Section A: General Contract Information

Contracting Activity: 354th Contracting Squadron, Eielson AFB, Alaska

Project/Program Name: Bobcat Toolcats

Section B: Description of the Supplies/Services Required

The 354th Civil Engineering Squadron (CES) is currently in need of 10 Bobcat Toolcats in support of base snow removal. The Bobcat Toolcats must be able to operate the following Bobcat attachments. Snow blowers, angles, brooms, augers, snow blades, and rotary cutters. The Toolcats must include all-wheel steering to get in and around airfield signs with lighting for snow clearing. The Bobcat Toolcat must also have the ability to haul up to 2000 lbs of payload and tow up to 4000 lbs with at least 60 HP. In addition to having an operating weight of at least 5600 lbs with a machine-rated capacity of 2200 lbs and a cargo box bed that has a load capacity of 2000 lbs. Furthermore, the Bobcat Tool cat must also come with a Hydraulic system with an auxiliary standard flow of 18.8 gal/min, auxiliary pressure of 3000 psi, and an auxiliary high flow of 27.9 gal/min. The last requirement is that the product must have a ground clearance of 8 inches and feature an enclosed operator cab.

Section C: Justification for Soliciting from a Single Source or Brand Name

As of May 2022, 354 CES has on hand worth of Bobcat attachments that are unique to Bobcat equipment and vehicles. Of these attachments they have; 12 Snowblowers, 6 Buckets, 5 Snow Blades, 4 Forks, 1 Auger, and 1 Brush Cutter.

There are no other manufacturers who provide utility vehicles that are compatible with the Bobcat attachments currently maintained by 354 CES. In addition to the current attachments that CES possesses the Bobcat Toolcat is a unique piece of equipment that the current marketplace has no equal or comparable item for. Due to the demands of 354 CES, this equipment must possess certain weight and hauling figures. It must have a minimum operating weight of 5600 lbs and be capable of hauling 2000 lbs along with the towing capacity of 4000lbs. These strict and necessary figures are unique to only the Bobcat Toolcat. Until another manufacturer produces equipment capable of fulfilling similar work performance and hauling requirements, the Bobcat Toolcat will exist as a wholly unique, therefore Brand Name item.

Section D: Efforts to Obtain Competition

The 354th Contracting Squadron conducted a Dynamic Small Business Search and found 22 small businesses under NAICS code 336999.

Six local vendors were contacted via email with only two positive responses. It was later discovered that these two businesses were not Bobcat authorized dealers. As such, a search of Bobcat authorized dealers revealed that there are three small businesses in the state of Alaska that can provide these Toolcats. 1). Craig Taylor Equipment Co., 2) Bobcat of Juneau, LLC., and 3) Bobcat of Ketchikan.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 354th Contracting Squadron has taken steps in an effort to dissolve this Brand Name by looking for comparable equipment to the Bobcat Toolcat however no alternative equipment has been identified. This justification will be posted to SAM.gov to allow for any interested parties to provide information on alternative equipment options for the Government's consideration.
