SECTION 1
Description of Services
This performance work statement defines the requirements to provide support for sampling and sample analysis for the Eielson Wastewater Treatment Plant (WWTP), the WWTP Biosolids disposal program, the Water Treatment Plant (WTP) Filter Backwash Pond, and WTP Total
Organic Carbon (TOC) and Perfluorinated Chemical (PFC) sampling program.
Sampling and sample analysis support for the WWTP shall be in accordance with the
Wastewater Disposal Permit 2006DB0045 for the Eielson AFB Wastewater Treatment Plant.
Sampling performed at the WWTP include weekly, bi-weekly, monthly, quarterly, semi-annually, and annually obtained samples to ensure the requirements of the discharge permit issued by the State of Alaska are met.
Sampling and sample analysis support for the WWTP Biosolids disposal program shall be in accordance with the Eielson Air Force Base (AFB) Sludge Management Plan included in the
State of Alaska Solid Waste Permit, SWYA068-19. Biosolids sampling is typically only one solids drying bed per year.
Sampling and sample analysis support for the Eielson AFB Water Treatment Plant (WTP) filter backwash pond shall be in accordance with the Wastewater Disposal Permit 2007DB0004 for the Eielson AFB Water Treatment Plant. The WTP filter backwash pond discharges into Garrison
Slough by discharge weir overflow and is required to be sampled four times annually. These samples include upstream, weir (mixing zone), and downstream samples.
Sampling and sample analysis support for the Eielson AFB Water Treatment Plant (WTP) PFC sampling program as necessary to ensure Eielson AFB drinking water is in compliance with current EPA Health Advisories for Perfluorinated Chemicals (PFCs). These samples are analyzed specifically for total organic carbon (TOC), perfluorooctanoic acid (PFOA), and perfluorooctane sulfonate (PFOS).
All sample analysis must be performed in an Alaska Department of Environmental Conservation
(ADEC) water certified lab. The Laboratory Facility used by the Contractor must comply with the applicable Alaska state discharge permits/disposal permit. The Laboratory Facility must also obtain/maintain an Alaska state wastewater lab certification upon State of Alaska request.
1. SCOPE: Contractor shall provide all equipment, personnel, labor, materials, and services to support sampling and analysis of;
WWTP influent, primary effluent, and final effluent wastewater samples to ensure compliance with the WWTP ADEC discharge permit 2006DB0045.
WWTP Biosolids disposal program samples to ensure compliance with the
Eielson Air Force Base (AFB) Sludge Management Plan included in the State of
Alaska Solid Waste Permit, SWYA068-19.
Eielson AFB Water Treatment Plant (WTP) filter backwash pond samples to ensure compliance with the Wastewater Disposal Permit 2007DB0004.
Eielson AFB Water Treatment Plant (WTP) PFC sampling program to include sampling Granular Activated Carbon (GAC) influent, GAC Set #1 vessel effluent, GAC Set #2 vessel effluent, and GAC Set #3 vessel effluent up to eight times per year. Each sample point (four points) is analyzed for TOC, PFOA, and PFOS.
1.1. Period Of Performance: One base year starting 1 August 2019 and four option years thru 31 July 2024.
1.2. Qualifications: All sample analysis must be performed in an Alaska Department of
Environmental Conservation (ADEC) water certified lab. The Laboratory Facility used by the Contractor must comply with the applicable Alaska state discharge permit/disposal permit. The Laboratory Facility must also obtain/maintain an Alaska state wastewater/water lab certification upon State of Alaska request.
1.3 Sampling and Sample Collection: The Contractor shall provide support of the monitoring program for the WWTP and WTP , specifically of influent, primary effluent, and final effluent water at the WWTP in accordance with the WWTP Wastewater disposal permit 2006DB0045, the WWTP Biosolids disposal program in accordance with the Eielson Air Force Base (AFB) Sludge Management Plan included in the State of Alaska
Solid Waste Permit, SWYA068-19, and the WTP filter backwash pond disposal permit
2007DB0004. The Contractor shall collect/handle the samples from WWTP/WTP personnel for laboratory analysis as required by the applicable ADEC permit and provide analysis reports to key WWTP/WTP personnel. The Contractor shall collaborate with wastewater and water plant personnel to ensure all testing required by the applicable discharge permit/disposal permit is accomplished.
