Questions:
Have all areas been maintained or will be completely maintained at the end of the current contract?
Yes, all areas on the current contract have been maintained. The new contract has additional areas and standards; those areas haven’t been maintained up to the new standard.
The Asbestos Pit, at the end of Poder St, is shown as Semi-Improve mowing. Is safe to disturb the soil? Is the mowing to be done in the inside only?
The surface grass, weeds and such are soil binders and keep the soil from blowing away. They (grass and weeds) do not have deep or strong enough roots to penetrate the waste bags and coverings buried beneath the top layer of soil. All asbestos waste material has been bagged or otherwise wrapped in layers of poly then buried under a minimum of 18” of soil making it safe to mow the surface vegetation.
The map shows Quarry Hills and Engineering Hills as to be mowed as Semi-Improve grounds, but section 1.3.2 shows them as Un-Improve Grounds with Quarry Hills to mow June, August and Engineering Hill as a monthly mowing. Please, Clarify?
Both areas should be once per month semi-improved. This is AFI guided Quarry Hill Once per Month 6 inches or less Quarry Hill Ventilators Once Per Month 2-4 inches (5ft radius) Engineer Hill Once Per Month 6 inches or less Engineer Hill Ventilators Once Per Month 2-4 inches (5ft radius) Quarry and Engineer Hill Fence Once Per Month Must extend 12’ outside fence if physically possible
The Insecticide for the Airfield, I assume the government is trying to control grasshoppers and caterpillars, can government provide us with a list of appropriate insecticides approve by the Air Force Base and the State of Alaska?
Due to the vastness of insecticides which could be used, after award the contractor will coordinate the intended insecticide and application method intended to kill grasshoppers and caterpillars and meet the PWS timelines.
What types of weeds are you trying to control for the Herbicides in the Airfield?
For herbiciding we use HyVar primarily, it is a soil sterilant that we use to handle common weeds.
Appendix A shows fertilization to be done to 97 acres of Improve Grounds once per year, but your Price Schedule CLIN 0008 states 5 time per year. Please Clarify?
This should be once a year. The Price schedule has been updated to reflect once a year.
Would the base be open to allow drones for the application of the Insecticide /Herbicide at the Airfield?
Drones are unauthorized for use by any agency on this military installation.
With the required Category 9 (Right Of Way/Airfield), and 19 (Licensed Tech) AK Pest Certifications, will the contractor be required to mix chemicals under Pest Management’s supervision since the majority of the chemical applications occur at night time?
No, they will not but proper spray logs will be provided.
9) From the previous contract to this new concern, is it accurate to define that Semi-Improved areas have gained an additional 104 acres for 4-10inch maintaining, and the Airfield BASH mowing has gained almost 62 acres additional that are maintained twice per year?
Yes, that would be accurate.
10) Who supplies water and hoses for irrigation? Will water tanks/pumps be needed?
The base will supply the water. The contractor will supply everything else that’s needed. At least a minimal size water tank is recommended, but it is the contractor’s determination on what supplies and equipment they need to accomplish the performance metrics for the contract.
11) If smoke conditions from fire limit outdoor exposure how will that be managed?
It is responsibility of the contractor to manage the safety of their employees while abiding by the PWS.
12) How many sizes of flower beds. Will contractor be responsible for Spring planting?
6 flower beds 8ft x 2ft….6 flower beds 2 ½ ft x 6 ft……2 flower beds 1ft x 20ft. Yes, the contractor will be responsible for spring planting.
13) What areas will need to be bagged, improved, semi-improved, etc?
If kept cut at the proper length no areas should need to be bagged.
14) Can a growth deterrent be sued for Asbestos instead of brushed?
No, it will need to be bush hogged/ mowed.
15) Could you provide a 5-day forecast report?
The contractor will be responsible for monitoring the weather forecast.
16) Quarry Hill area pictures, mud area, tracks needed?
No pictures available but the area can be seen in google maps. The previous contractor used a tracked bobcat for some areas. But could possibly be done without tracks. However, tracks will make tasks easier.
17) Can Emergency services be provided outside working Hours?
Emergency services outside working hours will be coordinated with the COR and Contracting Office.
18) Can bash areas be done outside of working hours?
Yes, with prior coordination with COR and contracting officer (they coordinate with airfield management).
19) Will there be any supplied radio equipment for communication with air towers?
Yes, the contractor will check-out a radio from airfield management before entering the airfield.
20) Will there be any storage shelving/workbenches available in provided building space?
There is some shelving and benches in the building, but it is limited.
21) Do working hours apply to out of area Fuel line Brushing Yes, but exceptions to working hours may be made by coordinating with the COR and Contracting Officer.
22) What size of Designated dumpers Supplied? Who is responsible for dumping?
There is a 6 cubic yard dumpster near the facility. Civil engineering has a contract in place for dumping trash.
Questions for the Contracting Officer Past performance evaluation, Does the past performance and experience of Key personnel and subcontractors, team members?
The evaluation is based on the ratings of the company not individual team members according to the evaluation factors in the evaluation.
What definition do you assign to Relevancy?
