PERFORMANCE WORK STATEMENT (PWS)

VISUAL EMISSION, METHOD 9, CERTIFICATION

Synopsis: Provide initial and/or refresher training per Environmental Protection Agency (EPA) training guide EPA-600/4-77-027b, dated February 1984.

1. DESCRIPTION OF SERVICES: Contractor shall furnish all labor, certificates, testing supplies, tests equipment, and test materials in order to provide approved certification of the per Environmental Protection Agency (EPA) training guide EPA-600/4-77-027b, dated February 1984, specifically Visual Emission Method 9.

2. SERVICES SUMMARY: Contractor shall provide initial and refresher certification for various Eielson AFB personnel for the EPA Visual Emission Method 9.

The estimated minimum number and “classification” of personnel are as follows for each six month class:

Initial Training of Civilians: 2 Initial Training of Military: 2 Refresher Training of Civilians: 15 Refresher Training of Military: 8

The estimated maximum number and “classification” of personnel are as follows for each six month class:

Initial Training of Civilians: 15 Initial Training of Military: 15 Refresher Training of Civilians: 20 Refresher Training of Military: 10

Tentative schedule for requesting classes will be every six months (April and October) each year.

The Government will provide preliminary notice to the contractor 30 days in advance of the requested training month to schedule the training. The estimated number of trainees and type of training will be provided approximately one week prior to agreed upon training date(s).

2.1. Initial Training of Civilians: Contractor shall:

2.1.1. Provide study material and test for classroom portion of training.

2.1.2. Provide field testing to ensure observe can meet requirements.

2.1.3. When class and field work are passed per requirements, provide certificates.

2.2. Initial Training of Military: Contractor shall:

2.2.1. Provide study material and test for classroom portion of training.

2.2.2. Provide field testing to ensure observe can meet requirements.

2.2.3. When class and field work are passed per requirements, provide certificates.

2.3. Refresher Training of Civilians: Contractor shall:

2.3.1. Provide field testing to ensure observe can meet requirements.

2.3.2. When field work is passed per requirements, provide certificates.

2.4. Refresher Training of Military: Contractor shall:

2.4.1. Provide field testing to ensure observe can meet requirements.

2.4.2. When field work is passed per requirements, provide certificates.

3. GOVERNMENT FURNISHED MATERIALS: There will be no Government Furnished Materials per se. However, base access, classroom, location for field testing, and land for storage of testing equipment (i.e., conex) will be provided as required. It is noted that the storage site will be outside and equipment will be subject to -40 degree weather and colder for potentially extended periods of time.

Government is willing to attend training at an off-site location, if held within 40 driving miles of Eielson Air Force Base.
