About this file
This document is a Single Source Justification (Simplified Acquisition) for the procurement of RANS indirect-fire heaters from Equipment Source, Inc. (ESI). The justification explains that the RANS heaters offered by ESI are the only ones that meet the five key criteria required, including secondary capacity for overflow fluids, capability to mount an LED tower, and 3,000-hour oil service life. Market research indicates no other products can meet or be modified to meet the stated requirements.
The related federal contract opportunity is for the purchase and delivery of three RANS heaters (2x ES500 and 1x ES700) through Brand Name procedures. The ES500 heaters must be capable of 390,000 BTU/hour, 2,500 CFM, 3,000-hour oil service, and 25+ hours of runtime. The ES700 heater must be capable of 770,000 BTU/hour, 4,000 CFM, 3,000-hour oil service, and 37+ hours of runtime. All heaters must have 150% secondary containment and be trailer-mountable. The RFQ is due by 3:00 PM EST on 07/9/2024 to the specified Air Force Points of Contact.

Single Source Justification (Simplified Acquisition)
UNCLASSIFIED
April 2021 UNCLASSIFIED Page 2 of 2 secondary capacity for overflow fluids, capability to mount an LED tower, and the ability to sustain a 3,000 hour oil service life.
The heaters offered by ESI are the only ones to fulfill these five criteria as well as an ability to attach to trailers for easy transportation and meet the required runtime.
A similar heater manufactured by another company was close to being able to provide an equal product for the smaller ES500 model, despite the BTU/Hr being well beyond what is required. However, it could not meet a 150% secondary capacity for overflow fluids, the capability to mount an LED tower, or the ability to sustain a 3,000 hour oil service life. Another similar heater was able to be used in place of the ES500, but has similar problems in the BTU/Hr being well in excess of what is required (390,000 BTU/Hr) at a little over double the needed production. It is also more deficient when compared to the ES700, meeting only two of the required specifications and being unable to meet the run time or needed CFM (4,000) in addition to the other three stated deficiencies. When compounding the ongoing market research with the solicitation for a previous ESI heater buy (FA500423P0078), in which eighteen offers were received and there were no equal products offered this requirement will be solicited as a "Brand Name" requirement.
Section D: Efforts to Obtain Competition
The Government previously solicited a similar requirement as a "Brand Name or Equal" call for offers. While eighteen responses to the solicitation were received, no equal products were submitted. Results of Market Research also indicate no products can meet, or can be modified to meet the stated requirements. Accordingly, the Government will competitively solicit as "Brand Name".
Section E: Steps to Preclude Future Single Source or Brand Name Awards
If new requirements for similar services arise, market research will continuously be conducted for new products in the future.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
