This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA5004-22-Q-0001-P00002 and is a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) is 532412.

Small Business Size Standard is $35,000,000.00.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-07, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20210929, and Air Force Acquisition Circular (AFAC) 2021-0726.

Special Notes and Instructions:

1. This is a notice that this order is a total set-aside for small business concerns under NAICS 532412.

Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.

2. Questions. Any questions shall be submitted in writing via email to A1C Helbees Z. Tawadrous at the email: helbees.tawadrous@us.af.mil and TSgt Justin A. Williams at justin.williams.18@us.af.mil no later than 09 Dec, 21 at 14:00 Alaska Standard Time. All questions will be answered and sent through email.

3. Basis for Award. FA5004 CONS/PKB will issue a purchase order to the vendor who is determined to offer the best value to the Government. In accordance with Attachment 2, 52.212-1, Instructions to Offerors, and 52.212-2, Evaluation, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

4. Best Value Determination. The technically acceptable, lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the government determines an offeror to be technically acceptable with the lowest evaluated price, because that offer will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current.

6. Place of Performance. Service shall be in accordance with this SOW and shall provide all of the consolidated resources (personnel, materials, facilities, ranges and training areas) to enhance the individual and collective individual marksmanship skills of the personnel being trained. For a period of performance from 14 January 2022 to end on or about 1 April 2022.
