Performance Work Statement
Avionics Cooling Units and Service Pits
EIELSON AFB ALASKA
MAY 2020
1. DESCRIPTION OF SERVICES: The Contractor shall provide all management, tools, supplies, equipment, transportation, man-lifts, and labor necessary to perform preventative maintenance, inspect, and service the Avionics Cooling Units in a manner that will ensure dependable and safe operation of the equipment identified in this contract at Eielson AFB, AK. The Contractor shall be fully responsible for compliance with all base, local, state, national, and federal environmental/occupational safety laws, rules and regulations as referenced to include, but not limited to EPA, NFPA, NEC, & OSHA.
2. PREVENTIVE MAINTENANCE SERVICES: The Contractor shall perform preventative maintenance, inspect, and service the
Avionics Cooling Units on a quarterly basis. The inspections will be performed over a calendar year and consist of three quarterly inspections and one annual inspection in accordance with the attached schedule. The Contractor shall follow the manufacturer(s) recommendations listed in the O&M manuals. Any item(s) discovered defective listed under the quarterly or annual maintenance schedules will be communicated to the Contracting Officer Representative (COR). A cost estimate (parts cost, additional labor cost, and any applicable expenses) will be submitted to the COR for approval through the Contracting Officer (CO) prior to repair or replacement. The Contractor shall prepare and submit a written report within 5 days of completion of each scheduled preventative maintenance service. The report shall include hangar number, identification of systems, location within building, maintenance work performed, repairs needed (with detailed quote), date of inspection, inspector, and overall condition of each piece of equipment under this contract. All work performed under this contract shall be inspected and accepted by the COR.
3. REPAIR SERVICE CALLS: Contractor shall have a point of contact available during Eielson AFB normal business operations with an initial call back response time not to exceed 2 hours after government notification of a repair service call. Repair service calls shall only be accepted by the COR. The contractor shall complete repairs as needed for repairs on listed equipment upon approval. This will include all maintenance not associated with the scheduled quarterly and annual preventative maintenance schedules and any emergency repairs required to put equipment back into normal operation. Only new parts or parts of equal quality that is specified by the manufacturer(s) will be utilized for repairs. Labor charges will be billed for repair and services for emergency or routine service calls at an hourly rate agreed to in the contract. Contractor will submit a bid of estimated labor charges to the Contracting Officer for approval. Only approved bids will be reimbursed. Labor hours shall start and stop at Eielson
AFB only. A trip charge is defined as the cost of transportation from the Contractor’s place of business to Eielson AFB and return.
Trip charges shall be for service calls only (this cost is included in PM costs). Contractor shall not charge for additional labor time during travel. The acceptance of the proposed cost for work will require a written or electronic (via e-mail) estimate submitted to
COR and/or Contracting Officer (CO) for approval. At the conclusion of the maintenance and repair service, the contractor will submit an itemized report to the COR within three (3) days. The report shall include hangar number, identification of systems, location within building, maintenance work performed, detailed cost of service, date of service, inspector, and overall condition of each piece of equipment under this contract.
3.1 Routine Repair Service Calls: Performed on an as required basis with response time not to exceed 4 hours Monday through
Friday, and not to exceed 8 hours on weekends or holidays. A detailed estimate will be provided within 72 hours. A cost estimate (part cost, additional labor cost, and any applicable expenses) will be submitted to the COR for approval prior to making any repairs.
3.2 Emergency Service Calls: Emergency calls are defined as calls made for services when equipment failures constitute a danger to personnel, threaten to damage property, or threaten to disrupt activity, operations, and/or training missions. An example would be an electrical defect which could cause fire or shock. Emergency repair service response time will not exceed
2 hours Monday through Friday, and 4 hours on weekends or holidays, and shall be in response to requests by telephone or otherwise from the COR or emergency desk personnel, with prior approval from the CO. A cost estimate will be provided within 48 hours. The cost estimate (part cost, additional labor cost, and any applicable expenses) will be submitted to the COR and CO for approval prior to making any repairs. Emergency repair service shall be rendered at any hour of any day of the week as requested and shall be ongoing until the work is complete.
4. VOLUNTARY PROTECTION PROGRAM: The contractor shall perform work in a safe manner as required by OSHA requirements. Provide a verbal report to the COR immediately upon occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident
Investigation Reports to the COR within five calendar days of each occurrence. Detailed information on Voluntary Protection Plan

