About this file
This is a Sole Source (Including Brand Name) Justification document for simplified commercial item procedures from the 354th Contracting Squadron at Eielson AFB, AK. The document justifies the procurement of one FUNK 2263 Transmission replacement for a 2007 NMC Wollard 200MB4V Tow Tractor used daily to move aircraft in and out of maintenance locations.
The transmission must include specific salient characteristics including power shift automatic with 6 forward/3 reverse speeds, full-time four-wheel drive, canister type oil filter with separate fluid cooler, and gear driven pump for power steering and brakes. While no local vendors can fulfill the requirement, five out-of-state vendors expressed interest: Newbegin Enterprises Inc, Wollard International LLC, LotusUSA Inc, Centraz Industries Inc, and Palmer Johnson Power Systems LLC. Four of the five vendors are small businesses registered in SAM. The justification cites FAR 13.106-1(b)(1) Brand Name authority and includes a 1-year/1,000 hour warranty requirement. The agency expects to receive at least two competitive quotes to establish fair and reasonable pricing.

When replacing a transmission in a vehicle, it's crucial to opt for the same type as the original for compatibility, performance, regulatory compliance, warranty adherence, and maintaining resale value.
Different transmissions may not fit properly or align with existing components, potentially leading to performance issues and legal non-compliance with emissions standards. Using the same transmission ensures optimal performance and reliability while simplifying future repairs and part replacements. Though exceptions exist for specialized or customized vehicles, sticking with the original transmission configuration is the safest and most practical choice. It is imperative that the new transmission meets or exceeds OEM specifications as per Technical Order 36-1-191, section 1.5.1.2 regarding replaced parts.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
