About this file
This is a Performance Work Statement (PWS) for installing and inspecting scaffolding at the Wastewater Treatment Facility at Eielson Air Force Base, Alaska, with work to be performed from December 2024 to June 2025. The contractor must erect scaffolding around the anaerobic digester flare pipe and penthouse roof to provide safe access for operators who currently must climb an extension ladder and handle propane tanks and weed burners on an ice-covered roof to maintain the bio-methane flare system.
The key requirements include providing all labor, materials, equipment and supervision for scaffolding that meets OSHA regulations, conducting weekly safety inspections with written reports, and maintaining the scaffolding for approximately 7 months. The scaffolding must have guardrails, mid-rails, toe boards, support four times the maximum intended load, and allow safe access to work areas. Additional deliverables include a detailed project schedule, site-specific safety plan, and final project report. The work will be performed at Building 3216 within the secured portion of Eielson AFB, requiring proper security access and coordination through the Installation Access Control System (IACS). The contractor must protect government property, maintain a clean work area, and comply with all base regulations regarding hazardous materials and safety protocols.

Performance Work Statement
Install & Inspect Scaffolding for the
Digestor Flare Pipe at the EAFB Wastewater Treatment Facility
Eielson Air Force Base October 2024
Prepared By: Daniel N. Moulton
Description of Requirement
1. BACKGROUND/GENERAL SCOPE
Background:
In the winter, operators are tasked with climbing an extension ladder to reach the penthouse roof of the anaerobic digester. Once at the top, they are faced with a challenging task: lifting a 20-pound tank of propane and a weed burner onto the ice-covered roof. The operators must then use the torch to warm ice dams in the piping and heat the flare head to ignite the bio-methane flair.
This is crucial to prevent greenhouse gases from settling and creating a potentially explosive work area. The process is difficult and requires a great deal of skill and precision, but it is essential to ensuring the safe and efficient operation of the anaerobic digester. This request is solely for the contractor to erect the scaffolding around the anaerobic digester flare piping, extending to the roof of the penthouse facility and to conduct safety inspections/repairs to the scaffolding if needed; to allow plant personal a safe method to ensure the flair is lit and to complete delinquent maintenance of the flair components.