5. SAFETY: The contractor shall provide and place signage as needed to safely cordon areas where the equipment is being maintained. These clear zones shall be completely void of people and equipment not directly involved in the maintenance of the equipment. During inspection, service, maintenance, or repairs, each affected piece of equipment shall be suitably identified as being out of service and all warnings and cautions will be followed. This placard placement shall also include switches, controls, breakers, etc. The contractor shall ensure no FOD is spread.
6. SECURITY REQUIREMENTS: The contractor shall be responsible for obtaining all required passes, identification media, etc., for both contractor personnel and contractor vehicles, to gain access to Eielson AFB and to the facilities where the equipment is located. For servicing of equipment located in restricted areas, the using organization shall provide suitable escort personnel for the contractor. The contractor shall maintain a current listing of employees. The list will include employee name(s), date(s) of birth, and driver(s) license number. This list shall be validated by the COR and provided to the CO at the contract start date. An updated listing shall be provided upon change of employees.
7. WARRANTY: The contractor shall warrant all contractor installed parts and all contractor workmanship for a period of one year from the date of acceptance by the government. The contractor shall repair or replace, at his or her expense, any materials that become defective during the warranty period. Warranties shall not apply where the damage or failed materials results from abuse or negligence by the government.

9. GENERAL: All quarterly and annual preventative maintenance, inspections, and servicing will be accomplished in accordance with the O&M manuals and the schedule below, where applicable.

Visually check for missing or worn hardware.
2 Visually inspect outside paint and surface condition. Check for rust, corrosion, or body damage.
3 Visually check filter cleanliness. Check both sides. If any accumulated dust or dirt is observed, will clean.
4 Visually check for refrigerant leaks.
5 Check condenser fans and moving equipment for audible abnormal noise.
6 Visually inspect control panel for missing or damaged indicators.
Visually inspect the condenser coils for cleanliness. If dust and dirt have accumulated between the fins, will blow out with compressor air and dose down with water.
8 Visually check the oil level in the compressor or sight glass.
Check the color of the indicator element in the center of the refrigerant sight gauge.
Visually check each refrigeration drier for appearance and temperature. If the dryer is frosted or if there is perceptible temperature change between the liquid line entering and leaving the drier, will report such condition and submit a price proposal to replace the dryer.
Visually check refrigerant lines. Check the lines for wear and vibration. Support them as necessary. Check refrigerant line support and braces to make certain they are not wearing or cutting the refrigeration line. Wipe clean and tighten nuts at valve connections as necessary.
12 Visually check air passageways inside unit for obstructions.
Listen for any abnormal noise or vibration. Find the cause and repair. If repair requires replacement parts, report such condition and submit a price proposal to replace.
Check for erratic operation such as the following: Fan cycling and compressor cycling.
15 Check air ducts for holes, tears, abrasion wear or leaks.
16 Check all wiring for tightness. Re-tighten all high voltage terminals.
17 External Gaskets: Check wear on external gaskets.
18 Check contactors for abnormal wear.
19 Check motors for free rotation. Grease motor bearings as needed.
ACU ANNUAL PREVENTIVE MAINTENANCE CHECKLIST
Check the electrical control panel to see that the overloads and circuit breakers are functioning properly. Look for burn marks on the cabinet and compartments that might indicate possible short and check on all contactors.
Check all high voltage wiring connections for loose or corroded connections. Re-torque all high voltage connections.
22 Clean Condenser Coils.
23 Clean evaporator and hoses.
24 Fuses: Check for continuity.
25 Contactors: Check for normal operation.
26 Pressure switches: Check for proper readings.
27 Software: Check existing version and report if updates are required.
28 Operate unit for one hour and record readings every 10 minutes. Record readings.
Verify that P/N 507206 (WLDMT COVER OUTLET 8 TEST 3” DIA) in the back door of the unit.

30 Vacuum clean the PIT.
31 Hatch Gaskets: Make sure gaskets are free from debris and not ripped.
32 Gas Spring: Make sure no oil is leaking from gas springs, they are fastened tightly and the extension rods are not bent.
33 External Cables: Inspect for nicks, unusual wear and tear, damage, or lose connections.
Push Buttons: Check for operation.
Check and clean the limit switches in the PIT.
36 Limit Switch: Check to make sure limit switch is in good working order and no adjustments are needed.

37 All electrical connections: Check to make sure all internal electrical connections are still tight and cables and wires are in good condition.
38 Hose connections: Check hose connections and condition of hose.
39 General corrosion inspection: Check all surfaces of PIT looking for any sign of corrosion.
10. PROVISIONS: The government will provide an open hangar parking location to perform and verify operational checks. * The government will also supply available utilities at no cost.
11. CHANGES TO THE PWS: No changes to this PWS will be allowed without the Contracting Officer’s approval.