1.4 Guidelines: The guidelines used will comply with wastewater disposal permit
2006DB0045 for Eielson AFB WWTP, the WWTP Biosolids disposal program in accordance with the Eielson Air Force Base (AFB) Sludge Management Plan included in the State of Alaska Solid Waste Permit, SWYA068-19, and wastewater disposal permit
2007DB0004 for Eielson AFB WTP. There will be additional testing listed below per Air
Force Form 1462 to verify treatment facility performance/efficiency.
A) For Official Use Only (FOUO): The contractor shall comply with DoD 5400-7-
R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements.
This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
B) Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. All sample analysis results must be reported to applicable WWTP or WTP POC personnel within 5 working days of Contractor receiving lab analysis results and no later than the 5th of the following month.
C) Physical Security: The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use.
1.5 Testing and Analysis: The Contractor shall conduct testing and analysis in accordance with the applicable ADEC discharge/disposal permit 2006DB0045, SWYA068-
19, 2007DB0004. The project specific Data Quality Objectives (DQOs) are provided in the applicable WWTP or WTP QAPP and designed to ensure data of adequate quality are collected to support project decisions. The Contractor QA POC shall review all DQOs and work with the field team and the laboratory to ensure the DQOs are met. Analytical problems that the laboratory and the Contractor QA POC cannot resolve shall be brought to the attention of the Contractor’s project manager and the WWTP/WTP key personnel for resolution. Laboratories may be subject to on-site audits of their Quality
Assurance/Quality Control (QA/QC) protocols and procedures. All laboratories shall meet DQOs specified in the WWTP or WTP QAPP. The analytical capabilities of the laboratory shall be sufficient for the methods specified in the QAPP, and the laboratory shall have sufficient through-put capacity to handle the necessary analytical work-load during all field activities.
The Contractor shall analyze and test samples using standardized methods as prescribed in the “Test Methods for Evaluating Solid Wastes, Physical/Chemical Methods” current edition. Quantitative and qualitative analysis for the following parameters shall be conducted in accordance with the WWTP or WTP QAPP and applicable ADEC discharge permit.
A) Weekly sample analysis of WWTP influent, primary effluent, and final effluent for Total Suspended Solids (TSS) and 5 Day Biological Oxygen Demand (BOD-5).
B) Weekly sample analysis of WWTP final effluent Fecal Coliform.
C) Bi-weekly sample analysis of WWTP influent Total Volatile Suspended Solids
Aqueous.
D) Semi-annual sample analysis of WWTP influent and final effluent for priority pollutants (1), including standard organics (2), and total aromatic hydrocarbons
(3) (TAH).

benzo(a)pyrene; beryllium; dis(2-ethylhexyl)phthalate; cadmium; carbon tetrachloride; chlordane; chlorinated dibenzodioxins; chlorinated dibenzofurans;
chloroform; chromium; cobalt; copper; cyanide; DDT/DDD/DDE; 3,3’-dichlorobenzidine; 2,4’-dichorophenoxy-acetic acid; dimethylnitrosamine;
fluoride; heptachlor; hexachlorobenzene; hexachlorobutadiene; iron; lead;
lindane; malathion; mercury; methylene bis-(2-chloroaniline); methylene chloride; methylethyl ketone; molybdenum; nickel; PCBs; pentachlorophenol;
phenanthrene; phenol; selenium; tetrachloroethylene; toxaphene;
trichloroethylene; trichlorophenol; tricresyl phosphate; vinyl chloride; and zinc.
(2) Arsenic, cadmium, chromium, copper, lead, mercury, selenium, nickel, and zinc.
(3) Sum of benzene, ethylbenzene, toluene, and the xylene isomers, commonly called BTEX.
E) Annual sample analysis of WWTP influent and final effluent of two groups of priority pollutants, dioxins and dibenzofurans.
