLE PRODUCTS AND SERVICES-
• Requiring activities must obtain approval in accordance with AFMAN 32-7002 Environmental Compliance and Pollution Prevention, paragraph 3.3.5.1.1.8 before a specification or standard that requires the use of a class I ozone-depleting substance (ODS), or that can be met only through the use of an ODS, is authorized in any solicitation or contract/order.
9.0 Wage Determination-
• Service Contract Act WD#2015-5693 will apply to any services provided.
