Q1. . Please clarify if the due date has been extended from June 15, 2016 to June 22, 2016.

A1. This is correct. Due to the change in the evaluation criteria, the due date was extended by one (1) week.

Q2. The solicitation notes the need for an industrial hygienist. Is there a particular specialty within that discipline that would be most beneficial for the project?

A2. An industrial hygienist specialized in the fields of environmental and chemical.

Q3. The solicitation references a pavement evaluation that was conducted in 2011 and in 2015. Will those reports be made available to proposers?

A3. At this time, we are only requesting the SF330 Qualifications package to be submitted. As there is no pricing required at this time, no additional information will be provided. The selected AE firm will receive all necessary reports and documents. No pricing information is required.

Q4. Evaluation Factors Para 2.b (page 1 of 4). Please confirm what areas of specialized experience and technical competence will be valued during source selection.

A4. These areas are covered in the evaluation factors sections 3.a.1, 3.a.2, and 3.b.1.

Q5. Evaluation Factors Para 3.b.1 (page 2 of 4). Please confirm what areas of specialized experience the evaluation board will place special emphasis on.

A5. Experience with artic airfield paving and air refueling hydrant pits/systems.

Q6. What is the anticipated award time frame?

A6. Award is anticipated prior to 30 September 2016 subject to funds availability.

Q7. Is this effort just for the design? If so, what is the anticipated value for the design portion? If so, do you anticipate issuing a competitive effort for the construction portion?

A7. This effort is for the design portion only. The magnitude for the AE is between $25,000 and $100,000. The resulting construction contract will be issued in accordance with all applicable FAR competition requirements.

Q8. Is it possible to remove the Total Small Business Set Aside requirement from this procurement?

A8. No. DFARS 219.502(a)(iii) requires “set-aside for small business concerns acquisitions for architect-engineer services for military construction or family housing projects of under $400,000”.

Q9. Is it possible to extend the timeframe of project experience to seven (7) years, as there have been very few military airfield pavement projects located in Alaska for any vendor/bidder to reference in the five (5) year timeframe?

A9. Timeframe of project experience was extended to ten (10) years in response to this question.

Q10. Would you please confirm that SOW Section 4 Para D (page 13 of 17) is meant to read, “There are currently no known contaminants at the site of the Tanker Row Aprons”?

A10. Amendment was posted stating that the wording should be “There are currently KNOWN contaminants….”.

Q11. Are as-builts available?

A11. As-built drawings will be made available to the firm that is selected. No pricing information is required at this time.

Q12. Is there flexibility with the schedule? There is concern, particularly on the Geotech side, that the schedule may be quite tight.

A12. Very little.

Q13. It appears that there is no electrical engineering requirements so we are assuming there are no NAV lights or E-stops?

A13. There are no lighting requirements with this project. It is uncertain if there are E-stops on the fuel pits currently.

Q14. It appears the fuel impacts are minimal, or do they go to all the pads?

A14. No, all pads do not have fuel pits; only spot 11-14.

Q15. Can you please clarify how our response should be submitted? The RFP says the one electronic can be emailed, so can the electronic file be sent via email, followed by the one hard copy via mail? Or is the Government requesting the one electronic copy and one hard copy to be delivered on the same day?

A15. The electronic copy can be emailed. However, the hard copy does need to be received in the Contracting Squadron prior to the closing date/time.

Q16. When the Government says to submit “completed” projects, can projects be considered complete if the design portion is complete?

A16. No; a completed project is one that the construction of the design is complete.

****REMINDER: NO COST OR PRICING DATA IS DUE AT THIS TIME. PLEASE DO NOT SUBMIT ANY COST OR PRICING DATA. THE ONLY DOCUMENTS REQUIRED ARE THE SF330 QUALIFICATIONS PACKAGE.****