F) Annual WWTP Biosolids Bed analysis - one bed per year analyzed for percent solids, percent moisture, ammonia nitrogen, nitrate nitrogen, mineralized organic nitrogen (TKN), arsenic, cadmium, copper, lead, mercury, molybdenum, nickel, selenium, zinc, fecal coliform, and volatile organic compounds (VOCs) to include benzene, ethylbenzene, m&p xylenes, o-xylene, toluene, and total xylenes.
G) Quarterly WTP Filter Backwash Pond Sample analysis - only performed during months when Garrison Slough is not frozen (four samples per year taken between May and September). Upstream sample analyzed for iron and arsenic, weir sample analyzed for iron, arsenic, total dissolved solids (TDS), total suspended solids (TSS), downstream sample analyzed for iron.
H) Quarterly (or more frequent as dictated) WTP TOC, PFOA, PFOS sample analysis - Each sample event will include four sample points; GAC influent, GAC set #1 effluent, GAC set #2 effluent, GAC set #3 effluent. Each sample point will be analyzed for total organic carbon (TOC), perfluorooctanoic acid (PFOA), and perfluorooctane sulfonate (PFOS). A minimum of four sample events per year with a maximum of eight sample events per year.
1.6 Records: The Contractor shall create and maintain in one location written and electronic records sufficient to recreate each sampling, analytical, testing and monitoring event. The Contractor shall make these records available to the government upon request or as specified in this TO. The Contractor shall maintain records of, and derived from, all activities outlined in the appropriate portion of the WWTP or WTP
QAPP supporting the generation of these sampling and analysis records. The Contractor shall also retain written calculations using information obtained from sampling, analysis monitoring and testing activities, to include all raw data. The Contractor shall maintain all sampling and analysis records for the minimum state mandated 5 year period.
1.7 Exceptions: The Contractor is not required to perform groundwater monitoring well sampling or analysis as required by wastewater discharge permit 2006DB0045. The sampling, monitoring, and subsequent reporting (permit Discharge Monitoring Report
Page 2 of 2) of groundwater is performed under a separate contract.
SECTION 2
Government Special Instructions, Terms and Conditions
2. GOVERNMENT FURNISHED EQUIPMENT/PROPERTY: The Government will not furnish any facilities or equipment for any work that needs to be accomplished in this Performance Work
Statement. The Contractor shall furnish all supplies needed to perform this contract according to all its terms.
2.1. HAZARDOUS MATERIALS: The Contractor shall comply with base regulations regarding Hazardous Material (HAZMAT) for all issues of hazardous material and ensure procedures meet all applicable policies, publications, and protocols in this contract.
Provide Bio-Environmental Engineer Service with a Material Safety Data Sheet (MSDS) on all first time purchases of hazardous items obtained through local sources of supply and obtain approval prior to purchase.
2.2. EMERGENCY MEDICAL SERVICE: The Government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while at Eielson AFB. Treated personnel will be responsible for reimbursing the Government for the cost of medical treatment and patient transportation at the current inpatient or outpatient treatment rate.
2.3. GOVERNMENT REMEDIES: The Contracting Officer shall follow the requirements of
FAR 52.212-4, Contract Terms and Conditions for Commercial Items (FEB 2007), for contractor’s failure to correct nonconforming services.
2.4. HOURS OF OPERATION: Services shall typically be performed Monday thru Friday from 7:00 am to 5:00 pm local time unless a different time has been coordinated with the Government.
2.5. SECURITY REQUIREMENTS: The Contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor-owned vehicles. The Security Forces Pass and Identification office located at 2677
Wabash Ave (bldg 3125) issues these forms.
2.5.1. The Contractor shall maintain a current listing of employees. The list will include employee names and date of birth. This list shall be provided to the
Contracting Officer and servicing security forces organization. An updated listing shall be provided upon change of employees. The Contractor must provide all names, social security numbers and duty hours of all personnel who will be on site at start or anytime during this project.
2.6. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL
COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. During times of crisis or national emergency, the Contractor shall continue to provide services as scheduled, with minimal disruption of services if directed by a Contracting Officer.
